The Special Meeting of the McHenry City Council was called to Council
order by Mayor Stanek at 8 P.M. at City Hall on Monday, August 30, 1982 Meetings
for the purpose of conducting a Public Hearinc on the proposed 1982-83 (Special
Levy Ordinance and to conduct any and all business which might properly Meeting)

Absent: None. Also in attendance were: Superintendent Halvensleben,
Attorney Narusis, Clerk Gilpin, Chief Pasenelli. Absent: Park Director
Merkel.
Motion by Nolan, seconded by Meurer, to accept the minutes of
the August 16, 1982 Regular Meeting as presented with one correction.

Serritella, Meurer.

Absent: None.

Motion by Harker, seconded by Datz, to authorize and approve a Letter of
reduction in the Letter of Credit for Residential Development Group's Credit
Whispering Point Commercial Center from $16,8 5.00 to $2,000.00 to assure
installation of a retention pond on the commercial property. Authorizations

Motion by Smith, seconded by Harker to require Residential Letter of
Development Group to have a $2,000.00 Letter �f Credit on file in the Credit
City Clerk's office by September 15, 1982.

Lengthy discussion was held on purchase of a centrifuge machine
and associated installation procedures for the sewer plant. Present for
the discussion were Dr. Hal Sundin and Darrell Gavle of Baxter & Woodman;
Bruce Davies and Ron Moody of Sharples Division of Penwalt Corporation;
Ken Kyte of Aaron Equipment Company.
Motion by Nolan, seconded by Peppin to accept the recommenda-
tion of Baxter & ''Woodman and purchase a re -built Sharples Centrifuge

machine at the revised bid price of $106,000 from International Piping
Sewer Plant
Systems Inc. of Schiller Park, Illinois on the condition that Aaron

Mark Justen, Frances Olsen, Ly ne Donarski, Reporters Tony Oliver and
Donna Bertulis and an unidenti ied couple.
Mayor Stanek asked i anyone wished to make an oral or written
comment on the proposed Levy. There was no response from the audience.
Motion by Pepping, s conded by Harker, to pass an Ordinance
adopting the proposed 1982-83 Levy Ordinance as presented in the amount
of $819,500.
Voting Aye: Pepping, Nolan,Harker, Datz, Wieser, Smith,
Serritella, Meurer.
Voting Nay: None.

Motion by Datz, seconded by Meurer, to pass an Ordinance
prohibiting parking on certain streets in connection with the Route 120
bridge improvement over the Fox River (F.A.P. Route 539, State Section
14BR-79).
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith,
Serritella, Meurer.
Voting Nay: None.
Absent: None.

Motion by Datz, seconded by Meurer, to pass an Ordinance
prohibiting the discharge of sanitary and industrial wastewater in connec-
tion with the Route 120 Bridge improvement over the Fox River (F.A.P.
Route 539, State Section 14BR-79).
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith,
Serritella, Meurer.

Motion by Nolan, seconded by Datz, to schedule a Public Hearing
on the Gradishar annexation agreement on Wednesday September 29, 1982
at 7:30 P.M. (formerly known as the Laufer property).

Voting Nay: Meurer.

Park Permits Motion by Nolan, seconded by Wieser, to grant request of Mark
Justen of George R. Justen & So Funeral Home for use of Pearl Street Park
for a Music Fest on September 2 , 1982 with music permitted from 1:00 P.M.
to 11:15 P.M. and to authorize issuance of a picnic beer permit from
2:00 P.M. to 10:30 P.M.

A letter of resignation from George Harker was read by Mayor Stanek.
Harker submitted his resignation as alderman f the Second Ward effective at
the close of this August 30, 1982 meeting. H said his decision was based on
failing eyesight. Mayor Stanek accepted the esignation with deep regret and
commended Alderman Harker for his many years f dedicated service to the city.
A letter of commendation was read i to the record by Mayor Stanek
submitted by Police Chief Pasenelli in recogn tion of the fine police work
done by Officer William Stahlman in the captu e of two burgler suspects.

Alderman Pepping left the meeting at 10:30 P.M.
Harker, Chairman of the Street & Si ewalk Committee reported that
he had received a petition which requested that no parking be permitted on
either side of Meadow Lane from Elm Street to Shore Drive after reconstruc-
tion is completed. The 39 petitioners were fr)m Lakeland Park and the
majority lived on Meadow Lane.
Motion by Harker, seconded by Meure to pass an ordinance prohibit-
ing the parking of vehicles on either side of Meadow Lane from Elm Street to
Shore Drive.
