The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, July 18, 1990 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Attorney Narusis, Clerk Gilpin, Chief Joyce, Building & Zoning Officer Halik. Absent: Director of Public Works Batt, Park Director Merkel. During the ten minute public input session, Bertha Bladden of 4715 Oak Drive, McHenry, addressed the Council and requested that the _ City get a better microphone system for Council meetings at the new building since it was hard to hear what the Aldermen were saying using the present speaker system. She also suggested that better communications were needed between the Council and the general public. She asked that all Zoning Board of Appeals minutes and Plan Commission minutes be given to the Library so that they would be on file for the general public to review. She especially asked that an aldermanic packet be made available to the library on Fridays before the regular Council meeting. Motion by Bolger, seconded by Serritella, to accept the minutes of the July 5, 1990 Regular Council Meeting as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting May: None. Absent: None. Motion carried. Kit Carstens of Prime Development Corporation, Project Manager for the new McHenry Municipal Center, presented a list of apparent low bidders to the Council for approval. He reviewed the list and made a recommendation that the Council approve the low bidder list and authorize the awarding of contracts to Mann Brothers for excavation, Joseph Frett for concrete, Mid States for structural pre -cast, Edwards Pre -cast for ornamental pre -cast, Charles Heelein for masonry and Jones and Brown for structural steel. Awarding these contracts now would permit work to begin immediately. Carstens will go out for price proposals in three categories as follows: Security specialties, elevators and architectural woodwork. He also suggested that the second low ,bidders in two categories be awarded the contract because the first low bidders did not meet bid specifications, in that they did not submit bid bonds or certified checks with their bids. Motion by Smith, seconded by McClatchey, to accept the second low bid for plumbing and award the contract to Althoff Industries because the first low bidder did not submit a bid bond or certified check with their bid proposal. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Serritella, to accept the second low bid for structural steel and award the contract to Jones and Brown because the first low bidder did not submit a certified check or bid bond with their bid proposal. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to accept the remainder of the apparent low bidders list as presented in the amounts shown totaling $3,645,422 for a 40,716 square foot building and to grant Prime Development the flexibility to work out the remaining items on building construction. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, July 18, 1990 Page 2 Harold Warren of Warren Associates, the City's Financial Consultant, informed the Council that $3,000,000 in General Obligation Bonds (Alternate Revenue Source) Series 1990, for the Municipal Building Project had been sold July 18, 1990 at the excellent interest rate of 6.70612 percent. He also reported that Moody Investment Service had upgraded the City of McHenry bond rating from A to A-1 which is an outstanding achievement for the City of McHenry. The low interest rate will save approximately $80,000 in interest costs over the life of the bonds. By upgrading the bond rating from A to A-1, approximately $55,000 in interest costs were saved. Motion by Patterson, seconded by Donahue, to accept the low bid of Griffin, Kubik, Stevens and Thompson, Inc. and McHenry State Bank for the sale of $3,000,000 in General Obligation Bonds (Alternate Revenue Source) Series 1990 for the Municipal Building project at an interest rate of 6.70612 percent as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Smith, to pass a supplemental ordinance providing for the issuance of $3,000,000 General Obligation Bonds, Series 1990, of the City of McHenry, Illinois, as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Donahue, to approve the request of the First United Methodist Church of McHenry to block off Center Street from Main Street to John Street on August 12, 1990 for a celebration marking the 1506 anniversary of the congregation. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Serritella, to pass an ordinance increasing the number of Class A liquor licenses by one and to authorize the Mayor to issue that Class A liquor license to Dean Archos doing business as Bimbo's Bar and Grill at 1318 N. Riverside Drive contingent upon proper completion of the application form. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Teta, to pass an ordinance making the annual appropriation for fiscal year 1990-91 in the amount of $29,280,000 as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Discussion on a leaf waste drop-off site was deferred until the next meeting. Motion by Smith, seconded by Patterson, to approve the June Treasurer's Report as presented. Motion by McClatchey, seconded by Patterson, to authorize and approve payment to the Music Performance Trust Fund for summer band concerts at a cost of $3,190 to be paid from the Band Fund. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to authorize and approve issuance of the picnic beer permits as presented. Motion by Bolger, seconded by Smith, to concur with the recommendation of the Finance Committee and enter into a five year agreement with Nelson Electronics, Inc. for maintenance of the Police Alarm Board and to authorize an increase in fees payable to the City for both resident and non-resident users from $1 to $5 per month effective July 1, 1990. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Teta, to concur with the recommendation of the Finance Committee and pass an ordinance amending Section II-204 authorizing payment to the Zoning Board of Appeals and Plan Commission as follows: $20 per meeting for members and $30 per meeting for chairmen,effective May 1, 1990. Voting Aye: Bolger, Donahue, Teta, Smith, Patterson, Serritella. Voting Nay: Lieder, McClatchey. Absent: None. Motion carried. Motion by McClatchey, seconded by Patterson, to concur with the recommendation of the Finance Committee and approve the Chief of Police's attendance at the International Association of Chief's Conference in Tulsa Oklahoma on October 6 - 11, 1990. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Patterson, to concur with the recommendation of the Finance Committee and approve membership into the McHenry County Historical Society for a fee of $500 per year. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Lieder reported on the July 12, 1990 Special Meeting which was held to discuss developer donation fees with the school, library and fire protection districts and with developers. He requested that a meeting be set up within the next 30 days to finalize the Council's recommendations for the developer donation ordinance. Wednesday, July 18, 1990 Page 7 Motion by Patterson, seconded by Smith, to authorize and approve payment to the McHenry State Bank for the following bond interest: City of McHenry General Obligation Bond Series 1982 - Interest $4,987.50, Bank Fee $25 - Total $5,012.50; and for the City of McHenry Special Service General Obligation Bonds, Series September 1, 1982, for interest in the amount of $20,220, Bank Fee $25 - Total $20,245. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Serritella, to instruct the City Clerk to make Aldermanic packets available to the Library prior to Council Meeting nights. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by McClatchey, to draft an ordinance establishing a stop sign at the corner of Flower and Home Avenues in Lakeland Park. Motion by Lieder, seconded by Bolger, to table the motion. Voting Aye: Bolger, Donahue, Lieder, Smith, McClatchey, Serritella. Voting Nay: Teta, Patterson. Absent: None. Motion carried.
