MONDAY, AUGUST 13, 1984 8:00 P.M.
The Regular Meeting of the McHenry City Council was called
to order by Mayor Stanek on Monday, August 13, 1984 at 8:00 P.M. in
city hall. At roll call the following Aldermen were present:
Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella.
Absent: None. City staff in attendance were Supt. Halvensleben,
Attorney Narusis, Clerk Gilpin, Park Director Merkel. Absent: Chief
Pasenelli.
Motion by Snell, seconded by Nolan, to accept the minutes
of the August 6, 1984 Regular Meeting as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Chairman Busse of the Finance Committee gave a brief review
of the 1984-85 Tax Levy Ordinance which will be up for approval at
the August 20, 1984 Meeting. A Public Hearing on the Tax Levy
Ordinance will be held at that same meeting. The Council reviewed
the proposed Levy Ordinance, and the recommendation of the Finance
Committee was accepted as presented. No formal action can take
place until after the August 20, 1984 Public Hearing.

Motion by Nolan, seconded by Bolger, to authorize and Pub. Prop.
approve the proposal of K & D Painting, Inc. of St. Charles, for Purchases
painting Clarifier #2 in the Sewer Plant at a price of $7,495.10. Repairs

Discussion was held on installing water lines into Knox
Park.
Motion by Nolan, seconded by McClatchey, to approve the
Plans as presented and install a 4" water line to Knox Park Barn and
a 2" line between the softball fields which will furnish water serv-
ice to the Park for sprinkling and drinking facilities.

Snell, Serritella.

Motion by Nolan, seconded by Datz, to authorize Park Knox Park
Director Merkel to proceed with plans to get electrical service to Development
the Knox Park Barn and report back to the Council with estimated
cost at a future meeting.

lurchases- Motion by Nolan, seconded by Snell, to authorize the Park
'ark Dept. Director to purchase four fire extinguishers for Knox Park Barn.

Motion carried.
Chairman Bolger of the Utilities Committee announced that
approximately $6,000.00 was delinquent in sewer billings.
Sewer Misc. Motion by Bolger, seconded by Busse, to authorize the City
Attorney to send a letter to each delinquent account requesting that
they contact the City Clerk immediately to make arrangements for pay-
ment of their accounts.

'ub. Prop. Chairman Snell of the Purchasing Committee reported that
'urchases & three price proposals had been obtained by the City Clerk for water
tepairs cooler replacement in her office. The quotes were as follows:
Althoff Industries $460.00 plus 25.00 freight; Buch Brothers $516.00
plus installation; American Hotel Register Company $374.90 plus
freight. All quotes were for similar models.
Motion by Snell, seconded by Busse, to authorize and
approve the purchase of the Sunroc water cooler at the low price
proposal of $374.95 from the American Hotel Register Company.

Snell, Serritella.

Motion carried.
Alderman Smith repeated his request that the City maintain
and cut the right-of-way along Green Street which was torn up during
the recent sewer line installation.
;idewalks Discussion was also held on replacement of sidewalks that
have heaved up and raised up causing possible dangerous situations.
It was determined that the City should undertake a policy that if
the sidewalk section is deemed to be a potential danger the City
would replace the sidewalk section free of charge. The City will
not pay for redoing any more than the sections which are dangerous.
At the present time the City Ordinance requires that 50 percent
participation be paid by the property owner. Each sidewalk
request will be considered on an individual basis by the Council.

Motion by Busse, seconded by Serritella, to instruct the
Supt. to install signs on Kensington, Dartmoor, Greenbrier and Streets
Winding Creek Drives which state that by order of City Council no
construction equipment will be allowed on those streets.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
A formal request from Muscular Distrophy Association for a Parks -
jam session permit on September 23 which was continued from the last
meeting, was not acted on since no representative was present to Auth,
Picnics,etc
make the formal request.
