The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, September 30, 1987 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella. Absent: Teta. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel. Absent: Chief Joyce. Motion by McClatchey, seconded by Serritella, to accept the minutes of the September 16, 1987 Regular Meeting and the September 21, 1987 Special Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Donald Gerstad of Gerstad Builders addressed the Council to request approval of preliminary plat for Winding Creek Unit 5. Lengthy discussion took place between the Council and Gerstad about the concerns on traffic patterns in the subdivision, pedestrian safety, school bus loading zones, roadway design, sidewalk installation and so forth. Motion by McClatchey, seconded by Patterson, to refer preliminary plat for Winding Creek Unit 5 back to the Plan Commission for further study and to allow the Plan Commission to hire a land planner if they felt it was necessary. Voting Aye: Nolan, McClatchey, Smith, Patterson, Serritella. Voting Nay: Bolger, Lieder. Absent: Teta. Motion carried. Donald Meyer of McIntosh Ltd. addressed the Council to request approval of the final plat for Brittany Heights Unit 2. Motion by Bolger, seconded by Nolan, to approve the final plat of Brittany Heights Unit 2 as presented subject to receipt of an easement agreement along the northside of the Bauer Farm. Voting Aye: Bolger, Nolan, Lieder; McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Preliminary and final plats for owners resubdivision of Idyl Dell Subdivision, Reads resubdivision and Klugs resubdivision in McHenry Shores were presented for Council approval. Resubdivision of the lots was being done in order to consolidate small lots prior to spreading of the Special Assessment for the sewer project in the McHenry Shores area. Motion by Smith, seconded by Lieder, to approve the preliminary and final plats of owners resubdivision of Idyl Dell Subdivision, Reads re -subdivision and Klugs resubdivision as presented. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Mayor Busse called for a recess at 9:55 P.M. The meeting reconvened at 10:22 P.M. with everyone still in attendance. Motion by Nolan, seconded by Patterson, to approve the March of Dimes Birth Defects Foundation's request to conduct its annual Mothers March door-to-door campaign from January 23 - 31, 1988. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Lieder, seconded by Patterson, to pass an ordinance establishing a 45 mph speed limit on Bull Valley Road from the western City limits to Crystal Lake Road as presented. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Bid Open. & Award. Motion by Bolger, seconded by Smith, to accept the recommendation of Baxter & Woodman and award the contract for replacement Sewer Dept. of the wastewater treatment plant aerobic digester air piping to the low Repairs bidder, William Zeigler & Son in the amount of $54,385. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Mayor Busse announced the appointment of Vicki Lynn Sheppard of Appts. 1914 N. North Avenue, McHenry, to fill the vacancy on the Plan Commission created by the resignation of Donald Wedekind with her term to expire April 30, 1990. Motion by McClatchey, seconded by Serritella, to confirm the Mayor's appointment of Vicki Lynn Sheppard to the Plan Commission as presented. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Street Motion by Serritella, seconded by Patterson, to authorize and Maint. approve the expenditure of $4,500 for purchase of asphalt road materials. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Smith, seconded by Patterson, to approve the Water Line Superintendent of Public Works recommendation and grant approval for the Repairs & development and installation of a watermain extension which would extend Extensions in a northerly direction from the present water tower on Sioux Lane across City property in order to serve the West Side Crest apartments. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Public Superintendent Batt reported that bids had been sent out for Works construction of a salt storage building and access roadway. Only one bid Purchases was received and it was one-third higher than the estimate. Baxter & Woodman, therefore, recommended rejection of the bid and to re -advertise shortly after the first of the year. They also suggested that there would be an advantage to separating the bid into two contracts, one for the building and one for the access road. Motion by Patterson, seconded by Smith, to reject the bid of J. S. Riemer Inc. of Dundee and authorize re -advertising shortly after the first of the year for salt storage building bids and access road bids as recommended by Baxter & Woodman.
