HomeMy WebLinkAboutMinutes - 07/20/1992 - City CouncilSPECIAL FETING Monday, July 20, 1992 A Special Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, July 20, 1992 at 7:35 p.m. in the Municipal Center Council Chambers. At roll call the following Aldermen were present: Bolger, Donahue, Locke, Smith, Adams, Patterson. Absent: Lieder, Serritella. City Staff in attendance: Assistant to City Clerk Marth, City Administrator Peterson, City Attorney Narusis, Director of Building and Zoning Labaito. Absent: City Clerk Gilpin, Director of Public Works Batt, Park Director Merkel and Police Chief Joyce. The purpose of the meeting was to continue the Public Hearing deliberations on the Busch -Knox Annexation Petition, which was recessed June 3, 1992 to this date. Attorney Thomas Rupp who represented the Petitioners was present along with Thompson Dyke, Planning Consultant. The petition before the City Council concerned the annexation and zoning of sixty-nine acres of land located on the northeast and northwest corners of Bull Valley Road and South Green Street. The Mayor reported that at the June 3 hearing, reports from the Plan Commission and Zoning Board of Appeals were presented with no favorable recommendation being given by either. During the Public Input portion, Catherine Kasper, 206 Huntington Drive, representing the McHenry Public Library District (an adjacent property owner), addressed the Council stating that the Library District does not oppose the annexation and development of the land, but it does have concerns because the Petitioners' zoning requests do not seem to comply with the City's Comprehensive Plan Land Use Map. They believe that a firmer picture of land use should be in place prior to the rezoning of the property and respectfully request that the City Council accept the non -recommendations of the Plan Commission and Zoning Board of Appeals and deny the rezoning of the parcels at this time. The Mayor asked if anyone else wanted to speak on the Annexation Petition before the Council. There was no response. The Aldermen were asked at the June 3 meeting to forward their comments on the presented Concept Plan to the City Administrator, who in turn would convey them to the Petitioners. Wetlands) 16.5 24% 68.9 100% During discussion that followed, the following additional requests for modifications and/or changes were suggested by the Council: - Prefer no gas stations for the two parcels designated "C-3" on the Concept Plan; July 20, 1992 Page 2 - Limit the height of structures in "0" office classification. The City would probably include architectual review at time of construction for any non-residential use of the property; - Some felt the designation of "C-3" on the northeast corner (1.9 acres) was not really appropriate. Possibly a classification of "0" office with limited commercial uses would be acceptable. Also suggested was moving this Office/Commercial to the 2.5 acre Office/Commercial parcel on the northwest corner and not have commercial on the northeast corner. (Dyke stated that the "C-3" zoning uses for this parcel would be of a convenient nature and not large commercial uses); - Questions on maintenance of open space and designated "lakes" remained unanswered; - Would prefer single-family residential where Site Plan shows 10.2 acre "RM-1" Cluster -Condominiums. Concerns over high density of this designation were expressed because of the abutting single-family residential Green Valley subdivision. Petitioner was asked to provide figures on what the economic effect would be if this 10.2 acre parcel was developed as single-family residential. A single-family residential buffer zone adjoining Green Valley subdivision and possibly the rest of the parcel developed as "RA-1" was also suggested; Would like to see a park area closer to the residential area; Minimize the number of curb -cuts on Bull Valley Road; There being no further comments or suggestions, the Mayor called for a motion to recess to another date. Motion by Adams, seconded by Patterson, to recess the Public Hearing on the Busch/Knox Annexation Petition to Monday, August 24, 1992 at 7:30 p.m. Voting Aye: Locke, Donahue, Bolger, Patterson, Adams, Smith.
