The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, August 20, 1984 at 8 P.M. in city hall. At roll call the following aldermen were present: Bolger, Nolan, Datz, Busse, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, City Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Absent: City Attorney Narusis. Motion by Snell, seconded by Serritella, to accept the minutes of the August 13, 1984 Regular Meeting and of the August 8, 1984 Special Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek called to order the Public Hearing on the 1984-85 Levy Ordinance. The purpose of the meeting was for the general public to present oral or written comments regarding the proposed 1984-85 levy. In attendance at the hearing were John Huemann of Joseph Huemann & Sons, Tony Oliver of the McHenry Plaindealer, Shawn Mondl from Cablevision. Mayor Stanek asked if anyone in attendance wished to present written or oral comments concerning the Levy Ordinance. There were no replies. Motion by Busse, seconded by Nolan, to adjourn the Public Hearing at 8:07 P.M. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Datz, to pass the 1984-85 Levy Ordinance as presented by the Finance Committee. Voting Aye: Bolger, Busse, Datz, Nolan, Smith, Snell, Serritella. Voting Nay: McClatchey. Absent: None. Motion carried. Motion by Busse, seconded by Datz, to pass the Levy Ordinance for Special Service Area No. 1 as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Supt. Halvensleben reported that the following bids for the well pump and the well house were received and opened on August 14, 1984. Contract A - Well Pump: Wehling Well Works $16,200; Layne -Western Co. $21,500, Alternate $17,277; Joseph Huemann & Sons $21,404, Alternate A $12,731, Alternate B $15,355; Henry Boysen Co. $22,100. Contract B - Well House: Seagren/Shales, Inc. $98,000; Illinois Hydraulic Const. Co. $109,800; Wm. Zeigler & Son, Inc. $128,000. John Huemann addressed the Council expressing concern about the pump bidding. Following lengthy discussion it was decided to take no action at this time. Motion by Smith, seconded by Snell, to ask Baxter & Woodman to appear at the August 29, 1984 Special Meeting of the City Council and explain their recommendation regarding the award of the well pump bids in their letter of August 16, 1984. Improvement August 20, 1984 Page 2 Bid Opening Alderman Smith suggested that all bidders be notified & that discussion on the bids would take place at the August 29, 1984 Water Dept. Special Meeting and they were welcome to attend. Improve. Bid Opening Supt. Halvensleben reported that the following bids for & the 1984 Summer Street Maintenance Program were received and opened Street Maint. on August 20, 1984 at city hall. Curran Contracting of Crystal Lake $106,576.30; Skokie Valley Asphalt of Grayslake $102,157.78. Motion by Snell, seconded by Datz, to accept the low bid of Skokie Valley Asphalt for $102,157.78 contingent upon the ap- proval of IDOT. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. C&NW & Appraisal and appraisal review price proposals were sub - I DOT mitted for the Commuter Parking Lot Project in McHenry. They were as follows: Appraisal Appraisal Review Thos. J. Peters Crystal Lake, IL $425.00 $200.00 "T" Engineering Oak Brook, IL $700.00 $350.00 Lorenz & Associates, Ltd. $1,000.00 + $500.00 + (one field) Chicago, IL $650.00 + (two fields) Schwandt Realty & Appraisal Co. $1,000.00 + 50% of appraisal fee Libertyville, IL & NW Motion by Nolan, seconded by Busse, to recommend that & the Illinois Department of Transportation accept the low appraisal IDOT quote of Thos. J. Peters for $425.00 and the low appraisal review quote of "T" Engineering for $350.00. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Busse, to recommend to IDOT that Bernard Narusis be appointed as negotiator for the McHenry Commuter Parking Lot Project. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Resolution Motion by Busse, seconded by Bolger, to pass a reso- lution in recognition of Robert O'Brien's service to the Library Board for the past six years. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Discussion was held on repairing three dams on ponds in Whispering Oaks Park. Anzinger & Son Excavating submitted a pro- posal to repair the dams for a price of $10,600.00. Following dis- cussion it was decided to study the matter further and present the matter for approval at the next council meeting. Discussion was held on the letter received from Pioneer Center for the Exceptional concerning the Lon Reed Center at 3211 Beach Drive in McHenry Shores. Since the Lon Reed Center and the old Village Admin- istration building in McHenry Shores subdivision could not be used until septic problems were corrected, it was decided to get professional drawings on the properties. Property engineer to draft plans to put workable septic systems into the two Purchases & city owned houses in McHenry Shores subdivision at a cost of not more than $800.
