The Special Meeting of the McHenry City Council was called

to order by Mayor Stanek on Wednesday, August 8, 1984 at 8:00 P.M.

At roll call the following Aldermen were present: Bolger, Nolan,
Special
Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None.
City staff in attendance were Supt. Halvensleben, Attorney Narusis,
Clerk Gilpin.
The Special Meeting was called to order for the purpose of

of Chicago (GAS, Inc.) who were proposing that the City of McHenry
co-sponsor the test site for a new method of disposing of municipal
solid waste. GAS, Inc. was looking for a demonstration site to test
their new development which previously had only been done in labora-
tories. Representatives of the company in attendance for the presen-
tation were Edward J. Hammer of McHenry, G. Bob Price of Silver
Spring, Maryland and Dharam V. Punwani of Chicago a represen-
tative of the Institute of Gas Technology (IGT).
During the presentation the representatives explained that
they had chosen to approach McHenry about co -sponsoring their new
method called Lanfilgas for several reasons. 1. McHenry was close
to their laboratories in Chicago. 2. Ed Hammer lives in McHenry and
was aware of the disposal problems in McHenry. 3. McHenry has one
of the highest concentration of septic systems in Northern Illinois.
The demonstration site would involve digging an area 50 x 50 x 35
foot deep. The area would be filled with solid waste during a two
week period of time and then sealed. The site would be monitored
for two years by representatives of GAS and IGT.
Following their presentation, a question and answer period
was held by Council members and members of the audience which in-
cluded several members of -the McHenry County Defenders Group.
Company representatives explained that they were making
this presentation to the Council in an effort to get a consensus of
opinion as to whether or not the Council would be interested in
having the company draw up an agreement with the City for co-sponsor-
ship of a demonstration site. Knox Park was mentioned as a possible
demonstration site but no definite determination had been made.
This would be presented in their formal agreement which would be
presented at a future meeting if the Council was interested.
Motion by Datz, seconded by Nolan, to instruct GAS, Inc. to
Sludge
draw up a formal agreement for future consideration by the Council.

Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to adjourn.
