WEDNESDAY, SEPTEMBER 3, 1980 8 P.M.
The Regular Meeting of the McHenry City Council was called to order by
Mayor Stanek on Wednesday, September 3, 1980 because the regular meeting date
fell on Labor Day, September 1, 1980. At roll call the following aldermen were
present: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping, Adams, Absent: None.
Also in attendance were Supt. of Public Works Meyer, City Attorney
Narusis, City Clerk Gilpin, Police Chief Pasenelli and Park Director Merkel.
Motion by Datz, seconded by Harker, to accept the minutes of the
Special Meeting August 7, 1980, of the Regular Meeting August 18, 1980 and of
the Special Meeting August 26, 1980, as read with one correction.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Adams.
Voting Nay: None.
Absent: None.
Motion carried.
Kathy Fuchs and Pat Vavrik of the Women's 16" Baseball League presented
a check for $200.00 to the city as a donation toward the city park fund. Mayor
Stanek expressed thanks on behalf of the city for their generosity.
Wayne Amore, a McHenry Township Fireman, addressed the Council regard-
ing use of a portion of the Green Street parking lot for a fire demonstration.
Motion by Harker, seconded by Nolan, to grant permission to the McHenry
Township Fire Protection District to use a portion of the northwest. section of
the Green Street parking lot for a demonstration on Saturday, October 4, 1980
to celebrate Fire Prevention Week.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping,
Adams.

Absent: None.
Motion carried.
Thomas YapelIi of Lester Witte & Company, auditors for the city,
presented a review of the 1979-80 Fiscal Year Audit as prepared by his firm.
He commented that the city was in excellent financial condition and that the
books and records of the city were in very good order. The audit report was
accepted as presented.

Motion by Pepping, seconded by Harker, to pass the 1980-81 Fiscal Year
Levy Ordinance as recommended by the Finance Committee in the amount of
$9,843,900.00.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan,
Pepping.
Voting Nay: None.
Absent: None.
Motion carried.
Jerry Glosson and Robert Pliner addressed the Council about the
possibility of using the alley between Grand and Maple Avenues so that garages
could be built to serve some homes on Grand and Maple. A question arose as to
whether the platted alley was ever officially dedicated to the city. The matter
was turned over to the Street and Sidewalk Committee for further study.
Mayor Stanek called for a recess at 9:08 P.M. The meeting was re-
convened at 9:25 P.M. with everyone still in attendance.
Motion by Schooley, seconded by Adams, to authorize and approve
payment of the following bills as presented.

Motion by Wieser, seconded by Meurer, to advertise for bids on re-
roofing the municipal building at 1111 N. Green and the well house at 105 N.
Green with a specification that the bids contain an unconditional guarantee
for a minimums of 5 years; with Supt. Meyer to contact a general contractor to
draw up the specifications.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping,
Harker.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Pepping, to pass an Ordinance which restores
the one percent sales tax on new farm machinery and repairs to farm machinery
which was removed by the state legislature September 1, 1980.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping,
Harker.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Pepping, to amend the Ordinance
regarding repair of commercial sidewalks to state that repair of all sidewalks
within the city be cost shared on a 50-50 basis subject to approval of the
city and subject to the availability of city funds.
Voting Aye: Datz, Harker, Nolan, Pepping.
Voting Nay: Meurer, Schooley, Adams, Wieser.
Absent: None.
There being a tie vote, the Mayor cast an Aye vote and declared the motion carried.

The Street and Sidewalk Committee was authorized to contact other cities
and determine what their policies were regarding sidewalk repair cost sharing.
Motion by Schooley, seconded by Harker, to authorize and approve
reconstruction of Main Street as outlined in the design presented by Supt.
Meyer.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping,
Harker.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Pepping, to widen and blacktop Main
Street from the railroad trackswestward to Crystal Lake Road at a cost of
$8,750.00, with work to be done by Curran Contracting Company of Cry&talLake;
with the stipulation that the money be paid from the Traffic Relief allocation
of Revenue Sharing Funds and that the money be reimbursed to Traffic Relief when
the next allocation of Revenue Sharing Funds is disbursed.
Voting Aye: Meurer, Schooley, Adams, Datz, Nolan, Pepping, Harker.
Voting Nay: Wieser.
Absent: None.
Motion carried.
Motion by Adams, seconded by Harker, to officially send a thank you
letter to Bob and Marya Weber for their contribution of time, energy and
talent toward design and construction of the 1980 City float for the Fiesta
Day parade.
Voting Aye: Meurer, Schooley, Adams, Datz, Nolan, Pepping, Harker,
Wieser.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Adams, to adjust the bid of Wm. H.
Tonyan & Sons for the swimming pool and bathhouse for Knox Park in the amount
of $259,500.00 instead of $263,350.00.
Voting Aye: Meurer, Schooley, Adams, Datz, Nolan, Pepping, Harker,
Wieser,
Voting Nay: None.
Absent: None.

Motion by Wieser, seconded by Harker, to approve the Mayor's appoint-
ment of Linda Hoven as a parking enforcement employee of the city with full time
employment including all fringe benefits to become effective September 12, 1980,
with no credit allowed for prior service on the salary schedule.
Voting Aye: Meurer, Schooley, Adams, Datz, Nolan, Pepping, Harker,
Wieser.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Meurer, seconded by Pepping, to authorize and approve purchase
of Model 555 mimeograph machine from the A.B. Dick Co. of Rockford at a cost
of $1303.90 with the cost to be shared on a basis of 80% from park funds and
20% from city clerk funds.
Voting Aye: Meurer, Schooley, Adams, Datz, Nolan, Pepping, Harker,
Wieser.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Meurer, seconded by Schooley, to approve the Mayor's appoint-
ment of two summer help employees on a school work program for the 1980-81
school term.

Motion carried.
Motion by Datz, seconded by Adams, to go into Executive Session at
11:09 P.M. for the purpose of discussing personnel.
