The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, August 1, 1983 at 8:00 P.M. At roll call the following Aldermen were present: Bolger, Nolan, Busse, Date:, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Datz, seconded by Nolan, to accept the minutes of the July 18, 1983 regular meeting, and the minutes of the July 18, 1983 public hearing as presented. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella to deny the request of Charles Hollenbach for no parking signs in front of his residence at 4304 W. South Street. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Council Meeting Attendance Requests Misc. Motion by Bolger, seconded by Nolan to approve the resub- Subdivision division of the Michael McDonagh property on Green Street, subject of land to the ammendment of the owners certificate on the plat, and the addition of a special assessment certificate and surface water drain- age certificate on the final plat of the subdivision. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Frank Sweeney and Ronald Meurer, of the Lakeland Park Land Property Owners Association, appeared before the council to discuss Acquisitions a proposal for dissolution of their association with the property to be turned over to the City of McHenry. Motion by Bolger, seconded by Nolan to accept the principal of the Lakeland Park Property Owners Association proposal, subject to the final details being worked out with the Public Property Committee, and with final approval of the City Council. Voting Aye: Bolger, Nolan, Busse, Datz, Serritella. Voting Nay: McClatchey, Smith, Snell Absent: None. Motion carried. Motion by Busse, seconded by Nolan to authorize and approve thE! purchase of two portable radios, one for the use by the shop foreman, and the other for the use of Jim Wieser or Gary Gough of the water department at a price of $1,402.00 to be purchased from Radicom Inc. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Land Aquisitions Public Wks. Voting Aye: Bolger, Nolan, Busse, Datz. Voting Nay: McClatchey, Smith, Snell, Serritella. Absent: None. There being a tie vote, the Mayor cast an Aye vote and declared the motion carried. Motion by Snell, seconded by Serritella to authorize and approve granting of beer picnic permits as requested. Voting Aye: Busse, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: Bolger, Datz. Absent: None. Motion carried. Parks - Beerl Permits i Motion by Datz, seconded by Nolan to deny the request of Sidewalks Cunat Brothers general contractors for $1,360.00 to be used as the City's participation cost for construction of a sidewalk in front of the Cunat property on Lillian Street. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek called for a recess at 9:45 P.M. The Meeting reconvened at 9:54 P.M. with everyone still in attendance. The finance committee presented the proposed 1983-84 Levy Ordinance, with final approval to be given at a public hearing August 29, 1983. Motion by Smith, seconded by Datz to notify the developers of Martin Woods, that the Council would like to meet with them to consider the matter of reconstructing Martin Road as outlined in the Annexation Agreement for the Martin -Anderson property. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Nolan to ammend the Sol- icitation Ordinance Section 19 - 1C as proposed. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Datz to approve a block party on August 20 on Dartmoor, between Thornwood and Waters Edge. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Appropria- tion & Levy Ordinance Streets Agreements Ordinances Solicita- tions Block Parties Monday, August 1, 1983 page 3 Motion by Serritella, seconded by Snell to authorize and Park approve the purchase of one weed eater from George P. Freund and Son. Dept. "With payment to be made from the Park Developer's Donation Fund," Purchases at a cost of $400.00. Voting Aye: Bolger, Nolan, Busse, Datz, Smith, Snell, Serritella. Voting Nay: McClatchey. Absent: None. Motion carried. Mayor Stanek declared the week of August 21-27 as Smoke Declarations, DetE!ctors Awareness Week at the request of the McHenry Area Jaycees. Motion by Bolger, seconded by Smith to ammend the Municipal i CodE! Section 2 - 65, by adding the following additional paragraph: Ordinances all employees shall be appointed by the Mayor, with the consent of Employees the City Council provided, however, that the City Clerk shall appoint the various clerks and subordinates in the City Clerk's office. Voting Aye: Bolger, McClatchey, Smith, Snell, Serritella. Voting Nay: Nolan, Busse, Datz. Absent: None. Motiion carried. Motion by Smith, seconded by McClatchey to adjourn.
