THURSDAY, JULY 5, 1990
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Thursday, July 5, 1990 at B P.M. at City Hall.
At roll call the following Aldermen were present: Bolger, Donahue,
Lieder, Teta, McClatchey, Patterson, Serritella. Absent: Smith. City
staff in attendance were Director of Public Works Batt, Attorney Narusis,
Clerk Gilpin, Chief Joyce. Absent: Park Director Merkel, Building &
Zoning Officer Halik.
A Public Hearing on the 1990-91 proposed Appropriation Ordinance
was called to order by Mayor Busse. State Statutes require that the
annual Appropriation Ordinance must be passed during the first quarter of
the fiscal year which is prior to August 1, 1990. The City Council must
make available for public inspection the proposed Appropriation Ordinance
not less than 10 days prior to adoption and shall hold at least one
Public Hearing on the proposed ordinance. Notice of this Public Hearing
was published in the Northwest Herald Newspaper on June 20, 1990.
adoption of the 1990-91 Annual Appropriation Ordinance is scheduled for
July 18, 1990. Any comments or changes can be made to the Appropriation
Ordinance prior to that July 18, 1990 date. The proposed Appropriation
Ordinance as submitted totaled $29,424,000. Following a short discussion
Mayor Busse announced that if anyone wanted to present changes in the
Appropriation Ordinance as presented, they should be made at or prior to
the July 18, 1990 meeting. The Public Hearing was adjourned at 8:16 P.M.
During the 10 minutes public input session, Margaret Marchi
invited members of the City Council to attend a National Yard Tour to
view city lots in Milwaukee where native plants are used. The tour is
sponsored by the Wild Life Preservation and Propagation Committee, a
division of the McHenry County Defenders. The tour will take place on
Saturday, July 28, 1990.
Motion by Teta, seconded by Serritella, to approve the minutes
of the June 27, 1990 Regular Meeting as amended.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Four bids were received for park playground improvements and
equipment installation. Specifications for these improvements were
prepared by the Park Department staff and Smith Engineering. It was the
recommendation of Smith Engineering and the Park Department to award the
contract for park playground improvements and installation to the low
bidder, William Tonyan and Sons of McHenry in the amount of $32,681 as
presented.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Mayor Busse announced that at the July 11, 1990 Council Meeting
discussion would be held on the update of the comprehensive plan and the
recommendations made by the Plan Commission.
Motion by Lieder, seconded by Teta, to schedule a Special
Meeting for Thursday, July 12, 1990 at 7:30 P.M. in the McHenry Township
Fire Protection District Fire House at 3610 W. Elm Street to discuss
Developer Donation fees.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Chairman Lieder of the Finance Committee requested that notice
be sent to the Elementary, High School, Library District, Fire District
and developers so they may attend and present their input.
A Finance Committee Meeting was scheduled for Wednesday, July
11, 1990 at 7:00 p.m. in the conference room to discuss hookup fees to
the Police Alarm Board, Commission salary increases and membership in the
McHenry County Historical Society.

Motion by McClatchey, seconded by Lieder, to pass a resolution
for the partial closing of Route 120 for the Fiesta Day Parade on Sunday,
July 22, 1990 as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Motion by Lieder, seconded by Patterson, to go into executive
session at 9:00 P.M. to discuss personnel.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Motion by Lieder, seconded by Bolger, to go back into open session
at 10:23 P.M.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Motion by Bolger, seconded by McClatchey, to pass an ordinance
creating the position of City Administrator and to authorize the hiring
of Gerald Peterson to fill the position of City Administrator.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson, Serritella.
Voting Nay:- None.
Absent: Smith.
Motion carried. -
Motion by Teta, seconded by McClatchey, the employee benefit
package proposal for the City Administrator as discussed which outlined
the salary, vacation, car allowance, moving expense, written agreement,
term, termination, severance pay provisions and performance evaluation,
as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta,
McClatchey, Patterson.
Voting Nay: None.
Absent: Smith.
Abstained: Serritella.
Motion carried.
Motion by McClatchey, seconded by Patterson, to adjourn.
