WEDNESDAY, AUGUST 6, 1986 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, August 6, 1986 at 8 P.M. at City Council Mtg.
Hall. At roll call the following Aldermen were present: Bolger, Lieder, Attendance
McClatchey, Smith, Snell, Serritella. Absent: Nolan, Teta. City staff
in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park
Director Merkel, Chief Joyce.
Mayor Busse called to order a Public Hearing on improvement of
Route 31 and 120 over Boone Creek. The proposed improvement would public
eliminate seven parking spaces on the southside of Elm Street from Hearing
Richmond Road west. In attendance at the hearing were Harold Warren,
Kelly Thompson, Tom Uttich, Joseph Stanek and Chet Franke. Mayor Busse
asked if there were any written or oral comments to be presented by the
audience at this hearing. There was no response. He asked the City Street
Clerk if any oral or written comments had been received in the Clerk's Maintenance
Office. She replied that none had been recieved. A map depicting the
proposed improvement was posted on the bulletin board for everyones' &Repair
inspection. There being no comments from the audience or the Aldermen,
Mayor Busse adjourned the Public Hearing at 8:09 P.M.
Motion by Smith, seconded by Snell, to accept the minutes of the
July 30, 1986 Regular Meeting as presented.
Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell,
Serritella.
Voting Nay: None.
Absent: Nolan, Teta.

Motion by Snell, seconded by Serritella, to pass an ordinance
authorizing the elimination of seven parking stalls on the southside of Ordinance
Elm Street from Richmond Road west to 200 feet west of Third Street. Parking

Serritella.
Voting Nay: None.
Absent: Nolan, Teta.
Motion carried.
Motion by Lieder, seconded by Bolger, to approve the Landmark
Commission's Goals as presented and the Landmark Commission's proposed Landmark
budget as presented in the amount of $2,000. Commission

Serritella.
Voting Nay: None.
Absent: Nolan, Teta.
Motion carried.
Motion by McClatchey, seconded by Lieder, that the Council
designate the Zoning Board of Appeals and its members to serve as the Zoning
Zoning Commission with regard to a comprehensive amendment of the zoning Matters
ordinance and the zoning map of the City of McHenry.
Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell,
Serritella.
Voting Nay: None.
Absent: Nolan, Teta.

mendation of the Public Property Committee and hire Space Planned Public
Interiors of 5409 W. Sherman Drive, McHenry at a cost of $1,260 to Property
redesign the office space in the City Clerk's, Public Works and Park Purchases
Department Offices. & Repairs

Purchases- Motion by Smith, seconded by Snell, to authorize and approve the
Sewer Superintendent of Public Works request for replacement and repairs in the
Plant Wastewater Treatment Plant as follows: $8,078.40 for chains and
sprocketts, $2,815 for shafts and bearings and $1,635 for steel rails at
total of $12,528.40.
Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell,
Serritella.

Absent: Nolan, Teta.

Motion by Serritella, seconded by McClatchey, to authorize the
Improvements purchase and installation of sod in Weber's Park at a cost of $2,260.
Voting Aye: Lieder, McClatchey, Smith, Snell,
Serritella.
Voting Nay: Bolger.
Absent: Nolan, Teta.

Motion by Smith, seconded by Snell, to authorize and approve
Parks- issuance of picnic beer permits as presented.

Serritella.
Voting Nay: None.
Absent: Nolan, Teta.

Motion by Lieder, seconded by Snell, to pass an ordinance
Ordinances establishing a three-way stop intersection at Heritage and Winding Creek
Stop Sign Drives.

Serritella.
Voting Nay: None.
Absent: Nolan, Teta.
Motion carried.
Harold Warren of Warren Associates addressed the Council con-
cerning the issuance of revenue bonds to finance a new sewer treatment
pl ant.
Joseph Stanek addressed the Council and presented concerns
regarding construction and financing of the proposed new sewer treatment
plant facility.
Motion by McClatchey, seconded by Snell, to go into executive
Executive session at 9:20 P.M. for the purpose of discussing pending litigation and
Session property acquisition.
Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell,
Serritella.
Voting Nay: None.
Absent: Nolan, Teta.
Motion carried.
Motion by Smith, seconded by Snell, to go back into open session
at 10:33 P.M.

Motion by Bolger, seconded by Snell, to authorize and approve
Economic payment of $6,000 to the Economic Development Commission for the City's
Development share of the current. EDC fiscal year budget and to request that the
Commission Economic Development Commission present monthly or quarterly financial
breakdowns on expenditures of the Commission.
