MONDAY, AUGUST 31, 1981 8 P.M.
The Regular Meeting of the City Council was called to order by Mayor
Stanek on Monday, August 31, 1981 at 8 P.M. At roll call the following aldermen council
Mtg.
were present: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Absent:
Harker. Also in attendance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Attend-
ance
Chief Pasenelli, Park Director Merkel.
Motion by Serritella, seconded by Nolan, to accept the minutes of the
August 17, 1981 regular meeting as read.
Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker.
Motion carried.
Richard Sherman of the auditing firm of Lester Witte & Company,
Audit
reviewed the 1980-81 fiscal year city audit and answered questions of aldermen
regarding the audit.
Motion by Pepping, seconded by Serritella., to accept the audit as
prepared by Lester Witte & Company for the 1980-81 fiscal year.
Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker.
Motion carried.
Roger Muterspaugh and James Berg of Residential Development Group
addressed the Council seeking preliminary approval of Winding Creek Unit 3.
In reviewing the plat, it was noted that the city would like some sort of access Approv
al
to the open space area west of Unit 3. Retention ponds were also discussed.
Motion by Datz, seconded by Nolan, to approve the Preliminary Plat of
Unit 3 with the stipulation that access be provided the city such as the 50 foot
gas line easement shown on the plat.
Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker.
Motion carried.
A Public Hearing on the 1981-82 Tax Levy Ordinance was held with the
following persons in the audience: Frances Olsen, Ernest Schooley, Shawn Mondel,
Dan Lorek, Ricki Hoffman, Tony Oliver, Lynne Donarski, Carol Sek.

Chairman Pepping of the Finance Committee submitted a proposal for
the 1981-82 Tax Levy Ordinance and explained the reasoning behind it.
Motion by Pepping, seconded by Wieser, to pass the 1981-82 Tax Levy
Ordinance in the amount of $984,300.00 with an estimated tax extension rate
of .962 to cover the entire amount of $86,000.00 requested by the Police
Pension Board.
Voting Aye: Pepping, Nolan, Wieser.
Voting Nay: Data, Smith, Serritella, Meurer.
Absent: Harker.
Motion did not pass.
Motion by Smith, seconded by Serritella, to pass the 1981-82 Tax Levy
Ordinance in the amount of $984,300.00 with an estimated tax extension rate

Levy of .942 which allows $70,000.00 for the Police Pension Fund.

Mayor Stanek nominated James Blum of 4618 W. Shore Drive and Alder-
McH. man Michael Wieser of the Utilities committee to serve as City of McHenry repre-
Shores
FPA sentatives on the McHenry Shores Sewage Treatment Facilities Planning Federal
Grant Project No. C172048 Committee.
Motion by Meurer, seconded by Serritella, to accept the appointments
of Blum and Wieser, to the Planning Committee.
Voting Aye: Pepping, Nolan, Datz, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker.
Pass: Wieser.
Motion carried.
Motion by Serritella, seconded by Meurer, to authorize a salary in -
Rages
crease for Matt Rogers of the Public Works Department from $4.00 to $5.00
per hour for a 30 to 40 hour week as a mechanic.
Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker.
