The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, August 29, 1983 at 8:00 P.M. in city hall. At roll call the following aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Datz, seconded by Bolger, to accept the minutes of the August 15, 1.983 Regular Meeting and the minutes of the August 22, 1983 Special Meeting as presented. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Shiith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to pass an ordinance annex- ing St. Paul's Avenue, Ray Stilling property on Route 31 south and Tom Adams property on Route 31 south. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey. Voting Nay: Smith, Serritella, Snell. Absent: None. Motion carriied. A Public Hearing on the proposed 1983-84 Levy Ordinance was called to order at 8:09 by Mayor Stanek to hear comments or accept written state- ments from the general public on the proposed ordinance. Mayor Stanek asked if there was anyone in the audience who wished to have some input on the proposed ordinance. There was no response. Motion by Busse, seconded by Nolan, to pass the 1983-84 Levy Ordi- nance as recommended by the Finance Committee in the amount of $912,500.00 withthe proposed police protection amount of $41,000.00and a proposed street lighting amount of $55,000.00. Voting Aye: Nolan, Busse, Datz. Voting Nay: Bolger, McClatchey, Smith, Snell, Serritella. Absent: None. Motion did not pass. Motion by Smith, seconded by Serritella, to pass the 1983-84 Levy Ordinance in the amount of $912,500.00 with a proposed police protection amount of $20,000.00 and a proposed street lighting amount of $35,000.00. Voting Aye: Bolger, McClatchey, Smith, Snell, Serritella, Stanek. Voting Nay: Nolan, Busse, Datz. Absent: None. Motion carried. Mayor Stanek called a recess at 8:55 P.M. The meeting reconvened at 9:11 P.M. with everyone still in attendance. Voting Nay: Bolger, McClatchey, Smith, Snell, Serritella. Absent: None. Motion did not carry. Motion by Serritella, seconded by Smith, to pass a resolution authorizing the execution of a memorandum of agreement by and among the City of McHenry and Alpha Plastics Manufacturing, Inc. regarding the issuance of Industrial Development Revenue Bonds. Page 2 Datz, McClatchey, `smith, Industrial John Meissen, owner of Alpha Plastics Manufacturing, Revenue Bonds presented a check for $4,000.00 to cover all retained personnel costs connected with the issuance of the Industrial Development Revenue Bonds. Grants Motion by Smith, seconded by Bolger, to authorize the Mayor and McH. Cty. Assoc. Clerk to sign all documents in connection with the DECCA Grant for Pioneer for Retarded Center and the City Green Street Sewer Improvement Fund and to designate Sewer Dept. the McHenry State Bank as the depository for grant funds. Insurance Motion by Datz, seconded by Busse, to authorize and approve renewal of the City's insurance coverages as presented with A.J. Gallagher & Co, of Rolling Meadows in the total amount of $37,909.00. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Parks Motion by Snell, seconded by Smith, to authorize and approve Beer Permits the issuance of beer picnic permits as requested. Sidewalks & Motion by Smith, seconded by Nolan, to authorize the Supt. of Public Works- Public Works to install and repair sidewalks in the City on a 50/50 cost Misc. sharing basis with the work to be put out to bid or done by City construc- tion crews whichever he determines to be the proper method. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Spec. Service Area & 3onds HcHenry hospital Motion by Datz, seconded by Nolan, to authorize and approve the release of Letter of Credit No. 895 presented by the NIMED Corp. in the amount of $104,890.00 which was the first payment due on the Special Service Area No. 1 Bonds, it being determined that there were sufficient funds in the bond proceeds to make the first payment. Motion by Serritella, seconded by Nolan, to authorize and approve the request of the American Diabetes Association for a tag day on September 30, 1983 and approve the request of the March of Dimes for a door-to-door solici- tation on January 29, 1984. Voting Aye: Bolger, Nolan, Snell, Datz, McClatchey, Smith, Serritella, Busse. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Serritella, to authorize and approve reimbursement of $390.00 to Sgt. Patrick Joyce for completion of a course at Aurora College. Voting Aye: Bolger, Nolan, Snell, Datz, McClatchey, Smith, Serritella, Busse. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
