MONDAY, AUGUST 16, 198? 8 P.M.
The Regular Meeting of the McHenry City Council was called to Council
order by Mayor Stanek on Monday, August 16, 1982iat 8 P.M. At roll call Meeting
the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser,
Smith, Serritella, Meurer. Also present: Supt. Halvensleben, Attorney Attendance
Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel.
Motion by Harker, seconded by Serritel la, to accept the minutes
of the August 2, 1982 regular meeting as present d.
Voting Aye: Pepping, Nolan, Harker, D tz, Wieser, Smith,
Serritella, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Nolan, to�authorize and approve the Park Beer
following picnic beer permits and block party: Another Galaxy softball Permits
team on August 15; UAW Local 2115 picnic on Sept 11; McHenry School District it
15 on August 26; Modine Manufacturing Company on August 28. Block party Block
on Lakewood Avenue on September 11. Party

Serritella, Meurer.

Bid opening was held August 9, 1982 at110 A.M. for the 1982
Summer Street Maintenance program. The following bids were received: Street
Slurry Seal—Ritschel's of Peoria $21,177.50; and'A.C. Pavement Striping
Maintenance
Company of DesPlaines $19,135.00' blacktopping and sealcoating-Curran Contracting of Bid
Crystal Lake $112,335.60; Peter Baker & Sons of Woodstock $104,925.00 Opening
and Liberty Asphalt of Grayslake $98,569.90.
Motion by Harker, seconded by Datz, to'accept the low bid of did
.C. Pavement Striping Company for Slurry Seal in the amount of Awarding
w19,135.00 and the low bid of Liberty Asphalt fo blacktopping & sealcoating in the
amount of $98,569.90 with the awarding of contra is contingent upon
approval by the Illinois Department of Transport tion.

Motion by Harker, seconded by Pepping,lto pass an Ordinance Ordinance
proposing the enlargement of Special Service Area Number One in the City Special
of McHenry and providing for a public hearing and other procedures in Service
connection therewith on September 2, 1982 8 P.M.i, Area
Voting Aye: Pepping, Nolan, Harker, D4tz, Smith, Serritella,
Meurer. McHenry Hosp.
Voting Nay: Wieser.
Absent: None.
Motion carried.
Motion by Smith, seconded by Meurer, t reschedule the August 30, Council
1982 Regular,Meeting to Thursday, September 2, 1982 and to schedule a Meetings
Special Meeting on August 30, 1982 for the purpose of conducting a public Special
hearing on the Proposed Levy Ordinance, discussion on the bid opening for Meetings
sewer treatment improvements and any and all bushiness which might properly
come before the Council.
Voting Aye: Pepping, Nolan, Harker, aatz, Smith, Serritella,
Meurer.
Voting Nay: Wieser.
Absent: None.
Motion carried.
Mayor Stanek announced that a letter qIf resignation had been Resignations
received from Suzanne Kauss, Vice Chairman of tle Zoning Board of Appeals.
It was accepted with regret.

Motion by Smith, seconded by Nolan, to approve the mayor's
'Appoint- nomination of Harry H. Semrow, Jr. of 4212 W. Crestwood Avenue, McHenry
ments as a replacement for Ms. Kauss',on the Zoning Board to fill her term which
expires April 1986.
Voting Aye: Pepping Nolan, Harker, Datz, Wieser, Smith,
Serritella, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Purchases Motion by Meurer, se onded by Nolan, to accept the recommenda-
ewer tion of the Purchasing Committ e and authorize the purchase of a nurse
lant truck for hauling sludge from he sewer plant at the following costs:
tractor $12,000; 8,000 gallon luminium tank for $7,500; with payment to
be made from the Water/Sewer Fund or from the Capital Development Fund.
Voting Aye: Pepping Nolan, Harker, Datz, Wieser, Smith,
Serritella, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Senior Motion by Pepping, seconded by Nolan, to pledge $6,374.00 to the
,Citizens McHenry County Senior Citizens'Council and to donate said amount in support
of an inter -governmental count organization to provide senior citizens
services if enough other communities in the County and Townships also
agree to participate in the program financially.
Voting Aye: Pepping„ Nolan, Harker, Datz, Serritella.
Voting Nay: Wieser, Smith, Meurer.

Mayor Stanek recessed) the meeting at 9:16 P.M. The meeting re-
convened at 9:29 P.M. with eve yone still in attendance.
Diana Burger of the Illinois Public Action Council addressed the
Solicitation Council regarding a solicitation request. A previous request was denied
at the last meeting.
Nolan made a motion to grant the request of the Illinois Public
Action Council for a solicitation permit. Motion failed for lack of a
second.
Motion by Harker, seconded by Wieser, to accept the July
Treasurer's report as presentedi,.

Serritellla, Meurer.

Motion by Pepping, seconded by Datz,ito pass a resolution supporting
McHenry Hospital in its objection to the merge of the Kane/Lake/McHenry Health
Systems Agency with other Health System Agen ies in the Chicago Metropolitan
Area.

Meurer, Wieser.

Mayor Stanek presented a letter dated August 4, 1982 addressed
Veto to the aldermen wherein he gave official notice of his veto of the action
Liquor taken by the Council at the August 2, 1982 regular Council Meeting regard -
Licenses ing the motion made to changelthe closing hours of taverns from 1 A.M. to
2 A.M. daily except on January 1st of each year when the closing hour
would be 3 A.M.
There being no moti n to override, the Mayor declared the veto
stands and no changes will be made to the ordinance.
