The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Thursday, September 2, 1982 t 8 P.M. in City Hall. At roll call the following aldermen were present: Pepp ng, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Absent: None. (Harker resigned August 30, 1982). Also present were Supt. Hal vensl eben, Attorney Narusi , Clerk Gilpin, Chief Pasenelli. Absent: Park Director Merkel. For the first order of business, Mayor Stanek called to order a Public Hearing for the purpose of considering the enlargement of Special Service Area Number One of the City of McHenry and for the purpose of issu- ing general obligation bonds which would be retired by the levy of a direct tax sufficient to pay the principal and interest on said bonds. Persons in the audience were: Attorn y Thomas Hayward; Reporters Laura Zonka, Donna Bertulis & Tony Oliver; Gary Snell, Mrs. Arlys Alm and Mrs. Irene Buchanan. Mayor Stanek asked if owners of the Services Area Number One were present and i-f ow posed to be added were present at this hearing. There being no repl , Mayor Stanek asked that the record show no one present wished to enter any ritten or verbal comments or objections. Motion by Smith, seconded by Nolan, to pass an ordinance enlarging City of McHenry Special Service Area Number One Voting Aye: Pepping, Nolan, Datz, Smith, Serritella, Meurer. Voting Nay: Wieser. Absent: None. Motion carried. Mayor Stanek advised that the City of McHenry had received oral bids to purchase Special Service Area Number One bonds of $617,000.00 as well as the City's 1982 General Obligation Bonds of $205,00 .00. The price is par value for both with accrued interest from September 1 1982 until delivery date. There is twelve percent (12%) interest on the Special Service Area bonds and ten and one-half percent (10.5%) on the City's 1982 G.O. Bonds. Purchasers are McHenry State Bank and Associates. The Associates are, in addition to McHenry State Bank, First National Bank of McHenry, First Security Bank of Cary -Grove, Home State Bank of Crystal Lake and McHenry Savings and Loan Association. Motion by Pepping, seconded by Nolan to approve, confirm and ratify the oral contract for the sale of said bonds. Voting Aye: Pepping, Nolan, Datz, S ith, Serritella, Meurer. Voting Nay: Wieser. Motion by Datz, seconded by Pepping, to pass an ordinance providing for the issue of $617,000.00 Unlimited Ad Valor m Tax Bonds of Special Service Area Number One of the City of McHenry, McHenry County, Illinois, and the levy of a direct annual tax sufficient to pay the principal and interest on said bonds. Motion by Pepping , econ ded by Nolan, to pass an ordinance Ordinance providing for the issue of $2 5,000.00 General Obligation Bonds of the City of McHenry, McHenry Coun y, Illinois, and for the levy of a direct Bond Issue annual tax sufficient to pay he principal and interest on said bonds; said bonds representing twent -five percent (25%) of the estimated costs of the sewer and water extens'on to the hospital site plus the fees of Chapman & Cutler, bond counse ors. Voting Aye: Peppin , Datz, Smith, Serritella, Meurer, Nolan. Voting Nay: Wieser. Absent: None. Motion carried. The Public Hearing adjourned at 8:32 P.M. Resolution Motion by Datz, sec ed by Meurer, to pass a resolution appropriating $133,532.00 fro Mndotor Fuel Tax Funds as the city's share MFT toward the construction costs of the Meadow Lane FAU project. Sidewalk A report of the 198 Sidewalk Repair bids was as follows: Repair Alliance Contractors, Inc. of Woodstock, IL. $9,232.60; Decker Construc- tion, Inc. of McHenry $11,583 00; Wm. Tonyan & Sons, Inc. of McHenry Bid Report $12,818.00 Motion by Nolan, se onded by Serritella, to award the sidewalk repair bid to the low bidder, Alliance Contractors, Inc. of Woodstock Bid Award at a cost of $9,232.60. Voting Aye: Peppin Nolan, Datz, Smith, Serritella, Meurer, Wieser Voting Nay: None. Absent: None. Motion carried. Land Motion by Nolan, sea by Serritella, to purchase the lot Aquisitions at 3902 W. Maple Avenue from alph Freund (approximately 2 acre) at a cost of $14,000.00. Voting Aye: Peppin , Nolan, Datz, Smith, Serritella, Meurer. Voting Nay: Wieser Absent: None. Motion carried. Employees Motion by Pepping, econded by Meurer, to concur with the recommendation of the Finance Committee and furnish uniform service 5 days a week for sewer plant mployees, 3 days a week for two mechanics and 3 days a week for men ope ating the aqua jet sewer machine; said uniform service furnished in ieu of $100.00 annual uniform allowance for other Public Works employ es. Voting Aye: Peppin Nolan, Datz, Smith, Serritella, Meurer, Wieser Voting Nay: None. Absent: None. Park Beer Motion by Smith, se onded by Serritella, to authorize and approve the following picnic eer permits: Moraine Hills State Park Permits employees on September 10; Mi hael Wieser party on September 19; Donald Rosing Baseball party n September 11; and also approve the use of Pearl Street Park on S ptember 19 for a martial arts demonstra- tion. Motion by Nolan, seconded by Wieser, to go into Executive Session Executive at 9:33 P.M. for the purpose of discussing pe ding litigation.
