WEDNESDAY, JULY 2, 1986 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, July 2, 1986 at 8:00 P.M. in city hall. At Council
roll call the following Aldermen were present: Bolger, Nolan, Teta, Meeting
Lieder, McClatchey, Smith, Snell, Serritella. Absent: None. City staff Attendance
in attendance were Superintendent Batt, Attorney Narusis, Clerk Gilpin,
Chief Joyce. Absent: Park Director Merkel.
Motion by Bolger, seconded by Nolan, to accept the minutes of
the June 4, 1986 and June 11, 1986 Regular Meetings as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to concur with the Recapture
recommendation of Baxter & Woodman and approve the amounts for recapture Agreements
for Cunat Brothers on A.M. Kaufman's subdivision for total recapture
from Lot 1 at $11,183.11 and future recapture from Lots 3 - 9 at Agreements
$ 888.11 each subject to final approval of the recapture agreement as
reviewed by Attorney Narusis.

Motion by Bolger, seconded by Nolan, to authorize the Super- Bid
intendent of Public Works to advertise for bids on the purchase of a Authoriza-
backhoe/loader and a dump truck/snow plow as presented. tions

Motion by Smith, seconded by Serritella, to authorize the reduc-
tion in the irrevocable Letter of Credit from Tyshenko Inc. from Letter of
$258,785.85 to $146,215.86 as recommended by Baxter & Woodman, provided Credit
that the amount of the Letter of Credit was 125 percent of municipal
improvements for road, curb, gutter, sewer and water installation.

Motion by Bolger, seconded by Nolan, to accept the gift of the
dredge from the McCullom Lake Conservation Club provided it is in good
operating condition and with the understanding that there are no strings
attached to acceptance of the dredge.

Smith, Snell, Serritella, Teta.

Mayor Busse announced the appointment of Debra Wilson of 3505 W.
Vine Street, McHenry, as a Junior Clerk in the Police Department.
Motion by Bolger, seconded by Nolan, to approve the Mayor's
appointment of Debra Wilson for a Junior Clerk in the Police Department
at a salary of Grade 2, minimim step.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse announced the appointment of John Zabor as the new
Building and Zoning Enforcement Officer at a starting salary of $27,000.

Alderman Teta, Chairman of the Building and Zoning Committee,
reported on a recent Committee Meeting held June 16, 1986 to discuss the
proposed Housing Maintenance Ordinance and the Platting of Small
Subdivisions under the Subdivision Control Ordinance.
Ordinances Motion by Teta, seconded by Serritella, to adopt the Housing
Maintenance and Occupancy Code Ordinance as presented.

Smith, Snell, Serritella, Teta.
Voting Nay: None.

Motion by Lieder, seconded by Nolan, to pass an ordinance
waiving certain subdivision procedures for platting of small subdivisions
Ordinances under the Subdivision Control Ordinance as presented.

Purchases- Motion by Bolger, seconded by Nolan, to authorize the Super -
Water Dept. intendent to purchase doors for Well House No. 2 & 3 in the amount of
$681.97.

Smith, Snell, Serritella, Teta.

Motion carried.
Contracts Motion by Lieder, seconded by Bolger, to authorize the Super-
intendent to use his discretion in contracting with someone to do the
mowing of weeds for the City.

Smith, Snell, Serritella, Teta.

Street Motion by Bolger, seconded by Smith, to participate with McHenry
Maint. & Township Road District for resurfacing of McCullom Lake Road which lies
Repair within the City limits at a cost of $20,993.40 providing the resurfacing
is MFT eligible.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Superintendent Batt reported that replacement of the North Drive
bridge would cost approximately $7,500.
Motion by Lieder, seconded by Nolan, to defer action on this
Bridges matter until it is determined if bridge replacement costs are MFT
eligible.

request of Modine Manufacturing Co. to have a small petting zoo for
children at their annual picnic in Petersen Park.
