The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, September 21, 1987 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Smith, Serritella, Teta. Nolan and Patterson arrived at 7:56 P.M. City staff in attendance were Attorney Narusis, Clerk Gilpin, Chief Joyce. Absent: Supt. Batt and Park Director Merkel. Discussion was held on starting times of City Council Meetings. Several years previously it has been the policy to start the meetings at 7:30 P.M. from November 1 to May 1 and to start at 8:00 P.M. from May 1 to November 1. Several Aldermen felt it would be better to start the meetings at 8:00 P.M. year round which would allow for committee meetings to be held prior to the Council Meetings. Motion by Smith, seconded by Serritella, to set the starting time for regular City Council Meetings at 8:00 P.M. year round. Voting Aye: Bolger, Lieder, McClatchey, Smith, Serritella, Teta. Voting Nay: None. Absent: Nolan, Patterson. Motion carried. Motion by Smith, seconded by Serritella, to go into executive session at 7:40 P.M. to discuss personnel and property acquisition. Voting Aye: Bolger, Lieder, McClatchey, Smith, Serritella, Teta. Voting Nay: None. Absent: Nolan, Patterson. Motion carried. Mayor Busse called for a recess of the executive session at 9:07 P.M. Executive session reconvened at 9:20 P.M. with everyone still in attendance. Motion by Serritella, seconded by Patterson, to go back into open session at 10:47 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Serritella, to authorize the Mayor to explore and negotiate possible land sites on behalf of the City and to report back with his findings; to prepare a financial analysis to derive the impact of constructing a new city hall building; and to continue holding Special Council Meetings as needed on this critical issue. Voting Aye: Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: Bolger. Absent: None. Motion carried. Motion by Serritella, seconded by Patterson, to authorize the Mayor to contact McHenry State Bank and inform them that the City is not interested in the Gladstone building at this time. Voting Aye: Serritella, Patterson, Lieder, Teta, Nolan. Voting Nay: Smith, McClatchey, Bolger. Absent: None. Motion carried. Motion by McClatchey, seconded by Lieder, to grant the request of Jim Keevil that he be removed as Supervisor of the Communications section and be classified as a Communications Dispatcher with his designation on the salary matrix as a grade 6, step 5 effective October 2, 1987. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried.
