The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, September 2, 1987 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Bolger, seconded by Nolan, to accept the minutes of the August 19, 1987 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Julia Johnas of McHenry Library District addressed the Council concerning a commemorative book for the United States Constitution celebration which will contain signatures of City Officials and people who use the Library. The book will be kept in the Library archives. All of the Aldermen and City Staff in attendance signed the book. Robert Fry of 513 Brookwood Trail addressed the Council to request a fence variation to construct a 6 foot high cedar fence along his front yard at Bull Valley Road. Motion by Patterson, seconded by Lieder, to grant the fence variation request of Robert Fry as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Superintendent Batt presented a request to have the Northwest Municipal Conference include four city vehicles in their auction which would be held either in Schaumburg or Evanston because the City of McHenry does not have enough items on hand to conduct its own City auction. Council Mtg. Attendance Variations Motion by Bolger, seconded by Teta, to pass two ordinances Ordinances authorizing the sale by public auction of personal property owned by the City of McHenry - one for a date of either October 3, 1987 at Schaumburg Sale of City and the other ordinance for a date of Saturday October 31, 1987 atProperty Evanston and to authorize the Superintendent of Public Works to accept a bid lower than the minimum value stated in the ordinances if the circumstances at the time seemed to merit it. Voting Aye: Bolger, Lieder, McCTatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Nolan, to accept the recommendation of the Superintendent of Public Works and jointly purchase road salt from public the Northwest Municipal Conference through Domtar at $18.83 per tonWorks Public Wo Wo delivered. es Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by McClatchey, to accept the public Works Superintendent of Public Work's recommendation and submit a sponsorshipPurchases fee of $50 to the Northwest Municipal Conference for their services. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. The Lions Club addressed the Council to request installation of their information sign at the southwest corner of Front and Elm Street. It was determined that the sign could be installed without disturbing surrounding utility lines but Superintendent Batt was instructed to contact the Illinois Department of Transportation to get their permission since it is in State right-of-way. September 2, 1987 Page 2 Signs- Motion by Bolger, seconded by Teta, to agree in principle to Permits & locating the Lions Club information sign at the southwest corner of Front Variations and Elm Street with the City to pay electrical costs contingent upon the approval of the Illinois Department of Transportation for sign installation. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Gail Nash, President of Crime Stoppers, addressed the Council to request permission to install Crime Stopper signs throughout the City. It was decided to have John Zabor, Fred Batt and the Street & Sidewalk Committee discuss the matter and report back to the Council with their suggestions. Discussion was held on submitting Illinois Department of Transportation plans and specifications for reconstruction of Route 31 from High Street to Route 176 to City Engineers Baxter & Woodman for review of that portion of the project which falls within the city limits. Motion by Teta, seconded by Serritella, to authorize the Superintendent of Public Works to submit the IDOT plans and Street specifications for reconstruction of Route 31 from High Street to Route Maintenance 176 to City Engineers Baxter & Woodman and to include input from & Repair Superintendent Batt and anyone else who has ideas on this project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse announced a meeting would be held with Gary Schaefer of NIPC and several EDC members on Tuesday, September 8, 1987 at 7:30 A.M. in city hall to discuss the Soil ,Erosion and Sediment Control Ordinance. Everyone was invited to attend. Proclamations Mayor Busse proclaimed the Week of September 21 - 27 as Chamber of Commerce Week. Mayor Busse called for a recess at 8:55 P.M. The meeting reconvened at 9:12 P.M. with everyone in attendance. Aldermen Nolan and Teta gave a report on Christmas decorations Public proposed for this Christmas season. It was decided to contact the High Property- School Industrial Arts departments to see if they could assist in Purchases fabricating some decorations. The Committee also requested input from & Repairs the general public for ideas on how to decorate the City. Motion by Teta, seconded by Nolan, to approve 50 percent cost sharing with Gerstad Builders for the replacement of sidewalks and Sidewalks driveway aprons in Winding Creek on Brookwood Trail which have become undermined. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Resolution Motion by Nolan, seconded by Teta, to pass a resolution designating the banks and depositories in which the funds and monies of the City of McHenry are deposited by Jon J. Meyer as City Treasurer. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Parks- Motion by Smith, seconded by McClatchey, to authorize and Beer approve the issuance of picnic beer permits as presented. Wednesday, September 2, 1987 Page 3 Motion by Teta, seconded by Lieder, to pass an ordinance Ordinances establishing stop signs northbound and southbound on Brookwood Trail at Stop Signs Windhaven Trail. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Serritella, to pass an ordinance Ordinances establishing stop signs on westbound McCullom Lake Road at Route 31 and eastbound McCullom Lake Road at Riverside Drive. Stop Signs Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by McClatchey, to go into executive session at 10:18 P.M. to discuss property acquisition and Executive pending litigation. Motion by Bolger, seconded by Nolan, to go back into open session at 11:17 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion by Bolger, seconded by Jeta, to authorize the City Attorney to purchase the tax certificate for redemption of the lot on Orleans Street where the lift station is located at a cost of $1,115.48. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Teta, to authorize the Mayor and Superintendent of Public Works to investigate the possibility of vacating Linda Road south of Skyway Drive in Country Club Subdivision and to report back to the Council at the next meeting. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
