MONDAY, AUGUST 27, 1990 7:30 P.M.
A Special Meeting of the McHenry City Council was called to
order by Mayor Busse on Monday, August 27, 1990 at 7:30 P.M. at the
McHenry Township Fire Protection District Meeting Room, 3610 W. Elm
Street, McHenry. The purpose of the Special Meeting was to listen to
presentations by landscape planners for the new City Hall as well as for
any and all other business which could properly come before the Council.
At roll call the following Aldermen were present: Bolger,
Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent:
None. City staff in attendance were Clerk Gilpin and City Administrator
Peterson. Also in attendance were Kit Carstens and Bob Hammertree of
Prime Development Corporation.
Three landscape planners were in attendance to make their
presentations. They were Flowerwood of Crystal Lake represented by Steve
Scheel and Dave Rosenburg, Hoffstetter Corporation represented by Phil
Hoffstetter and Earth Industries represented by Steven Marzahl and Tom
Hartman.
Each company presented drawings and designs for what they felt
would make a good landscape design for the new city hall. Flowerwood's
cost proposal was $110,730.87 which included a performance bond and two
years guarantee from the time of planting for the shrubs, trees and
evergreens.
Hoffstetter presented a price proposal of $92,164.71 which
included a performance bond with an additional $9,200 for installation of
paving brick at the front entrance.
Earth Industries presented a price proposal of $105,660 which
included a performance bond and a one year guarantee on all plantings.
One other landscaper, Edmund Hayden, Inc. of Woodstock,
requested that they be allowed to make a presentation but were unable to
be at this meeting. They will be accommodated at a later time.
All companies said they would be able to begin planting and
seeding this September.
Mayor Busse called for a recess at 8:27 P.M. The meeting
reconvened at 8:44 P.M. with everyone still in attendance.
Mayor Busse requested Council approval to notify "minor" bidders
for the new city hall project that for contracts under $10,000,
performance bonds would not be required. Since many minor' items can
easily be purchased from others upon the lack of performance from the
original contractors, it would be more expedient and efficient to not
require the performance bond for contracts under $10,000.
Motion by Lieder, seconded by Smith, to approve the Mayor's
recommendation and not require bidders with contracts under $10,000 for
the new city hall to acquire performance bonds, and to authorize the
Mayor to use his discretion on those contract which would apply.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse announced that the Council would now study the
landscape proposals as presented. After viewing the Hayden proposal, The
Council will make its decision at a future meeting.
Motion by Smith, seconded by seconded by McClatcey, to adjourn.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
