SEPTEMBER 10, 1990
A Special Meeting of the McHenry City Council was called to
order by Mayor Busse on Monday, September 10, 1990 at the Dobyn's House
Restaurant in McHenry at 6:00 P.M. At roll call the following Aldermen
were present: Bolger, Donahue, Smith, McClatchey, Patterson,
Serritella. Teta arrived at 6:40 P.M. Lieder arrived at 7:15 P.M.
Absent: None. City staff in attendance were Clerk Gilpin and City
Administrator Peterson.
Mayor Busse announced that the purpose of the meeting was to
discuss the role of Peterson in McHenry's governmental organization
structure. Some of the points that came out of the meeting were to have
the Administrator develop an updated organizational chart and authorize
him to handle all of the daily operations of the City. He is to make
personnel policy interpretations, attend all Council and standing
Committee meetings, furnish information to the Aldermen for meeting
agendas, and assist the Council in developing short term, long term and
"dream" goals.
It was also suggested that the Aldermen bring all of their
concerns to the City Administrator who will work through the staff to get
the problems solved. Any item that the Aldermen want placed on the
agenda should be brought to the Administrator's attention and after
discussion it will be placed on the agenda at their request.
In order to streamline meetings the City Administrator was
instructed to implement a consent agenda for a trial period. If any
Commission or group wants to present a speaker at the meeting, Council
approval should be obtained and a 15 minute time limit set for any
presentations referred by Commissions.
At each meeting prior to the ten minute input session the Mayor
should verbally announce to the speakers that no action will be taken at
the meeting concerning their remarks.
The City Administrator will respond to all questions from the
Aldermen at the meeting. The staff will be asked not to participate
unless additional information is requested from them by the
Administrator. The Council expressed a desire to set a goal of 10:30
P.M. for adjournment of the meetings.
For Committee Meetings, all Aldermen are to receive the notices
and materials sent to Committee Members for each Committee Meeting. The
role of Committees is fact finding and making recommendations. Each
Committee Chairman should take minutes of the Committee Meetings but for
Special Meetings a tape machine can be used or a minute taker can be used.
The main concerns of the Aldermen were to review the Building
and Zoning Department's permit issuance procedures so that minor permits
such as sheds, decks, fences and sidings can be expedited for issuance
within three to five days, if not immediately. Code enforcement and a
better rapport with the general public were other concerns of the
Aldermen.
Other concerns were a leaf burning ordinance, updating the
Subdivision Control Ordinance and setting short and long term goals.
It was also a recommendation of the Aldermen that a meeting be
held with the City Administrator on a regular basis to improve
communications between the administrative and legislative branches of the
government.
Mayor Busse adjourned the meeting at 9:40 P.M.
