The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Wednesday, September 7, 1983 at 8 P.M. in city hall. At roll call the following aldermen were present: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Absent: Datz. City staff in attend- ance were Supt. Halvensleben, Attorney Narusis, Chief Pasenelli. Clerk Gilpin and Park Director Merkel arrived at 8:30 P.M. Motion by Serritella, seconded by Snell, to accept the minutes of the August 29, 1983 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Motion by McClatchey, seconded by Snell, to adopt the resolution condemning the Soviet Union for shooting down Korean Flight 007 on August 31, 1983. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan,,seconded by Busse, to ratify action taken pre- viously and authorize and approve the purchase of public works equipment from Covington District of Florida, Daytona Beach, Florida, in the amount of $2,870.00. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carriE!d. Motion by Smith, seconded by Snell, to authorize and approve the estab- lishmentof a class "D" liquor license for Veterans Service Organizations at a $100 fee wiith the license to be issued to Polish American Legion No. 188. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Motion by Serritella, seconded by in the Class "B" liquor licenses by one and Millstream Union 76 as requested. Voting Aye: Serritella, Snell. Voting Nay: Bolger, Nolan, Busse, Absent: Datz. Motion did not carry. Snell, to authorize an increase to grant a liquor license to McClatchey, Smith. Motion by Bolger, to pass the 1983-84 Tax Levy Ordinance as pro- posed except that the dollar amount on the street lighting be zero, the dollar amount of the police protection be $53,000.00 and the dollar amount on the band fund be $5,000.00. Motion failed for lack of a second. Motion by Busse, seconded by Nolan, to pass the 1983-84 Tax Levy Ordinance as proposed except that the street lighting amount be zero and the police protection dollar amount be $55,000.00. Voting Aye: Busse, Nolan. Voting Nay: Bolger, McClatchey, Smith, Snell, Serritella. Absent: Datz. Motion did not carry. Motion by Smith, seconded by Nolan, to pass the 1983-84 Levy Ordi- nance as proposed with the following exceptions: The police protection levy be increased to $53,005.00; the band levy be increased to $4,995.00; the street lighting levy be decreased to zero and to pass an ordinance establish- ing a special tax levy for 1983-84 for the police protection fund in the amount of $53,000.00. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Wednesday, September 7, 1983 1 Page 2 Public Works Motion by Busse, seconded by Nolan, to authorize and approve Purchases the purchase of three mobile radios for the Public Works department trucks with purchase to be made from Radicom, Inc. in the amount of $1,905.00 unless the Supt. of Public Works is able to obtain a better price proposal for the purchase. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Bids for the 1983 Summer Street Program were opened on Sept. 6, 1983 at 1:30 P.M. in city hall. The following bids for seal coating were submitted: Peter Baker & Sons, of Lake Bluff, Illinois $139, 920.48; Curran Contracting of Crystal Lake $112, 805.08; Geske & Sons of Crystal Lake'$107,215.17; Liberty Asphalt of Grayslake $89,916.02. Two bids were also submitted for slurry seal. Ritschel's Inc. of Peoria $22, 921.78 and A.C. Pavement Striping of Des Plaines $22,151.30. Street Maint. & Motion by Snell, seconded by Nolan, to authorize and accept Repair & Bid the low bid of Liberty Asphalt in the amount of $89,916.02 and the low bid Opening & of A.C. Pavement Striping in the amount of $22,151.30 for the 198.3 Summer Awarding to Street Maintenance Program. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, 'Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Sidewalks Motion by Smith, seconded by Nolan, to authorize and approve the 1983 Sidewalk Replacement Program as submitted by the Supt. of Public Works with the exception of 679 feet of sidewalk along Ringwood Road for a total Sidewalk Program of $4,713.10 with property owner's reimbursement of $1,954.60. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Mayor Stanek called for a recess at 9:42 P.M. The meeting reconvened at 9:57 P.M. with everyone still in attendance. Public Property Motion by Smith, seconded by Snell, to authorize and approve Purchases repair of the City's front end loader by Lakeland Construction Co. for an approximate cost of $2,500.00. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Employees Motion by Serritella, seconded by Bolger, to authorize and approve the employment of Aldonna Zelvis in cooperation with a CETA school work program with four hours of her weekly 19 hour employment time to be paid by the City at $3.35 per hour. Voting Aye: Bolger, Nolan, Busse, McClatchey, Nolan, Snell, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Police Dept.- Motion by McClatchey, seconded by hisc. & approve the attendance of Sgt. Patrick Joyce 4uthoriza- at a Police Seminar in Springfield on October Lions cost of $400. Voting Aye: Bolger, Nolan, Busse, Serritella. Voting Nay: None. Absent: Datz. Motion carried. Nolan, to authorize and and Chief George Pasenelli 21-23 at an approximate McClatchey, Nolan, Snell, Motion by Smith, seconded by McClatchey, to adjourn.
