MONDAY, JULY 2, 1984 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, July 2, 1984 at 8:00 P.M. in city hall.
At roll call the following Aldermen were present: Bolger, Nolan, Busse
Datz, McClatchey, Snell, Serritella. Absent: Smith. City staff in
attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief
Pasenelli, Park Director Merkel. Plan Commission members in attendance
were Lynne Donarski, Dick Hoover, Bob Mortell, Earl Osmon, Tom Uttich
and Bill Wilson.
Motion by Snell, seconded by McClatchey, to accept the minutes
of the June 18, 1984 Regular Meeting as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Serritella,
Snell.
Voting Nay: None.
Absent: Smith.
Motion carried.
Land Developers Howard Orleans & Mil fred Towne addressed the
Council and submitted a proposal for modification of some of the City
standards required in their industrial subdivision located west of the
railroad tracks in McHenry Lakes Estates Subdivision. The proposal
listed ten specific items for consideration. Since the final plat of
the industrial subdivision had not, been approved as yet by the Plan
Commission, no action was taken.
Motion by Bolger, seconded by Nolan, to indicate to Towne and
Orleans that the Council would have an affirmative consensus of opinion
on the proposal as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Serritella,
Snell.
Voting Nay: None.
Absent: Smith.

Mayor Stanek announced the following reappointments to the Library
Board: Karen Kent and Marion Olsen with terms to expire July 1, 1987.
Motion by Nolan, seconded by Bolger, to approve the Mayor's
appointments as presented.

Snell.
Voting Nay: None.
Absent: Smith.

Motion by Snell, seconded by Serritella, to authorize and approve
the issuance of picnic beer permits as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Serritella,
Snell.
Voting Nay: None.

Motion carried.
Motion by Busse, seconded by Nolan, to pass an ordinance amending
the wage and benefit schedule as presented.

Snell.

Motion by Busse, seconded by Bolger, to instruct the City Attorney
to prepare and file a petition with the Zoning Board of Appeals to amend the
Zoning Ordinance regarding Off Street Parking (Article XVI) as recommended
by the Building & Zoning Committee.

Snell.

Zoning Ord. & Motion by Busse, seconded by Nolan, to instruct the City
Zoning Board Attorney to prepare and file a petition. with the Zoning Board of
Of �ppeals Appeals to amend the Zoning Ordinance (Article XX) regarding
special off street parking relief for premises existing prior to
11-5-51 as recommended by the Building & Zoning Committee.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Serritella, Snell.

Motion by Busse, seconded by Snell, to instruct the City
Attorney to prepare and file a petition with the Zoning Board of
Appeals amending the Zoning Ordinance to include requirements for
issuance of occupancy certificates.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Serritella, Snell.

Alderman Busse, Chairman of the Building & Zoning Committee
reported that at their recent committee meeting lengthy discussion
had been held concerning the proposed construction of smaller homes
with modular construction in McHenry Shores. Developer John Fuhler
was present at the committee meeting and was also present at this
City Council meeting. Mr. Fuhler reported that it was his intention
to build homes in the area and sell lots with a variety of modular
homes installed with two car garages, gutters and other improvements.
His intention was to build quality homes on these locations. Aldermen
in attendance at the committee meeting had concerns with the customary
open wall inspection requirement that is required by city codes. The
committee discussed the possibility of recommending to the Council that
Mr. Fuhler be allowed two additional building permits for construction
of two 1,130 square foot modular homes with two car garages and other
improvements. These permits would not. require local open wall inspec-
tion but rather carry the state inspection seal. After evaluation of
these homes perhaps an amendment in the case of modular homes would be
in order.
Hodular Motion by Snell, seconded by Busse, to authorize the issuance

Motion by McClatchey, seconded by Snell, to grant the
Grant Misc. request of the Baptist Church on Front: Street to have the City mow
their property since their lawn mowers have broken down, the property
to be mowed at no charge.
Voting Aye: Bolger, Nolan, Serritella, Snell, McClatchey.
Voting Nay: Busse, Datz.
Absent: Smith.
Motion carried.
Sign Permits Motion by Busse, seconded by Datz, to deny the sign varia-
& tion request by Sheldon F. Good & Co. and authorize the removal of
Variances the sign from the property located at 3603 W. Elm Street immediately.
Voting Aye: Nolan, Serritella, Snell, McClatchey, Busse, Datz.
Voting Nay: Bolger.
Absent: Smith.
Motion carried.
Mayor Stanek called for a recess at 9:20 P.M. The meeting
reconvened at 9:35 P.M. with everyone still in attendance.
Motion by Serritella, seconded by Nolan, to authorize that no
Mosquito spraying be done for adulticiding in the parks unless it is determined
Abatement by the Mayor that the mosquito problem needs attention for Fiesta Day
events and in that case the Mayor should contact the Aldermen and in-
form them that the problem was serious enough to require adulticiding
in specific locations.

Motion by Busse, seconded by Nolan, to approve the Mayor's
recommendation and authorize the hiring of Gerald Brodin as an employee
in the Public Works Department.

Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Motion by Busse, seconded by Bolger, that a permit fee be
established for inspection of utility sheds at the following rate: $10.00
minimum for sheds 100 square feet or less plus 10� for each additional
square foot greater than 100 square feet,effective immediately.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Snell,
Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Alderman Busse also suggested that the fence requirement for
swimming pools should be reviewed by the Aldermen for further considera-
tion at future meetings.
Motion by Datz, seconded by Busse, to authorize and approve
cost sharing with the residents on Hampton Court for sidewalk installa-
tion and replacement.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Snell,
Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Motion by Nolan, seconded by McClatchey, to pass an ordinance
authorizing the installation of stop signs in the area of Lawrence Drive
and Medical Center Drive.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Snell,
Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
It was the consensus of opinion that street signs along Route 31
be depicted as South Route 31 and Front Street within the City limits.
Motion by Nolan, seconded by Bolger, to advertise for bids for
installation of Well No. 7 and associated buildings.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Snell,
Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
City Clerk Gilpin reported that three price proposals had
been received for copiers for the City Clerk's Department as follows:
Sharp $5,995.00; Xerox $8,615.00; Royal $5,740.00.
Motion by Bolger, seconded by Nolan, to authorize the purchase
of a Royal Copier at the low price proposal of $5,740.00.

Serritella.
Voting Nay: None.
Absent: Smith.
Motion carried.
Mayor Stanek announced that the July 19th City Band Concert
would be sponsored by Royal Terrace Nursing Home and the July 26th Band
Concert would be sponsored by the First National Bank of McHenry. He
expressed thanks to both these organizations for their generosity and
their spirit of community service.
