The special meeting of the McHenry City Council was called to order by Mayor Stanek on Tuesday, September 22, 1981 at 7:30 P.M. for the purpose of discussing reorganization of city'departments and to discuss any and all business which might properly come before the Council. At roll call, the Special Mtg. Attendance, following aldermen were present: Pepping, Nolan, Da.tz, Wieser, Smith, Serritella, Meurer. Absent: Harker. Also in attendance were: Attorney Narusis, Clerk Reorgani-� zation', Gilpin, Park Director Merkel, Chief Sewer Operator Gene Hester, Secretary Pattie Schabow, Plan Commission Member Lynne Donarsk.i, and two reporters. The meeting was turned Over to Alderman Pepping who acted as mod- erator for the discussion. Existing structures of the City Clerk and Public Works Departments were reviewed and consideration was given as to restructuring needs. After lengthy discussion,,the following points were tentatively agreed upon by the Council: 1. The City Clerk's Department should only be involved in building and zoning matters to the extent that it handles the clerical aspects such as the processing of paperwork associated with building and zoning. The technical interpretive responsibilities associated with building and zoning should be spun off from the Clerk's Department. 2. Since no full-time clerical support is needed for the Public Works Depart- ment or the Park Department, the City Clerk's office should continue to provide the clerical pool for all other departments except the Police. Full-time clerical support will probably be required for building and zoning. 3. The City Clerk's office should continue to provide the clerical -recording support for the Zoning Board and Planning Commission but not during working hours. Perhaps these responsibilities could be provided by the City Clerk herself or the clerical support that would be provided for the building -zoning organization. 4. Perhaps Public Works or Dick Weber's job classification could be moved out of the existing building and located at the city garage at some future point in time. Tuesday, September 22, 1981 Page 2 5. Work not relating to maintenance of streets, vehicles and public property should be spun off from the existing Public ',Works Department to another department head. Building and zoning enforcement should be a separate department. As to whether the Sewer and Water Departments sihould be spun off is still open and under consideration. 6. Maintenance of the outside water/sewer network of pipes along and in the streets should be handled by the Public Works Department. Maintenance of the sewer lift stations should be associated wih the Sewer Plant. The number of employees required to handle these functionsi is still open for consideration. 7. A formal structure of working supervisors should be established who would report to the superintendent. The duties and responsibilities of those work- ing supervisors was left open at this time. 8. The city should not assume the responsibility for some work that we currently contract out, such as engineering. The city does not need a professional engineer but needs someone with an engineering -type background for building and zoning. 9. At this point in time., the superintendent and/or building officer do not need full time clerical support. It was the consensus of opinion that this meeting should be continued to another date for further review and consideration of the restructuring project. Motion by Smith„ seconded by Wieser, to set a Special Meeting on Special Thursday, October 15, 1981. at 7:30 P.M. to ontinue deliberations on restructuring of Mtg. city departments. Voting Aye: Pepping, Nolan, Datz,'� Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. In other business, Datz reported'ithat he had not been able to contact Mrs. Ruth Hedberg who requested permission to hold a block party on Dartmoor Drive September 26th. g Tuesday, September 22, 1981 Page 3 Wieser reported that the drainage and right-of-way problems in front of the Millstream Coin Wash',at 1304 N. Front Street were being referred to the Street and Sidewalk Committee for further action. Motion by Wieser, seconded by Smith, to adjourn.
