MONDAY, SEPTEMBER 10, 1984 8:00 P.M.
The Regular Meeting of the McHenry City Council was called
to order by Mayor Stanek on Monday, August 20, 1984 at 8 P.M. in
City Hall. At roll call the following Aldermen were present:
Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent:
Nolan. City staff in attendance were Supt. Halvensleben, Attorney
Narusis, City Clerk Gilpin Gilpin, Chief Pasenelli, Park Director
Merkel.
Mayor Stanek announced that an agenda item, the ZBA
Recommendation on Carl Johnson Zoning Petition, would be deferred
to the next meeting at the request of the petitioner's attorney,
Dan Curran.
Mayor Stanek presented a layout of the Knox Park area. He
reported he had talked to Howard and Marianne Knox, owners of one
acre parcel of land located at the southeast corner of Knox Park,
regarding possible acquisition. The Knoxes indicated they would be
willing to sell the property for $5,000.00 if the City would be
willing to install fences along the two sides which would be
exterior boundaries of the Park. Mayor Stanek asked that the
Council study the proposal and be prepared to discuss it at the next
meeting.
Mayor Stanek reported that he had also been in contact with
NIMED Board Members about the donation of a 60 foot right-of-way to
the City of McHenry to connect Riverside Drive and Waukegan Road
which had been in the comprehensive plans of the City for the past
twenty years. The matter was now under discussion at the NIMED
Board Meeting and they would report back with their decision at a
later date.
Mayor Stanek reported that Nunda Township Road Commissioner
Ed Hughes had informed him that he would install a three foot
blacktop strip along Green Street to Bull Valley Road for use of
pedestrian and bicycle travel.
Motion by Snell, seconded by Serritella, to authorize and
approve the purchase of a plastic liner at a cost of $209.00 from
Adams Bros. Steel of McHenry for the new pickup truck recently
purchased for Shop Foreman Orton.

Snell„ Serritella.

Absent: Nolan.
Motion Carried.
Motion by Snell, seconded by Bolger, to authorize and
approve the purchase of a snowplow for the Public Works Department
from Adams Bros. at a cost of $1,977.20 unless the Superintendent
can locate a better price from another company.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: Nolan.

approve the leveling for construction of a ball field on City Park &
Property in the Foxridge area to be financed from the Park Developer Dev. Donatio
Donation Fund.

Park Director Merkel presented price quotes on hydro -seeding
of Creekside Park as follows: McGinty Brothers of Long Grove 34�
per square yard, Otto Dam card & Sons of Des Plaines 27¢ per square,
and Hoffste ter Corp. of McHenry 30� per square yard.

Parks, Auth. Motion by Serritella, seconded by Bolger, to authorize and
approve the price quote of Hoffstetter Corporation of McHenry for
hydro -seeding Creekside Park in the amount of 30� per square yard.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell,
Serritella.

Absent: Nolan.
Motion carried.
Park Director Merkel also presented specifications for tree
purchase and plantings and for permanent installation of two steel
piers. These items are to be discussed a future meeting.

& expenditure of $3,620.00 for trenching the waterline extension into
<nox Park Knox Park with Ronald Justen Trenching of Ringwood.

Pub. Prop. Motion by Smith, seconded by Datz, to authorize and approve
Purchases & repair of the transmission on the Ford tractor for the sludge
Repairs trailer from Freund Brothers of Huntley at a cost of $1,200.00.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Pub. Ppty. Motion by McClatchey, seconded by Bolger, to authorize the
Purchases & Supt. of Public Works and the Chief of Police to contract with a
Pepairs reputable contractor to replace the steel door at the south end of
the Police Department and the steel door at the west side of the
Police Department and to also obtain prices for installation of a
canopy and lights for the south Night Entrance of the Police
Department.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Alderman Bolger presented six recommendations for changes
in the Green Street area.
Motion by Bolger, seconded by Snell, to authorize and
approve the following:
Pub. Ppty. #1 Repaint sign at alley beside "McHenry's Favorite
Purch. & Repairs Sport Center". Eliminate the word municipal on
sign as it no longer applies (it refers to
municipal parking which we no longer provide in
that area).
#2 Paint side stripes on City's 18' easement beside
Traffic Reg. St. Regis and extending southerly behind Carriage
It Bakehaus.
3# Erect "One Way - Enter Only" sign at entrance to
parking lot off Green Street beside St. Regis.
5# Restrict parking on Green Street adjacent to exits
near Savings & Loan Property to passenger cars
only, as vans and panel trucks seriously restrict
the vision of motorists exiting onto Green Street:.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: Nolan.

City Clerk Gilpin announced that a check for $5,000.00 had
been received from Hartford Insurance Company as reimbursement of
the attorney fees retainer for the Peter S. Tutera vs. the City of
McHenry lawsuit. The check was dated 8-29-84.
Motion by Snell, seconded by Datz, to go into executive
session at 9:03 p.m. to discuss pending litigation.
Voting Aye: Bolger, Busse, Datz, McClatchey, Smith,
Serritella, Snell.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Alderman Serritella left the executive session at 10:53 P.M.

session at 10:55 P.M.

Absent: Serritella, Nolan.
Motion carried.
Motion by Bolger, seconded by Datz, to authorize and
approve the 1984 insurance renewal proposal of Arthur J. Gallagher &
Company for city liability and comprehensive insurance in the amount
of $76,785.00 as presented.
Voting Aye: Bolger, Datz, McClatchey, Smith, Snell,
Stanek.
Voting Nay: Busse.
Absent: Serritella, Nolan.
Motion carried.
Motion by Smith, seconded by McClatchey, to adjourn.
