The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, August 14, 1985 at 8 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Joyce. Park Director Merkel arrived at 10:08 P.M. Council Mtgs Attendance Motion by Bolger, seconded by Nolan, to pass a resolution recog- Resolutions nizing Dorothy Uttich for her 23 years of service on the McHenry Public Library Board. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Jeff Mertes of Protection Unlimited, Inc. addressed the Council concerning the mosquito abatement program. He commented that heavy rainfall had aggravated the mosquito problem and his company was larviciding three times a week in the McHenry area in an attempt to control the problem. However, due to the increased rainfall, the annoyance level has risen 1000 percent in the month of July. He sug- gested that Nunda Township Officials should be contacted and encouraged to establish a mosquito abatement program such as McHenry Township has done. Mosquitos were flying into the McHenry area from Nunda Township untreated areas to the south and the Moraine Hills State Park to the southwest of the City. It was the consensus of opinion that the City should institute talks with Nunda Township and Moraine Hills State Park Officials concerning this problem. Rick Sherman of Yapelli Ketchmark, the City's accounting firm, presented the 1984-85 Audit Report to the City Council. He Audit reported the City was in excellent financial condition and explained various aspects of the report to the Aldermen. A management letter from the accounting firm will be sent to the City in the next few weeks. A proposal was submitted by the Supt. of Public Works con- cerning the resurfacing of the Court Street Parking Lot (former Nye Parking Lot) and the Knox Park Parking Lot extension. Motion by Lieder, seconded by Nolan, to authorize and approve the blacktopping of the Court Street Parking Lot at a cost of $3,264 and of the Knox Park Parking Lot extension at a cost of 7,380.94. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. A report on the Front Street watermain extension south from Anne Street to Warsaw Inn was referred back to Committee for further recommendations. Motion by Nolan, seconded by Snell, to approve the request of Diane Keating for a block party on Abbey Drive on August 24, 1985. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse submitted the name of Gail K. Anderson of 3713 W. Freund as a Library Board Member to fill the unexpired term of Robert Logan. Parking Regs. & Lots Pub. Pron.- Purch. & Repairs Block Parties Wednesday, August 14, 1985 page 2 Appts.- Motion by McClatchey, seconded by Teta, to confirm the Officials Mayor's appointment of Gail Anderson on the McHenry Public Library Board with her term to expire July 1, 1986. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Pub, Prop.- Mayor Busse suggested that a drainage ditch and culvert Purchases maintenance program be undertaken as soon as possible. Due to the & Repairs heavy rainfall the past month, this problem has been brought to the Council's attention. He had contacted the Illinois Department of Transportation and discovered that Motor Fuel Tax money can be used to maintain ditches and culverts along City roadways • The Aldermen agreed with the concept and Mayor Busse ,asked that an inventory of troublesome areas be reported to the Public Works Department where the needs will be prioritized so that work can begin this fall. Resignations Mayor Busse announced that a letter of resignation had been received from Robert J. Mortell from the McHenry Plan Commission. He accepted the resignation with regret. Mayor Busse called for a recess at 9:48 P.M. The meeting reconvened at 10:01 P.M. with everyone still in attendance. Alderman Serritella, Chairman of the Parks & Recreation Com- mittee, discussed several matters which had been considered at the Park Committee Meeting of August 12, 1985. She reported that a full written report would be submitted to the Aldermen for the August 21, 1985 meeting. Alderman McClatchey, Chairman of the Personnel Committee, submitted a proposed vacation eligibility revision for the Personnel Ordinance. The City Attorney was instructed to draft an ordinance amendment for consideration at the next meeting. Alderman Bolger, Chairman of the Utilities Committee, reported on a Utility Committee Meeting held July 31, 1985. Matters under discussion were more farm land for disposal of sludge from 'the Sewer Treatment Plant, request from Brake Parts to use a chemical rinse in their operations, reconstruction of four deteriorated sewer manholes on Front Street, manner in which to facilitate use of the Aqua -tech on a routine basis, and the manner in which to gain access to the sewer manholes located in the area behind Burger King. Sewer Line Motion by Smith, seconded by Teta, to instruct the Supt. of Repairs Public Works to solicit price proposals for reconstruction of a Etc. deteriorated sewer manhole on Third Street. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Sewer Dept. Alderman Bolger was instructed to send letters to property Repairs, owners along the south side of Route 120 on the banks of the Boone etc. Creek informing them that the City would be cutting out the growth and improving the right-of-way so that access can be gained to sewer manholes in that area. Parks- Motion by Snell, seconded by Serritella, to approve issuance Beer Perm. of picnic beer permits as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Parks- Motion by Serritella, seconded by Smith, to grant permission Auth., Etc. for a rock-n-roll band to use the Pearl Street Park on August 24, 1985 from 7:30 to 10:00 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, August 14, 1985 page 3 Motion by Bolger, seconded by Teta, to instruct Baxter & Woodman 'to draw up plans and specifications for a watermain extension on Mc Cullom Lake Road at Hillcrest Apartments as proposed in Alter- nate 3 submitted by the Supt. of Public Works and to advertise for bids on the project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Water Line Repairs & Ext. Motion by Snell, seconded by Lieder, to go into executive Council Mtgs.- session at 11:20 P.M. to discuss personnel. Exec.
