WEDNESDAY, SEPTEMBER 17, 1980 7:30 P.M.
Mayor Stanek called to order the continued Public Hearing on the Valley -
Brook Annexation Agreement and the Special Meeting to conduct any and all
business which might come before the Council. At roll call the following
aldermen were present: Pepping, Harker, Datz, Wieser, Adams, Schooley,
Meurer. Absent: Nolan.
Also in attendance were City Attorney Narusis, City Clerk Gilpin, and
Park Director Merkel.
Mayor Stanek announced that the developers of Valleybrook Subdivision
were not prepared to present their draft of the proposed annexation agreement
and had asked that another date be set at a later time. Neither the deve-
lopers nor their attorney was present at this hearing. Mayor Stanek asked if
there was anyone in the audience who was an objector to the Valleyybrook An-
nexation proposal and there was no reply. He announced that the record show
there were no objectors present at this Public Hearing.
Motion by Schooley, seconded by Pepping, to recess this public hearing
generally so that when the petitioners submit another date for continuation
of the hearing it can be set by the Council at a regular meeting.
Voting Aye: Pepping, Datz, Harker, Adams, Wieser, Schooley, Meurer.
Voting Nay: None.
Absent: Nolan
Motion carried.
Alderman Harker, Chairman of the Utilities Committee, gave a report on
the Plan of Study prepared by Baxter and Woodman on the Public Operated Treat-
ment Works (POTW). The deadline for submitting the POTW Program to the EPA is
October 1, 1980. It was the consensus of opinion that the program be studied
by the aldermen and be brought before the Council for action at the next re-
gular Meeting on September 29, 1980.
Dick Weber and Bud Wilde, Public Works employees, were present to discuss
machinery and equipment needs at the City garage.
Motion be Pepping, seconded by Harker, to purchase two new snow plows
from the Brake & Equipment Co. of Milwaukee at the following prices: a 7 foot
six inch Western plow for $1,040 and a 10 foot Western plow for $1,765.00.
Voting Aye: Pepping, Datz, Harker, Wieser, Adams, Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.

Motion by Harker, seconded by Pepping, to purchase a Case 580C Loader
Backhoe and a New Holland 451 Mower from George P. Freund, Inc. at a cost
of $25,900.00 with payment to be made from the following funds: $5,000.00
from Water/Sewer; $5,000.00 from Park Developer Donations and $15,900.00
from the General Fund for Municipal Equity Capital Outlay.
Voting Aye: Pepping, Datz, Harker, Adams, Wieser, Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Wieser, seconded by Schooley, to authorize that the increased
Garbage disposal rates become effective October 1, 1980.
Voting Aye: Pepping, Datz, Harker, Adams, Wieser, Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Adams, seconded by Pepping, to authorize and approve payment
of the Elgin Federation of Musicians Union Local 48 of $2,000.00 as the
City's payment toward the 1980 summer band concert series.
Voting Aye: Pepping, Datz, Harker, Adams, Wieser, Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Adams, seconded by Wieser, to adjourn.
