HomeMy WebLinkAboutMinutes - 07/17/1991 - City CouncilREGULAR MEETING JULY 17. 1991 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, July 17, 1991 at 8:00 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Locke, Smith, Patterson, Adams, Serritella. Absent: None. City Staff in attendance were: City Clerk Gilpin, City Administrator Peterson, Director of Building and Zoning Halik, Police Chief Joyce. Absent: Attorney Narusis, Director of Public Works Batt, and Director of Parks and Recreation Merkel. During the Ten Minute Public Input Session, Jerry Benes of 200 Windridge Drive, McHenry addressed the Council concerning 911 Emergency Telephone Service. He felt that since the City of McHenry would not be using Centralized 911 service, the 500 monthly charge should be refunded or cut in half. Page 4 Motion by Donahue, seconded by Locke, to notify Columbia College that the City of McHenry will pay $258.00 for investigator William Brogan's tuition fee for a Psychology class to complete his Bachelor of Arts Degree in Criminal Justice. Motion by Adams, seconded by Patterson, to authorize the City Attorney to draft an ordinance prohibiting skateboarding on the sidewalks in business districts as defined on the map as proposed by the City Administrator, and to also extend the prohibited area along Elm Street to Meadow, and include Industrial Drive to Orleans Drive. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The next agenda item was the awarding of a contract for Police Department Communications equipment. Motion by Locke, seconded by Serritella, to table discussion on the Police Communications bids. Voting Aye: Bolger, Donahue, Locke, Serritella. Voting Nay: Lieder, Smith, Adams, Patterson. There being a tie vote, Mayor Busse cast a "Nay" vote and declared the motion did not carry. City Adminstrator Peterson reported that in connection with the City's move to the new facilities, and to replace police equipment which is nearing the end of its projected useful life (equipment is 17 years old), specifications were developed and proposals solicited for communications equipment. Bids were opened on Friday, July 12, 1991 with two bidders submitting proposals: Motorola Corporation and Radicom. Chief Joyce and Peterson reviewed the bids, spoke to consultants, and contacted references about each bid and bidder. Based upon their extensive review, it was the recommendation of the Chief and Administrator that a contract be awarded to Radicom, the low bidder, in the amount of $122,047.31 with the antenna for the system to be installed at the Northwest Corner of the Municipal Center building. It was also their recommendation that a change order be issued later authorizing the $4,500.00 cabinet deduction from the original bid. It was not recommended that the existing 60' antenna tower be reused at the new facility and that 20 feet extra be added to that tower. Bidders in attendance who answered questions of the Aldermen were Phil Bartman of Radicom and John Jarden of Motorola. Motion by Bolger, seconded by Adams, to award the bid for the Police Communications Equipment to Radicom in the amount of $122,047.31, with the antenna to be installed at the Northwest Corner of the Municipal Center building; to authorize the Mayor to execute the contract and that no maintenance agreement be considered at this time. Motion by Bolger, seconded by Serritella, to approve the transfer of a Class "A" Liquor License from Rose Brendel d/b/a Asiago Bistro at 3311 W. Elm Street to Aldon Marciniak for a new bar to be named Cheerleaders Bar and Grill, Inc. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Voting Nay: None. Absent: None. Motion carried. July 17, 1991 Page 6 Alderman Bolger, Chairman of the Public Works Committee, scheduled a Public Works Committee Meeting for Wednesday, July 24, 1991 at 7:30 P.M. in the Council Chambers, to continue discussion of the Public Works Committee Meeting held July 2. Motion by Smith, seconded by Locke, to approve the request of Dobyn's House Restaurant for renewal of a permit issued last Fall for a trial run of horse-drawn carriage rides at 1202 N. Riverside Drive. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. City Administrator Peterson announced that the move to the Municipal Center would be delayed from July 26 to August 9, due to the inability of the furniture company to deliver necessary desks and chairs to the new building. Motion by Serritella, seconded by Patterson, to approve the request of Mrs. Kim Minor of 5308 Shore Drive for a block party to be held August 10, 1991 from 3:00 to 9:00 P.M. at the corner of Brittany and Sherman Drives. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to approve the issuance of the picnic beer permits as presented. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Serritella requested that no City Council meetings be held next year during Fiesta Days week so that Aldermen could attend the festivities which promote the City and the Chamber. Motion by Smith, seconded by Adams, to adjourn. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The Meeting adjourned at 10:27 P.M.
