HomeMy WebLinkAboutMinutes - 09/20/1989 - City CouncilREGULAR MEETING WEDNESDAY, SEPTEMBER 20, 1989 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, September 20, 1989 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Building and Zoning Administrator Halik and City Treasurer Tom Alverson. During the 10 minutes public input Anton Rebel of 4009 W. Maple Avenue said the general public was very interested in the activities of the City Council and watched the televised meetings regularly. He requested that there be more public notice of City Council meetings and that the agendas be detailed on the meeting notices. He also asked that it be noted on the meetings whether they are executive session or open to the public. Jackie Martarano of 3907 W. Orleans and Jeff Wheelock of 3805 W. Orleans submitted a petition to the Mayor asking that something be done to alleviate the traffic on Orleans Street in Mill Creek Subdivision. They suggested that Orleans Drive be closed at Industrial Drive so that the through traffic would not be as heavy through their residential subdivision. Speeding traffic and the failure to observe stop signs were also a concern. Motion by Bolger, seconded by Donahue, to pass an ordinance annexing Lot 45 at 714 Country Club Drive in Owen and Allen First Addition to McHenry as requested by Larry and Joan Freund. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to pass an Ordinance granting the variation request of Larry and Joan Freund for corner side yard and front yard setbacks as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to approve the final plat and final engineering for Phase I of The Oaks of McHenry subdivision for 53 single family lots with the understanding that no final plat will be recorded until the City Attorney is satisfied with the easements and title commitment documents. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. It was also noted that the Council had previously waived the requirements for placement of the sanitary sewers and storm sewer lines. On this project the storm sewer lines are in the middle of the road and the sanitary sewer lines run along the right-of-way. The Council also approved the request of The Oaks of McHenry that separate Letters of Credit could be submitted for various sanitary and storm sewer line installations as well as one Letter of Credit to cover all regular subdivision improvements. Mayor Busse expressed concern about an estimate of cost for improvement of Riverside Drive which abuts the eastern side of The Oaks of McHenry subdivision and the west side of Riverside Drive. Coppel replied that when they come for final plat approval of the phase that abuts Riverside Drive they would submit a Letter of Credit to cover the improvement of the western half of Riverside Drive which is in their annexation boundary. Motion by McClatchey, seconded by Teta, to pass an ordinance amending the checklist for minor zoning variation requests as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, September 20, 1989 Page 2 Motion by Teta, seconded by Lieder, to pass an ordinance amending the Municipal Code by adding an inspection fee schedule for elevator, manlift and dumb waiter inspections as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Teta, to pass an ordinance amending the Municipal Code concerning construction of new driveways as amended by deleting the words "or reconstruction" on Page 1 and Page 3 of the proposed ordinance. Motion by Serritella, seconded by Bolger, to table the motion. Voting Aye: Serritella, Patterson, Smith, Bolger. Voting Nay: McClatchey, Teta, Lieder, Donahue. Absent: None. There being a tie vote, Mayor Busse cast a nay vote and declared the motion did not carry. Voting on the original motion: Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Patterson, Serritella. Voting Nay: Smith. Absent: None. Motion carried. Motion by Serritella, seconded by Patterson, to instruct Park Director Merkel to obtain bids from fence contractors and install approximately 1,400 feet of fence this fall along the north side of Petersen Park as outlined in the survey presented at this meeting. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Teta, to approve the August Clerk's Report as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Serritella, to approve the July Water & Sewer Fund Treasurer's Report and the August Treasurer's Report for Water & Sewer and General Funds. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse proclaimed the week of September 17 - 23, 1989 as Constitution Week in the City of McHenry and urged all citizens to pay special attention during this week to our Federal Constitution and the advantage of American citizenship. Motion by Serritella, seconded by Smith, to approve the request of Father Robert Sherry of the newly formed the Catholic Church of Holy Apostles and allow a temporary use of the facility at 4041 Albany Street in Tonyan Industrial Park as a church facility for ordinary and usual church uses. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Bolger, to authorize and approve the installation of a street light at 4503 W. Prairie Avenue. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse requested that the City Council give consideration to hiring a full-time Chief Administrative Officer to assist him in administrating the functions of City government. The following Committee Meeting dates were set: Building & Zoning Committee - October 11, 1989 at 7 P.M. with agenda to be prepared by Building and Zoning Administrator Halik; Finance Committee - October 4, 1989 at 7 P.M. to discuss employees 1989-90 requests and a tax abatement request; Personnel Committee - October 10, 1989 7:30 P.M. to discuss City Administrator position and request for a new dispatcher; Public Property Committee - October 2, 1989 7:30 P.M. to discuss new city hall construction. Wednesday, September 20, 1989 Page 6 Motion by Patterson, seconded by Smith, to approve the request of the McHenry Savings Bank for a Special Use Permit at Petersen Park for a pig roast on September 23, 1989. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Discussion was held with residents of Orleans Drive as to possible solutions to their traffic problems. After discussion, the Police Department was urged to conduct a closer surveillance of that area and report back with any suggestions they might have at a later meeting.
