The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, July 12, 1989 at 8:00 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Teta, Smith, Patterson, Serritella. Absent: Lieder, McClatchey. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Assistant to City Clerk Marth, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas, Director of Development Greenwood, Building and Zoning Enforcement Officer Halik. The Mayor asked if anyone from the audience had signed in to make a public statement or comment. There being no response, the Mayor proceeded with the next Agenda item. Motion by Bolger, seconded by Donahue, to approve the minutes of the June 22, 1989 Special Meeting as presented. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Alderman Teta presented a $500 Grant donation from his employer, Allstate Insurance, to Alice Howenstine for the McHenry County Defenders Recycling Program in McHenry. This donation was given because of Allstate's commitment to support local communities non-profit organizations where Allstate employees volunteer their time and support. Ms. Howenstine expressed her gratitude and thanks to Allstate and to Alderman Teta for volunteering his time and efforts at the Recycling Center in McHenry. Attorney Tom Zanck, representing Amoco Oil Co. in their annexation proceedings appeared before the Council, and requested a continuance of the hearing to another date certain in light of the two Council members being absent. Mr. Zanck felt that because of the time and effort expended by everyone on the matter, a full Council should be present to vote on the annexation. Motion by Bolger, seconded by Smith, to grant Mr. Zanck's request and continue the Amoco Annexation hearing to August 2, 1989. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Motion by Patterson, seconded by Serritella, to proceed to bid on three new dump trucks, snow plows and material spreaders (two replacement trucks and one additional truck) as presented by Director of Public Works Batt. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Motion by Teta, seconded by Donahue, to pass an ordinance as presented amending Section VIC6C of the Subdivision Control Ordinance by adding wording on monument setting to the Surveyor's Certificate on final plats per Recorder of Deeds requirement. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Motion by Bolger, seconded by Patterson, to grant the request of William Tonyan and Sons and supply a copy of our topographical survey of Tonyan Industrial Park area at no cost to Tonyan for their use in extending sanitary sewer lines throughout the Industrial Park Motion by Smith, seconded by Serritella, to amend the foregoing motion to include any and all future developers' requests for copies of our topographical surveys to be given at no cost. Voting Aye: Serritella, Smith. Voting Nay: Teta, Donahue, Bolger, Patterson. Absent: Lieder, McClatchey. Motion failed. Mayor Busse stated that he received a request from the McHenry County Land Savers, a group that encourages recycling, to use the City Council room for an area meeting during August 14 - 18. Since the Council was being used that week except for Tuesday, August 15, 1989 the Mayor asked the Council if there were any objections in allowing the group to use the Council Room on August 14, 1989. There were no objections. Mayor Busse announced that there would be a Special City Council joint meeting with the Plan Commission and John Gann on July 31 at 7:30 P.M. regarding the downtown redevelopment portion of the Comprehensive Plan update. Alderman Bolger scheduled a Utilities Meeting for July 26, 1989 at 8:00 P.M. for the purpose of making a recommendation to the Council on the request of a Lakeland Park resident for the City to waive the hook -on and Capital Development Fces upon his connection to the City Water system and another resident's request for payment of an excavating bill for a reoccuring sewer service line problem. Motion by Patterson, seconded by Donahue, to approve Public Works Director Batt's recommendation and proceed with the bidding process on the repairs and modifications of the Millstream pumping station. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Alderman Teta announced a Building and Zoning Committee meeting for July 19, 1989 at 7:00 P.M. to discuss an elevator ordinance and some zoning questions per Building and Zoning Officer Halik's request. Motion by Smith, seconded by Patterson, to approve the picnic beer permits as presented. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried. Motion by Teta, seconded by Smith, to go into executive session at 9:10 P.M. for discussion on property acquisition and pending litigation. Motion carried. Mayor Busse reminded the Aldermen of the Committee Meeting of the Whole on Monday, July 17, 1989 regarding the possibility of Country Club City residents connection to City water. Motion by Smith, seconded by Teta, to adjourn. Voting Aye: Bolger, Donahue, Patterson, Serritella, Smith, Teta. Voting Nay: None. Absent: Lieder, McClatchey. Motion carried.
