MONDAY, SEPTEMBER 29, 1980 8 P.M.
The Regular Meeting of the McHenry City Council was called to order
by Mayor Stanek on Monday, September 29, 1980 at 8 p.m. At roll call the
following aldermen were present: Harker, Datz, Adams, Schooley, Meurer, Nolan,
Pepping. Absent: Wieser.
Motion by Nolan, seconded by Datz, to approve the minutes of the
September 15, 1980 Regular Meeting and the September 17, 1980 Special Meeting
as read.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Dr. James Mowery of the Northern Illinois Medical Associates of
1110 N. Green Street, addressed the Council concerning their use of permit
parking spaces in the Green Street Parking lot owned by the City. He was
informed to obtain applications for Permit Parking from the city clerk's
office and the City Council will make the final determination as to the
number and allocation of reserved parking areas.
Motion by Harker, seconded by Schooley, to pass a resolution au-
thorizing approval of the Public Operated Treatment Works program as drawn
up by Baxter & Woodman and to submit the program to the EPA for pretesting
of sewage for heavy metals contamination.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Motion by Harker, seconded by Datz, to authorize and approve payment
of $25,000.00 for a Case Loader Backhoe and payment of $900.00 for a New Holland
sickle bar mower to George P. Freund, Inc. of McHenry.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.

Motion by all the aldermen, seconded by all the aldermen to
officially declare that the northeast hard ball field in Petersen Park be
named Fred Meyer Field in honor of Fred Meyer's 20 years of dedicated service
to the city as Supt. of Public Works upon his retirement from that position
effective October 1, 1980.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Motion by all the aldermen, seconded by all the aldermen to pass a
resolution expressing gratitude to Fred J. Meyer for his 20 years of dedicated
service to the City of McHenry as Supt. of Public Works.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Supt. Meyer told the Council he had enjoyed his job all the way
through. He said he'd been a public servant for 20 years and hopefully had
made the city the great city it is today. He was given a standing ovation by
the Council and those in attendance at the meeting.
Mayor Stanek declared a recess at 9:02 P.M. The meeting reconvened
at 9:21 P.M. with everyone still in attendance.
Motion by Harker, seconded by Nolan, to grant a Taxi Cab franchise
to Donald Johnson and Roy Blake for operation of the McHenry City Cab Co.
upon payment of all fees and inspection of the cab.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.

Motion by Pepping, seconded by Nolan, to pass an Ordinance pro-
hibiting parking on Allen Avenue on both sides of the street on School Days
between 8 A.M. and 4 P.M. and that the ordinance be published in pamphlet form.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Mayor Stanek read letters of resignation from George Cole and Gerald
Bunting from the Plan Commission. He expressed appreciation to the men for
serving on the Commission and reluctantly accepted the resignations.
Mayor Stanek signed a proclamation designating October 5-11 as
National Employ the Handicapped Week which is sponsored by Goodwill Industries.
Meurer, Chairman of the Purchasing Committee, reported that price
quotes on four (4) two-way radios for the Public Works Department had been
submitted. They are as follows: Radicom of McHenry $2,580.00; American
Sound & Electronics of McHenry $2,600.00; Tones, Inc. of McHenry $2,516.00;
Motorola Communications of Schaumburg $1,560.00.
Motion by Meurer, seconded by Schooley, to accept the low quotation
of Motorola Communications & Electronics of Schaumburg for 4 mobile two-way
radios for the Public Works Department at a total cost of $1,560.00.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Nolan, Pepping.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Attorney Narusis reported to the Council that the Gypsy Moth lawsuit
filed against the federal and state Agriculture Departments and the City of
McHenry City Council had been dismissed in Federal Court by Judge Will which
terminates the matter for 1980.
