Green Street. At roll call the following Aldermen were present: Bolger, Lieder, Donahue, Smith, Patterson, Locke, Serritella, Adams. Absent: None. City Staff in attendance were: City Administrator Peterson, Asst. to City Clerk Marth, City Attorney Narusis, Director of Building & Zoning Halik, and Director of Parks & Recreation Merkel. Absent: City Clerk Gilpin, Director of Public Works Batt and Chief Joyce. PUBLIC INPUT: Anton Rebel read his letter of August 28, 1991 to the newspapers regarding new subdivisions, installation of sidewalks, schools, septic system pollution, roads and what he believed to be past Council errors. Jerry Benes, speaking for the Library District, thanked the Council for having the °International Library" signs put up on Route 120 and Route 31. He said they had increased the visibility of the library within the community and pointed it out to those just moving into the community. The District will be sending out a survey to the District's residents soon hoping to increase the Library's visibility even more. DEFERRED COMPENSATION SYSTEM - 457K PLAN The Council previously authorized e Introduction of a voluntary employee -paid Section 457 (Federal Tax Code) deferred compensation plan. Under this type of plan, employees may contribute pre-tax dollars to supplement their retirement. Two leading national plans which exclusively serve govermental clients were invited to make a presentation of their plan to City employees. The employees overwhelmingly chose by ballot the ICMA (International City Management Association) Retirement Corporation, with headquarters in Washington, D.C., as plan administrators. Motion by Bolger, seconded by Donahue, to approve the selection of ICMA Retirement Corporation as sole administrator for implementation of the Section 457 deferred compensatoon plan and pass a Resolution adopting Appendix A (Deferred Compensation Plan) and Appendix B (Declaration of Trust). Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. MAYOR - STATEMENT AND REPORTS Mayor Busse stated that he noted the owner of the building that formerly housed City Wide Carpets had blacktopped the building's front area and back parking lot without the assistance of the City, therefore, there was no need to negotiate an agreement for a permanent parking easement. (Council Meeting of 7-31-91). The Mayor presented a request for a liquor license he recently received on a Ms. Stanislawa Szwab who is purchasing West End Pub. He had met with the applicant earlier in the daffy and was asked if the application could be presented this evening since they were closing on the sale on the 30th and the Council wouldn't meet again till October 2nd. The Mayor said it would be a family -run business consisting of Ms. Szwab, her husband and two sons. Wednesday, September 18, 1991 Page 5 Motion by Donahue, seconded by Serritella, to approve cancellation of a Class "A" Liquor License held by GWJ, Inc., d/b/a West End Pub, located at 4820 Elm Street and the reissuance of a Class "A" Liquor License to the new owner of West End Pub, Ms. Stanislawa Szwab of Elgin, IL., subject to the results of the background, financial and fingerprint check. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse said he had reviewed the informational memoranda included in the agenda packets on the results of the leaf pickup and drop-off programs for 1990 and asked for discussion on a program for 1991. The Aldermen discussed the matter and believd that since there was a surplus of leaf bags left from last year, the leaf pickup program should continue for this year based on the same program as last year, with the City picking up the 850 cost per bag over the 500 per bag cost to the residents. The Aldermen also felt the drop-off program should continue too since there was no cost to the residents for this program. There is also the third option which is burning the leaves, provided the residents follow the burning regulations set out in the City's ordinance. Motion by Patterson, seconded by Locke, to extend the leaf pickup/dropoff program for the fifth year with the price of the pickup bags remaining at 500 each. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. COMMITTEE REPORTS: Lieder announced that the Finance Committee had met earlier in the evening and he would have a report ready for the next scheduled Council meeting. DEPARTMENT HEAD REPORTS: Peterson reported on the status of the atrium floor tile, stating at the tile would be cleaned and sealed on Saturday, September 21 and presented for final acceptance. Merkel reported that the fall programs had started this week and were doing very well. NEW BUSINESS: Smith stated that he believed there had been an overs g n no putting up "Children Playing" signs on Orleans Street which had been brought up and agreed to at a previous Council meeting. He asked that Public Works look into it along with "No Truck Route" signs that were also to be installed there. Bolger commended the Public Works Department for cleaning all the equipment up in front of the municipal garage and stated that possibly next year some flowers or greenery could be planted there. Locke stated, in response to a resident's comments to him, that perhaps a retired person could be used as a greeter at the front door of the new Municipal Center. The Mayor said that there is permanent signage coming that will help and Peterson said he is aware that there is a problem directing people and possibly a center kiosk could also be installed. He is working on the problem. Locke also requested that "Children at Play" signs be installed at Dartmoor and Windridge at the crest and bottom of the hill there. In response to the residents in the Second Ward who are concerned about the development of the Backhaus property, Locke brought up the subject of the status of the 1979 Backhaus Annexation Agreement. Lengthy discussion followed. Wednesday, September 18, 1991 Page 6 Motion by Locke, seconded by Patterson, to notify the Backhauses that they are in breach of the 1979 Annexation Agreement and to hereby declare the Annexation null and void. More discussion followed. Patterson withdrew his second and the Mayor asked for a replacement second. No second was made. The Mayor declared the motion failed for lack of a second. There being no further business before the Council, the Mayor asked for a motion to adjourn. Motion by Smith, seconded by Adams, to adjourn.
