AUGUST 14, 1991
In the absence of Mayor Busse, Mayor Pro Tem Smith called the Meeting
to order on Wednesday, August 14, 1991 at 8:00 P.M. in City Hall. At
roll call the following Aldermen were present: Bolger, Lieder, Smith,
Adams, Serritella. Patterson arrived at 8:10 P.M. Absent: Donahue,
Locke. City Staff in attendance: City Clerk Gilpin, Attorney Narusis,
City Administrator Peterson, Chief Joyce, Director of Building and Zoning
Halik, Director of Public Works Batt, Absent: Director of Parks and
Recreation Merkel.
During the ten minute public input session, Mrs. Bertha Bladon of
4715 Oakwood Drive, addressed the Council concerning the short and long
range impacts of decisions made in City Hall. She emphasized that the
Aldermen would be held accountable in the way the future development and
possible overdevelopment of the City would occur.
Motion by Bolger, seconded by Adams, to approve the Consent Agenda as
follows:
- Approve the July 8, 1991 Special City Council Meeting Minutes;
- Approve the request for a hook-up to the police alarm
monitoring board for Pioneer Center, at 3513 Oakdale,
McHenry;
- Approve Extensions in the Letters of Credit for Brittany
Heights, Unit 3, and Green Valley, Unit M1;
Voting Aye: Bolger, Lieder, Smith, Adams, Serritella.
Voting Nay: None.
Absent: Donahue, Locke, Patterson.
Motion carried.
Alderman Patterson arrived at 8:10 P.M.
Motion by Adams, seconded by Bolger, to pass an ordinance regulating
skateboarding in the City of McHenry, and to amend Paragraph B by
deleting Chief of Police and inserting Director of Public Works.
Voting Aye: Bolger, Lieder, Smith, Adams, Patterson, Serritella.
Voting May: None.
Absent: Donahue, Locke.
Motion carried.
Alderman Adams asked that the Parks and Recreation Committee study
the possibility of establishing an area in the City that could be used by
skateboarders. It was also suggested one sign be developed that would
prohibit skateboarding and bicycle riding in commercial areas instead of
installing numerous, separate signs.
Under New Business, Director of Public Works Batt reported that he
would be invoking the penalty against Skokie Valley Asphalt for
non -completion of road work within the designated time frame as
established in its contract with the City.
Alderman Smith asked that the City Administrator and Director of
Public Works contact the Illinois Department of Transportation and find
out what could be done to repair the Elm Street road surface at its
intersection with Court Street and Riverside Drive so that the noise
created by semi trucks travelling on those bumpy surfaces could be
reduced or eliminated.
Motion by Adams, seconded by Patterson, to adjourn.
Voting Aye: Bolger, Lieder, Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: Donahue, Locke.
Motion carried.
