The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, September 17, 1986 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Council McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Meeting staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Attendance Director Merkel, Chief Joyce. Motion by Nolan, seconded by Serritella, to accept the minutes of the September 10, 1986 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. John J. Brittain, Chairman of the Board of Elgin Federal Financial Center, submitted a letter to the City Council regarding a letter of credit dated April 26, 1984 and extended to October 1, 1986 concerning McHenry Lakes Estates Unit I Phase III. He requested that the Letter of Credit and the completion date for sidewalks and street lights in Phase III be extended to September 1, 1987. There were eight lots in Phase III which were vacant and unimproved. Brittain felt that because of the layout of the development, the lack of sidewalks on six lots in the narrow strip would not present any particular problem in as much as there were no other homes in that area which would necessitate sidewalks for foot traffic. Motion by Teta, seconded by Nolan, to extend the Letter of Letters of Credit for McHenry Lakes Estates Unit I Phase III from October 1, 1986 to Credit September 1, 1987 for the six lots in Phase III but on the condition that sidewalks be installed immediately on Lots 143 and 154. McHenry Voting Aye: Bolger, Lieder, McClatchey, Nolan, Lakes Smith, Snell, Serritella, Teta. Estates Voting Nay: None. Absent: None. Motion carried. Rob Gaither addressed the Council concerning permission to install in excess of four coin operated game machines in his building at City LicensE 4611 W. Elm Street. Motion by Nolan, seconded by Serritella, to instruct Mr. Gaither to come back with his proposal in writing so that the Council can take action at the next meeting. Voting Aye: Serritella, Smith, McClatchey, Nolan. Voting Nay: Snell, Lieder, Teta, Bolger. Absent: None. There being a tie vote, Mayor Busse cast an aye vote and declared the motion carried. Motion by Snell, seconded by Teta, to permit Gerald Paulson, Executive Director of the McHenry County Defenders to address the Council concerning a grant for recycling. Voting Aye: Voting Absent: Motion carried. Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Navy: None. None. Mr. Paulson reported that the Illinois Department of Energy and Natural Resources was soliciting proposals for a second round of recycling grants to be awarded by October 21, 1986 for expansion of recycling in five areas: 1) Curb side collection 2) Residential drop off/buy back 3) Yard waste composting 4) High grade paper 5) Market development. The McHenry County Defenders intend to apply for a grant to fund a full-time staff position to initiate or expand recycling programs in four of the five eligible categories. This includes establishing a new drop off/buy back program in the City of McHenry, initiating a high grade paper recycling program in governmental buildings in Woodstock and McHenry and investigating markets for composted yard and landscape waste such as leaves. Wednesday, September 17, 1986 page 2 To assist the McHenry County Defenders in securing a recycling grant, they requested that the City Council renew its commitment of January 29, 1986 to cooperate with the Defenders in establishing such programs in the City. Specifically, the Defenders request the assistance of the City with implementation of the proposed recycling projects by: 1) Allocation of a small percentage of time for staff persons in the City Clerk's Office and Public Works Department to implement a high grade paper collection program in City Offices 2) Promotion of the new recycling programs through quarterly municipal newsletters, in water sewer billings and by other methods 3) Provide a site for a self-service drop off center and rental for a walk-in drop off bin 4) Provide a small percentage of staff time to check the drop off center on a daily basis and correct or report any problems that may develop. Recycling Motion by McClatchey, seconded by Nolan, to support the McHenry Project County Defender's proposal for a recycling grant and participate with the points McHenry County as outlined above. Motion by Lieder, seconded by Snell, to concur with the Scavenger recommendation of the Finance Committee and pass an ordinance to increase Licenses the McHenry Woodstock Disposal rate from $7.95 per month to $8.80 per Ordinances month for residential service effective October 1, 1986. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Park Motion by Serritella, seconded by Nolan, to concur with the Improvements recommendation of the Park Committee and instruct the Superintendent of Public Works to work with the Park Director for construction and installation of an ice skating rink at the Fox Ridge Park as outlined by the Park Committee. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, September 17, 1986 page 5 Mayor Busse called for a recess at 9:16 P.M. The meeting reconvened at 9:29 P.M. with everyone still in attendance. Mayor Busse proclaimed the week of September 17, 1986 through September 23 as Constitution Week in the City of McHenry and urged all Proclama- of our citizens to study the Constitution, and to express gratitude for tions the privilege of American Citizenship in our Republic functioning under that superb body of laws - the Constitution of the United States of America. City Clerk Gilpin reported that the City auction on September 13, 1986 was very successful and resulted in receipts of $13,384.64. Motion by Serritella, seconded by Teta, to deny the request of Gerstad Builders for permission to install a modified "roll over" curb in McHenry Lakes Estates at a 4" height instead of the standard 6" height as called for in the Subdivision Control Ordinance. Voting Aye: Nolan, Teta, McClatchey, Serritella. Voting Nay: Bolger, Lieder, Smith, Snell. Absent: None. There being a tie vote, Mayor Busse cast an aye vote and declared the motion carried. Motion by Teta, seconded by Nolan, to instruct the Superintendent of Public Works to obtain information as to the cost of converting the gas lights on Shepherd Hill Drive to electric and to contact Commonwealth Edison for the cost of possible installation of street lights on Shepherd Hill Drive. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Bolger, to authorize and approve payment of $980 to Thomas McCarthy for mowing of weeds on City lots as previously approved. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Nolan, to authorize and approve reimbursement of tuition for Susan Christensen for a Business Law Course at a cost of $87 with payment to be made upon completion of the course.. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Teta, to concur with the recommendation of the Landmark Commission and insert an additional provision on Page 9 of the proposed City of McHenry Zoning Ordinance under Part 1, Section B, No. 11 as follows: "To insure and facilitate the preservation of sites, areas and structures of historical, architectural and aesthetic importance". Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Park Director Merkel reported that two price quotes had been received for installation of sidewalks and curbing around the playground area in Veteran's Memorial Park as follows: George Hiller Construction Company $1,741; Decker Construction Company $1,787. Motion by Serritella, seconded by Smith, to award the bid for the installation of concrete borders around the play area and the sidewalks to the low bidder George Hiller Construction Company at a cost of $1,741. Voting Aye: Bolger, Lieder McClatchey, Nolan, Smith, Snell, �erritella, Teta. Voting Nay: None. Absent: None. Motion carried. Sale of City Property Subd. Control Ord. Street Lights Authoriza- tions Employees Landmark Commission Zoning Ord. Revision Park Improvement Wednesday, :)'eptember 17, 1986 page 6 Motion by Serritella, seconded by Nolan, to concur with the Parks- recommendation of the Park Committee and advertise for temporary Authorizationspart-time help for Park Department maintenance. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Authorizations Motion by Smith, seconded by Snell, to authorize the Mayor to inform Charles Hollenbach of 4304 W. South Street that no additional reimbursement would be paid to him for work done on curb and street work done 15 years ago since the City has previously met all of its obligations due on that project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
