MONDAY, AUGUST 22, 1983 8:00 P.M.
Special Meeting of the City Council was called to order by Mayor
Stanek on Monday, August 22, 1983 at 8:00 P.M. in city hall. The Special
Meeting was called for the purpose of completing the business of the Regular
Meeting held August 15, 1983 and to discuss proposed water/sewer related
projects.
At roll call the following aldermen were present: Serritella, Snell,
Smith, McClatchey, Datz, Busse, Nolan, Bolger. Absent: None. City staff in
attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park
Director Merkel. Absent: Chief Pasenelli.
Dr. Hal Sundin of Baxter & Woodman reported on the status of the
McHenry Shores Facility Planning Area Sewer Grant. He also gave an update
on the centrifuge installation at the existing sewer plant and reviewed the
proposed force main design for the Green Street lift station and sewer
improvements.
Motion by Nolan, seconded by Busse, to authorize the City Engineers
Baxter & Woodman to draw up plans and specifications for the lift station and
Green Streetsewer improvements, and to make application to EPA for a permit
on the project.

LE!ngthy discussion was held on putting Well #7 located on Crystal Water Dept.
Lake Road on line with an expandable building and installation of a 500,000 Improvements
gallon overhead water tank reservoir. The Water & Sewer Committee was
instructed to study the proposals and come back with a recommendation at a
future council meeting.
Tom and John Harding, developers of Martin Woods, addressed the
council and requested an extension of time regarding the City Council's re-
quest to have them overlay Martin Road as outlined in their annexation
agreement with the City of McHenry.
Motion by Bolger, seconded by Serritella, to grant an extension of

24 months to the developers of Martin Woods for overlayment of Martin Road as
Streets
required in their annexation agreement (August, 1985) with the understanding
that if the specifications and plans are not begun within 18 months of this
date (August, 1983) the City Council should be so informed by the developers;
also with the understanding that the developers will contribute up to $500 a
year for the City's cost of normal maintenance of that road for the next 24
months.

Motion by Smith, seconded by Snell, to pass a resolution appropriating

$151,715.00 of Motor Fuel Tax money for the 1983 Summer Street Maintenance Pro-

gram and to advertise for bids on said street program with the bid opening date

Mayor Stanek called for a recess at 9:27 P.M. The meeting reconvened
at 9:37 P.M. with everyone still in attendance.
Alderman Busse, chairman of the Building & Zoning Committee, presented

a proposed sign ordinance revision for council consideration.

Motion by Smith, seconded by Snell, to defer action on the proposed
amendment to the sign ordinance and refer it back to the committee for further
study.

Sign Motion by Bolger, seconded by Smith, to authorize the City Attorney
Permits to file a petition with the Zoning Board of Appeals for a hearing regarding
a change in the sign variation procedure.

Nolan, Bolger.

Absent: None.
Motion carried.
Donations Motion by Nolan,seconded by Datz, to accept the donation by
Land Mrs. Leopold of two lots in Orchard Heights Subdivision to the City of
Acquisition McHenry, said lots being"lot 14, block 1 and lot 20, block 2 in Orchard
Heights on the Fox".

Bolger.

Motion carried.
Employees Motion by Smith, seconded by McClatchey, to authorize and approve
the reimbursement in the amount of $60.00 to Matthew Rogers of the Public
Works Department for completion of a Diesel Mechanics Course at McHenry
County College.
Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan,
Bolger, Snell.

Absent: None.
Motion carried.
Block Motion by Smith, seconded by McClatchey, to grant permission
Party to Ernie Freund who lives at the northeast corner of Pearl and Broad Street
to rope off his property on September 3, 1983 fora50th Wedding celebration.
Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan,
Bolger, Snell.
Voting Nay: None.
Absent: None.
Motion carried.
Sidewalks Motion by Datz, seconded by Busse, to authorize the rE!pair of a
sidewalk at 913 Wiltshire Drive with cost sharing between the City and
the owners of the property in question.
Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan,
Bolger, Snell.
Voting Nay: None.
Absent: None.
