TUESDAY, AUGUST 26, 1980 7:30 P.M.
Mayor Stanek called to order the Special Meeting of the City Council
on Tuesday, August 26, 1980 for the purpose of discussing the moratorium on
parking meters, listening to comments from business people and the general
public and to consider any and all business which might come before the Council.
At roll call the following aldermen were present: Meurer, Schooley, Adams,
Wieser, Datz, Harker, Nolan, Pepping. Absent: None. Also in attendance
were City Attorney Narusis and Clerk Gilpin.
Aldermen Schooley, Chairman of the Street and Sidewalk Committee, pre-
sented background information on the moratorium program which went into effect
on June 1, 1980 for a period of 90 days at the request of the McHenry Area
Chamber of Commerce. Two hour parking was put into operation on June 2, 1980.
Tom Williams, Chairman of the Chamber of Commerce Retail Committee,
addressed the Council and presented a recommendation which requested that a
90-day extension of the moratorium be granted. The Committee based its
recommendation on the results of a survey it submitted to area businesses.
Three businesses replied to the survey that they would like some consideration
of 4-hour parking.
Comments from the audience came from Mrs. Swinn, Mrs. Sweeney, Don
D)herty,Mrs. Vennan Ward, George Lane, Linda Hovan, and Fran Olsen.
Pepping stated he would be agreeable/eo
xtending the moratorium if the
merchants would be willing to provide a sampling of data comparing several
months in 1979 and 1980 in sales tax receipts. He would like a comparison
of the three months prior to the moratorium (March, April, & May) and the
three months of the moratorium, (June, July & August), both the 1979 and 1980
sales tax receipts reported to the Department of Revenue. It was notnecessary
to identify specific businesses in that comparison tax report.
Police Chief Pasenelli reviewed his recommendation regarding continuation
of the moratorium. It was his opinion that the two hour limited parking
program be extended for a minimum of 90 days or longer for a more in depth
analysis.
Motion by Pepping, seconded by Nolan, to extend the moratorium on the
parking meters and continue the two hour limited parking program until
February 1, 1981, on the condition that the Chamber of Commerce furnish sales

tax data as requested by the Council.
Voting Aye: Pepping, Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan.
Voting Nay: None.
Absent:, None.
Motion carried.
Motion by Wieser, seconded by Adams, to go into Executive Session at
9:15 P.M. for the purpose of discussing personnel and pending litigation.
Voting Aye: Pepping, Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Adams, seconded by Wieser, to go back in Open Session at 10 P.M.
