The Regular Meeting of the City Council was called to order by Mayor Stanek on Monday, September 21, 1981 at 8 P.M. At roll call the following Council Mtg. aldermen were present: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Attendance Absent: Harker. Also in attendance were Supt. Weber, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Attorney Narusis arrived at 8:50 P.M. Motion by Nolan, seconded by Datz, to accept the minutes of the Sep- tember 9, 1981 Regular Meeting as read. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Kit Carstens, Chairman of the Chamber of Commerce Downtown Redevelop- ment Committee and Al Moltrum, representative of the Illinois Department of Economic Commerce and Community Affairs, presented a proposal for the establishment of an Develop- ment Economic Development Commission that would span the City Council and Chamber of Commis- sion Commerce and would be dedicated to the economic retention and guided development of the McHenry area. A written proposal was presented to the Council which out- lined the scope and goals and listed the names of fourteen appointees from various fields who had agreed to serve on the Commission: Tom Bolger, banker; Dave Gelwicks, realtor; Kit Carstens, contractor & Plan Commission member; Don Doherty, retailer; John Smith, engineer & Zoning Board member; Donald R. (Butch) Meyer, Jr., developer; Bryce Klontz, industrialist; Jack Pepping, alder- man; Dan Curran, attorney; Ken Bast, hospital representative; Fran Olsen, chamber resources; Dennis Wonderlick, architect; Barbara Gilpin, city resources; Maxine Moy, downtown redevelopment. Motion by Wieser, seconded by Nolan, to pass a resolution creating the Resolu- McHenry Area Economic Development Commission and approving the fourteen design- tion EDC ated appointees as outlined. Tony Varese and Mark Justen addressed the Council concerning the annual Guests fund raising project of the McHenry Area Rescue Squad to be held on September 23,1981 Monday, September 21, 1981 Page 2 at Chapel Hill Country Club. The full day of golfing, dinner and dancing will benefit both the McHenry and Johnsburg rescue squads. Everyone was invited to attend. Motion by Smith, seconded by Meurer, to authorize the Superintendent Authori- zations to contract with Professional Services Group for televising the sewer lines Sewer at a cost of $0.359 cents per foot, with the televising to be done in the Sewer area of the Millstream Drive Pumping Station as well as any other sewer lines designated by the Superintendent and Utilities Committee. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Motion by Wieser, seconded by Pepping, that the sewer lines in the Millstream Drive area not be smoke tested as suggested by Baxter & Woodman but rather, have city employees make on -site inspections of homes and business places in the problem area. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Motion by Nolan, :seconded by Meurer, to grant the request of the Lions Tag Club for a tag day in the city on Saturday, October 10, 1981. Day Voting Aye: Nolan, Datz, Serritella, Meurer, Stanek. Voting Nay: Pepping, Wieser, Smith. Absent: Harker. Motion carried. Monday, September 21, 1981 Page 5 Curt Bremer of the Lions Club announced that a Blood Bank was being held at the Zion Lutheran Church on September 28, 1981 from 3:30 to 7:30 P.M. He urged everyone to participate. Motion by Smith, seconded by Wieser, to grant the request of the McHenry Hornets Junior Football League for a tag day on October 3, 1981 and DV the Xi Kappa Iota Chapter of Beta Sigma Phi for a tag day on October 10, 1981. Voting Aye: Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: Pepping, Nolan. Absent: Harker. Motion carried. Mayor Stanek called for a recess at 9:40 P.M. The meeting reconvened at 9:47 P.M. with everyone still in attendance. Motion by Serritella, seconded by Meurer, to authorize the payment of Band $2,000.00 to the Elgin Musicians' Performance Trust Fund for summer band Expense concerts in Pearl Street Park. Voting Aye: Datz, Wieser, Smith, Serritella., Meurer, Pepping, Nolan. Voting Nay: None. Absent: Harker. Motion carried. Motion by Smith to authorize the closing of Dartmoor Drive for a block party as requested by Ruth Hedberg of Fox Ridge contingent upon Datz's Block Parties investigation into the matter so as to be assured it would not create a traffic problem. Motion failed for lack of a second. Datz was instructed to contact Mrs. Hedberg and report back at the Special Meeting scheduled for Tuesday, September 22, 1981. Motion by Wieser, seconded by Smith, to authorize the Superintendent Ordi- nance to post "No Parking" signs on the east side of Hanley Street between Main and parking Elm Streets. Motion by Wieser, seconded by Datz, to authorize the attendance of Authori- zation Chief Pasenelli and Sgt. Patrick Joyce at a police conference in Springfield, P.D. Ill. from October 23 thru 25 . Motion by Pepping, seconded by Nolan, to set the Halloween Trick & Authori- zation Treat hours from 3:30 to 6:30 P.M. on Saturday, October 31, 1981. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Motion by Pepping, seconded by Nolan, to authorize the city attorney Authori- zation to draft an amendment to the Subdivision Control Ordinance requiring the installation of self-sealing type manhole covers with a concealed pickhole and requiring that all covers be imprinted with the word "WATER'; "SANITARY" or "STORM". Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Police Motion by Meurer, seconded by Nolan, to authorize the purchase of 2 Dept. Purchases trap throwers for the Police department at a cost of $54.00 each. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Wieser, who is serving as the city's representative on the McHenry Shores McH. phase One Sewer Facilities Planning Area Committee reported on their September Shores FPA 17, 1981 meeting. The next meeting is scheduled for Thursday, November15, 1981 at 7:30 P.M. at the McHenry Shores Village Hall Annex. Motion by Wieser, seconded by Smith, to improve the off-street area in Street front of Millstream Coin Wash at 1304 N. Front Street by using the Layton Box Mainte- nance to install a 2 inch blacktop mat with the cost not to exceed $1,000.00, with one-half of the costs to be paid by Mr. and Mrs. Robert Shulda, owners of the Coin Wash. Following discussion, Wieser withdrew his motion and Smith withdrew his second.
