The Regular Meeting of the McHenry City Council was called to Council order by Mayor Stanek on Monday, October 3, 1983 at 8:00 P.M. in city hall. Meeting At roll call the following aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in Attendance attendance gere Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli. Absent: Park Director Merkel. Motion by Nolan, seconded by Datz, to accept the minutes of the September 19, 1983 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Smith, to authorize and approve Parks,Auth. the request of the McHenry Rotary Club to dedicate the City Park on Green Street next to the theatre and name in Walsh Park in honor of Earl R. Walsh Request - who served as City Clerk for 38 years and in honor of his father Jack Walsh Misc. who served the City for 40 years in various offices. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Several residents of the apartments on Millstream Drive north of Pol. Dept.Mis, Eby Brown Company addressed the council regarding the noise problem in the area caused by workers loading and unloading trucks on the night shift. Petitions The police chief was asked to investigate the situation and determine what procedures should be used to reduce or eliminate the noise problem in the area. Motion by Smith, seconded by Datz, to pass an ordinance amending Ordinances the Truck Weights and Fines Ordinance to correspond with the Illinois revised Traffic statutes. Regulations Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Nolan, to pass an ordinance amending Ordinances the inoperatable Motor Vehicle Ordinance as presented. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Seri telIa. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to amend the Motor Vehicle Ordinances Code and establish new stop sign locations in Winding Creek Subdivision. Traffic Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Regulations Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to authorize and approve Sewer Dept. payment to William Tonyan & Sons Inc., for installation of washroom Repairs & facilities at the sewer plant in the amount of $17,886.00 with the reten- Improvements tion of 5% or $941.00 and to authorize payment for installation of a steel door in the treatment plant in the amount of $634.00. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Datz, to authorize the Supt. of Bid Auth. Public Works to advertise for bids on a new van for the water department Purchases with payment to be made from the water department budget line item No. 886. Water Dept. Monday, October 3, 1983 page 2 Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Bid Opening Motion by Datz, seconded by Nolan, to authorize and approve Awarding to the bid proposal of C.E. Jakes Decorating of Elgin at a price quote of Sewer Dept. $450.00 to paint the ceilings and walls at the sewer plant. Repairs & Improve- Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, ments Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Sewer Dept. Motion by Nolan, seconded by McClatchey, to approve the request Repairs, etc. of Illinois Hydraulic Construction Company for a 35 day extension of time on the centrifuge installation at the sewer plant as recommended by Baxter & Woodman. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Serritella. Voting Nay: Snell. Absent: None. Motion carried. Ordinances Motion by Bolger, seconded by Nolan, to concur with the recommenda- zoning Board tion of the Zoning Board and pass an ordinance amending the sign variation Recommendations requirement of the zoning ordinance. V Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent:_ None. Motion carried. Sale of It was a consensus of opinion that the two lots in Orchard City Property Heights which were recently donated to the City be sold at public auction. Attorney Narusis was instructed to draft the necessary papers. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Meeting adjourned at 10:18 P.M. IF FIR W4 I / MAYOR PUBLIC HEARING MONDAY, OCTOBER 3, 1983 7:45 P.M. Mayor Stanek called to order a Public Hearing on Monday, October 3, 1983 at 7:45 in city hall regarding the issuance of $400,000 in Industrial Revenue Bonds to Miller & Miesen, an Illinois general partnership, to in- duce it to commence the acquisition,construction and equipping of a manu- facturing facility consisting of a 25,800 square foot building, for use by Alpha Plastics Manufacturing, Inc. in the manufacture of plastic products within the City of McHenry, Illinois. At roll call the following aldermen were present: Bolger, Nolan, Busse, Datz, Smith, Serritella. Snell arrived at 7:50 P.M. McClatchey arrived at 7:53 P.M. City staff in attendance were City Attorney Narusis, City Clerk Gilpin. Also in attendance was John Miesen of Alpha Plastics. Mayor Stanek asked if anyone in the audience wished to present verbal or written comments regarding the issuance of said Industrial Revenue Bonds to Alpha Plastics. There was no response from the audience. Attorney Narusis then commented on the status of the Industrial Revenue Bond documents before the council. He reported that copies of all the documents had been sent to all the aldermen for their review prior to this meeting. The suggested changes made by Attorney Narusis had been incorporated into the new draft of the documents and everything was in order. Motion by Nolan, seconded by Datz, to pass a resolution authorizing the City to issue $400,000 in Industrial Revenue Bonds to Miller & Miesen and to authorize the execution and delivery of all the documents referred to in the resolution as presented. Voting Aye: Bolger, Nolan, Busse, Datz, Smith, Serritella, Snell, McClatchey. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn the Public Hearing.
