MONDAY, AUGUST 15, 1988 7:00 P.M.
Mayor Busse called to order a Committee Meeting of the Whole on
Monday, August 15, 1988 at 7:00 P.M. in City Hall. At roll call the
following Aldermen were present: Bolger, Nolan, Lieder. Absent: Teta,
Smith, McClatchey, Patterson, Serritella. City staff in attendance were
Supt. Batt, Clerk Gilpin, Director of Development Greenwood, Building and
Zoning Officer Zabor.
Attorney Tom Zank, representing Amoco oil Company, addressed the
Council and asked for a continuation of the Amoco Annexation Hearing to a
future date. The Council set the continuation on the Annexation Hearing
to Wednesday, September 21, 1988 at 8:00 P.M,.
The purpose of the Committee of the Whole meeting was to discuss
a proposed streetscape plan for Main Street as submitted by Engineer John
Smith. People in attendance were: Chris Fleming and Mike Oliver of
Grand Prix Car Wash, Bob and Virginia Anzinger of Bob's Diesel and Auto
Repair, Steve Buss of Buss Ford, Dave Freund of Butch's Auto Body, Chris
Wirtz of Christopher's Men Shop, Carol and Bill Kallos of Early Times
Antiques, Joan McInnis of Crystal Plus, Terry Bird of Grumpy's Touch of
Italy, Dave Gelwicks of Main Street Apartments, Tom and Sue Low of Main
Street Station, Marge Olszewski of Mar Ray Dance Studio, Sandy Eckert of
McHenry Depot Hotel, Chuck Lehman of McHenry Printing, Cliff and Mary Ann
Niedospial of Nies Photography, Ingrid and Wilfred Nushbaum of Nushbaum
Inc., Jim Kirk of River Road Realty, Roger Freund of Roger Freund Tires,
Superintendent Robert Swartzloff of School District 156, Koari Knoe of
Phylly's Inn, Jerry Knapik of Ye Olde Corner Tap. Also in attendance
were Fran Olsen, Executive Director of the Chamber of Commerce, Dennis
Wonderlick of the McHenry Area Economic Development Commission, Tom
Hopkins and Nancy Fike of the McHenry Landmark Commission, Kathy
Marinangel, Chairman of the McHenry Area Economic Development Commission
and Scott Valentin of the Northwest Herald.
Extensive discussion took place on the merits of the proposed
Streetscape plan. The owners and tenants expressed their points of view
on the suggested sidewalk improvements, tree planting, improved street
lighting, off-street parking, purchase of additional property to provide
off-street parking and attractive trash containers. Total cost of the
project as initially presented was $250,000.
The possibility of using TIF financing to upgrade the area was
also discussed. Since there were many varied opinions, no decisions were
made. It was suggested that cosmetic changes could be done immediately
such as distinctive signage, to signify off-street parking and
installation of attractive trash containers in the area.
The meeting adjourned at 8:31 P.M.
