MONDAY, JULY 16, 1984 8:00 P.M.
The Regular Meeting of the City Council was called to order by
Mayor Stanek on Monday, July 16, 1984 at 8:13 P.M. in city hall. At roll
call the following Aldermen were present: Bolger, Busse, McClatchey, Nolan,
Smith, Snell, Serritella. Absent: Datz. City staff in attendance were
Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park
Director Merkel.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the July 2, 1984 Regular Meeting as presented.
Voting Aye: Bolger, Busse, McClatchey, Nolan, Smith, Snell,
Serritella.
Voting Nay: None.
Absent: Datz.

Attorney Jeff Ladd, representing NIMED Corporation, addressed
the Council regarding approval of Water & Sewer Recapture Agreements for
extension of the sewer & water lines to the new hospital site.
Motion by Smith, seconded by Busse, to

Michael Wieser, representing Pioneer Center, addressed the Council Requests &
to request permission to use Petersen Park on Sunday, July 29, 1984 for the Fiesta Days
purpose of presenting the Franzen Bros. Circus to benefit Pioneer Center.
Motion by Nolan, seconded by Serritella, to grant the request for
use of Petersen Park for a circus and to waive the required fees.

Serritella.

Richard Svihlik, Assistant Director of McHenry City ESDA, requested
the purchase of a portable radio for use by the Director of ESDA.
Motion by Bolger, seconded by Nolan, to authorize and approve the
purchase of one portable radio for the ESDA Director at a cost of approxi-
mately $599.00.
Voting Aye: Bolger, Busse, McClatchey, Nolan, Smith, Snell,
Serritella.

John Bobbe of Pioneer Center addressed the Council concerning
possible use of one of the buildings in McHenry Shores, formally owned by
the village, as a housing unit for developmentally disabled persons.
Motion by McClatchey, seconded by Smith, to authorize the Building
and Zoning Committee to pursue the request of Pioneer Center and authorize
an expenditure of up to $300 to have a review done of the septic system on
the Lon Reed Center on Beach Drive in McHenry Shores subdivision.

Parks-Misc. Park Director Merkel presented a proposal from Anzinger & Son
Failed Mot. Excavating regarding the excavation of a one acre pond in Knox Park.
Motion by Nolan, seconded by Bolger, to authorize and accept
the proposal of Anzinger & Son to excavate a one acre pond in Knox Park
at a cost of $24,950.00 which included the hauling of approximately
4,000 yards to a site in the southern section of Knox Park, with the
money to be paid from the Developer Donation Fund.
Voting Aye: Bolger, Nolan, Busse, Stanek.
Voting Nay: McClatchey, Smith, Snell, Serritella.
Absent: Datz.
There being a tie vote, the motion did not carry.
Mosquito Greg Ignarski of Clark Outdoor Spraying addressed the Council
Abatement & concerning mosquito spraying in Knox, Petersen and Pearl Street Parks for
Fiesta Days the Fiesta Day activities. It was a concensus of opinion that a barrier
should be put down in Knox Park and Petersen Park and lightly spraying
should be done for activities held in Knox, Petersen and Pearl Street
Parks for the Fiesta Day events.
Mayor Stanek called for a recess at 9:45 P.M. Meeting reconvened
at 10:00 P.M. with everyone still in attendance.
Public Prpty. Notion by Bolger, seconded by Nolan, to authorize and approve the
Purchases proposal of Roewer Roofing Co. to put a layer of silver emulsion on the
Repairs roof at city hall at a cost of $350.00 and to authorize and approve payment
to Roewer Roofing for roofing work done on the city garage in the amount of
$728.55 and $90.25 as presented.
Voting Aye: Bolger, Busse, McClatchey, Nolan, Smith, Snell,
Serritella.

Ordinances Motion by McClatchey, seconded by Nolan, to pass an ordinance
& Bldg. prohibiting sump pump discharges being installed through city curbs onto
Code Amend. city streets unless a variation is granted by the City Council.
Voting Aye: Bolger, Busse, McClatchey, Nolan, Smith, Snell,
Serritella.
Voting Nay: None.
Absent: Datz.

2 lots in
Bid Opening Bids were opened for sale of/orchard Heights and a lot at Royal
& Sale of Terrace Nursing Home. One bid was received regarding the lot near Royal
City Prop. Terrace Nursing Home and no bids were received for the Orchard Heights
Lots. The one bid for the lot near Royal Terrace Nursing Home was sub-
mitted by Bert Minor, owner of Royal Terrace Nursing Home, who submitted
a bid of $3,500.00 for the lot.
Bid Opening Motion by Smith, seconded by Nolan, to refuse the bid offer of
& Sale of Bert Minor for that part of Lot C which 'was the lot for sale near the
City Prop. nursing home because the Council did not feel the bid was high enough.
Voting Aye: Busse, McClatchey, Nolan, Smith, Snell, Serritella.
Voting Nay: Bolger.
Absent: Datz.

The 1984 Summer Street Maintenance Program was presented for
acceptance by Superintendent Halvensleben.
Street Motion by Smith, seconded by Serritella, to accept the 1984
Maint. Summer Street Maintenance Program as presented with changes as proposed
Repairs during Council discussion.

Serritella.

for the Vacation Bible School which is to be held in the Lakeland Park Area
on Friday, July 27, 1984.
