WEDNESDAY, JULY 30, 1986 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, July 30, 1986 at 8 P.M. at City Hall. Council
At roll call the following Aldermen were present: Bolger, Nolan, Smith, Mtgs.-
Snell, Serritella, Teta. Absent: McClatchey, Lieder. City staff in Attendance
attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director
Merkel. Absent: Chief Joyce.
Motion by Bolger, seconded by Nolan, to accept the minutes of
the Regular Meeting of July 16, 1986 as presented.
Voting Aye: Bolger, Nolan, Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder, McClatchey.
Motion carried.
Mayor Busse presented resolutions to retiring librarians June Resolutions
Stuart and Avis Gans in appreciation of their many years of service to
the McHenry Public Library. He also introduced the new appointed head
librarian, Julia Johnas, and her assistant, Beth Nichols.
Motion by Bolger, seconded by Teta, to pass resolutions in
recognition of many years of library service to June Stuart and Avis Gans.
Voting Aye: Bolger, Nolan, Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder, McClatchey.
Motion carried.
Harold Warren, of Warren & Associates, presented a bond ordi-
nance for adoption by the City Council for 15,500,000 Water Works and
Sewage Revenue Bonds for construction of a new Southeast Sewer Plant for
the City of McHenry.
Motion by Bolger, seconded by Nolan, to pass an ordinance
authorizing and providing for the issuance of $5,500,000 Water Works and
Sewage Revenue Bonds, Series 1986 A, of the City of McHenry, McHenry
County, Illinois, for the purpose of refunding outstanding Water Works
and Sewage Revenue Bonds of said City and defraying the cost of improving
the combined Waterworks and Sewage System of said City, prescribing all
the details of said bonds, and providing for the collection, segregation
and distribution of the revenues of the combined waterworks and sewage
system of said City as presented.

Motion by Smith, seconded by Snell, to authorize the Superin-
tendent of Public Works to construct a replacement bridge over North
Drive at an approximate cost of $7,500,to be paid from Public Works funds.

Voting Nay: None.
Absent: Lieder, McClatchey.
Motion carried.
Superintendent Batt reported that seven bids had been received
for a dump truck/snow plow vehicle for the Public Works Department.

Bid Opening Motion by Teta, seconded by Nolan, to accept the recommendation
& Awarding of the Superintendent of Public Works and approve the low bid of Racine
Purchases- Truck & Equipment Co. in the amount of $45,377.15 to be paid from the
Public Wks. Revenue Sharing Fund.
Voting Aye: Bolger, Teta, Smith, Serritella, Mayor Busse.
Revenue Voting Nay: Snell, Bolger.

Mayor Busse called for a recess at 9:40 P.M. The meeting
reconvened at 9:47 P.M. with everyone still in attendance.
A bill from the McHenry Area Chamber of Commerce was presented
in the amount of $7,000 for Economic Development Commission reimbursement
for 1986. Following discussion it was decided to request an Economic
Development Commission updated financial statement for review by the
Alderman prior to taking any action.
Motion by Snell, seconded by Nolan, to authorize the issuance of
Parks- picnic beer permits as submitted.

Motion by Snell, seconded by Smith, to go into executive session

Bids- Superintendent Batt reported that six bids had been received for
Opening & a backhoe/wheel loader. It was his recommendation to accept the low bid
Awarding as presented.
Public Works
Purchases Motion by Snell, seconded by Serritella, to accept the low bid
of Reed Randle Tractors of Libertyville, Illinois for a backhoe/wheel
loader in the amount of $33,950.
Voting Aye: Bolger, Nolan, Smith, Snell, Serritella, Teta.

Motion by Bolger, seconded by Nolan, to authorize and approve a
salary of $4.00 per hour to Marguerite Koleno effective July 1, 1986 for Employees
her work as a temporary full time employee in the City Clerk's Office.
