MONDAY, JULY 21, 1980 8 P.M.
The Regular Meeting of the McHenry City Council was called to order by
Mayor Stanek at 8 P.M. on Monday, July 21, 1980. At roll call the following
aldermen were present: Harker, Datz, Wieser, Adams, Schooley, Meurer.
Absent: Nolan, Pepping. Also present were Clerk Gilpin, Attorney Narusis
and Police Chief Pasenelli. Supt. Meyer arrived at 8:15 P.M. and Park Director
Merkel at 9:30 P.M.
Motion by Schooley, seconded by Datz, to accept the minutes of the July 7,
1980 Public Hearing on the Appropriation Ordinance, the July 7, 1980 minutes
of the Regular Meeting and the minutes of the July 10, 1980 Public Hearing on
the cancelled Valleybrook Annexation Hearing as read.
Voting Aye: Harker, Datz, Wieser, Adams, Schooley, Meurer.
Voting Nay: None.
Absent: Pepping, Nolan.
Motion carried.
Mayor Stanek distributed checks to various local organization representa-
tives for monies which had previously been allocated from the Revenue Sharing
Fund as follows: McHenry County Senior Citizens-$6,000.00; McHenry Area
Rescue Squad - $5,000.00; McHenry County Youth Service Bureau-$2,500.00;
McHenry Alternative School-$2,500.00; McHenry County Historical Society-
$1,000.00.
Motion by Harker, seconded by Schooley, to concur with the recommendation
of the Zoning Board of Appeals and pass an ordinance granting a variation on
the building located at 1301 N. Richmond Road to permit the second and third
floors of the easterly portion of the building to be used as rental apartments
over office use on the first floor.and to publish the ordinance I.in pamphlet form.
Voting Aye: Harker, Datz, Adams, Schooley, Meurer, Stanek.
Voting Nay: None.
Not Voting: Wieser.
Absent: Nolan, Pepping.
Motion carried.
Motion by Datz, seconded by Adams, to set a hearing date for the recessed
Valleybrook Annexation Public Hearing to Wednesday, August 6, 1980 at 7:30
P.M.

Mayor Stanek gave a report on the City's proposal to apply for a grant
to assist in financing the development of a parking lot at the Chicago -Northwestern
railroad depot in McHenry.
Motion by Harker, seconded by Meurer, to pass a Resolution authorizing
the Division of Public Transportation to apply on behalf of the City of McHenry
to the U.S. Department of Transportation for a Grant to assist in financing the
implementation of the State of Illinois Public Transportation New Initiatives
Program for development of an exapanded parking lot at the Chicago -Northwestern
Railroad depot in McHenry.
Voting Aye: Harker, Datz, Wieser, Adams, Schooley, Muerer.,
Voting Nay: None.
Absent: Pepping, Nolan.
Motion carried.
Motion by Wieser, seconded by Schooley, to accept the recommendation
of the Street and Sidewalk Committee and proceed with replacement of the side-
walk on the south side of Main Street west of Front Street for 375 feet with the
City of cost. share 50% of the project; and also to regrade, rebuild, resurface
and widen Main Street for 375 feet from Front Street westbound at an estimated
cost of $12,000.00 with the entire cost to be borne by the city.
Voting Aye: Harker, Datz, Wieser, Adams, Schooley, Muerer.

Absent: Pepping, Nolan.

Supt. Meyer reported on the bid opening held Monday, July 21, 1980 at
2 P.M. for the 1980 summer street maintenance program. Two bids were received:
Peter Baker & Son of Lake Bluff - $149,954.00 and Curran Contracting Co. of
Crystal Lake - $145.129.00.
Motion by Schooley, seconded by Harker, to accept the low bid of Curran
Contracting Co. for $145,129.00 for the 1980 Summer Street Maintenance Project.

Absent: Pepping, Nolan.

Motion by Datz, seconded by Adams, to accept the June Clerk's report as
presented.

payment to Keno & Sons Construction Company for payment Estimate No. 8 in the
amount of $79,231.50 as recommended by Baxter & Woodman for the sewage treat-
ment plant addition.

Motion by Wieser, seconded by Datz, to authorize and approve
a merit raise to the one year level on the wage scale for Susan Christensen,
bookkeeper in the Clerk's office.

Absent: Pepping, Nolan.
Motion carried.
Motion by Datz, seconded by Schooley, to authorize and approve
purchase of a police professional liability policy from the Atlanta International
Insurance Company through Arthur J. Gallagher Company for $500,000 and $1,000,000
liability limits at an annual premium rate of $8,372.00.
Voting Aye: Harker, Datz, Adams, Meurer, Schooley, Wieser.

Absent: Pepping, Nolan.

Mayor Stanek called for a recess at 9:21 P.M. The meeting reconvened
at 9:38 P.M. with everyone still in attendance.
Motion by Schooley, seconded by Meurer, to ,pass a resolution
authorizing the Mayor and Clerk to file an application to the Illinois Depart-
ment of Transportation for a capital improvement grant to acquire funds to provide
for rehabilitation and expansion of the commuter parking facilities adjacent
to the Chicago Northwestern Railroad Depot in McHenry.

take pickup truck home nightly to be used for sewer lift operations.

Mayor Stanek read a letter of resignation from Mrs. Barbara Williams
of the McHenry Public Library Board. Mayor Stanek expressed thanks to her for
her previous years of service on that Board.
Motion by Meurer, seconded by Adams, to advertise for bids for the
Kno* Park Development project with bid opening Scheduled for August 7, 1980
at 4 P.M.

Motion by Schooley, seconded by Harker, to award a contract to
Wm. Tonyan & Sons for Main Street sidewalk reconstruction in the amount of
$11,364.00 and to award the contract for Main Street reconstruction to
Curran Contracting Co. in the amount of $12,000.00.

Motion by Adams, seconded by Wieser, to authorize a gift of $200.00
in memory of former city employee Ralph Wagner to his widow, Bernice Wagner,
in appreciation for his many years of loyal and dedicated service.
