The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 29, 1988 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Absent: McClatchey. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas. Motion by Lieder, seconded by Nolan, to approve the minutes of the Wednesday, June 8, 1988 Special Meeting, the Monday, June 13, 1988 Special Meeting, the Wednesday, June 15, 1988 Regular Meeting and the Wednesday, June 15, 1988 Board of Local Improvements Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Council Mtg. Attend. Landmark Plaque No. 10 was presented to Dennis and Jesse Smith for their home at 3712 W. Main Street. Nancy Fike, Chairman of the Landmark Commission, outlined the history of the house and commended the Landmark Smiths for their detailed work in investigating the historic ancestry of Comm. the house. Les Swieka of IDOT addressed the Council concerning proposed traffic improvements on Green and Elm Street from Richmond Road to Green Street. The proposed plan would call for elimination of parking along Street Maint Elm Street from Richmond Road to east of Green Street. The installation of a left turning lane in this section of highway would be done at the same time the Boone Creek Bridge would be replaced by the State in the summer of 1990. Council members were instructed to study the plan and view the intersection so that a decision could be made and IDOT could he informed of the Council's wishes on this construction project. Motion by Smith, seconded by Serritella, to award the 1988 Summer Street Program to low bidder Peter Baker & amount of $134,850.20 as recommended by Baxter & Woodman. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. the bid for B Son in theid Awards Motion by Patterson, seconded by Serritella, to authorize the Superintendent of Public Works to establish extra parking spaces on Riverside Drive and Pearl Street in the business areas. to alleviate the shortage of parking spaces in that area. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Street Maint Auth. Parking Regs. & Lots Motion by Serritella, seconded by Lieder, to authorize and approve the purchase of two moving/stationary radar units 'from Decatur Purchases - Hunter Company in the amount of $995 each as recommended by the Police Dept Purchasing Committee. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Serritella, seconded by Paterson, to authorize and approve the purchase of a replacement pump for the Knox Park Swimming Purchases - Pool from Rock Valley Pump Company in the amount of $2,550 as recommended Park Dept. by the Purchasing Committee. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Nolan, to proceed with Baxter & Woodman's recommendation to repair the pump at Well No. 6 for either $8,956 or $20,531 depending on the degree of repair work necessary. Wednesday, June 29, 1988 Paqe 2 Water Dept. Motion by Bolger, seconded by Teta, to amend the motion by Improv. authorizing the Superintendent of Public Works to select whatever company he feels could get the job done in the best and fastest manner. Voting on the amendment: Voting Aye: Bolger, Nolan, Lieder, Teta Patterson, Serritella. Voting Nay: Smith. Absent: McClatchey. Motion carried. Motion by Teta, seconded by Lieder, to authorize the Leaf Superintendent of Public Works to purchase 75,000 leaf bags from Pickup Inlander Stiedler Company in the amount of $8,568 and purchase processing and storage from Pioneer Center in the amount of $1,248 in preparation for the 1988 Fall Leaf Program. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Sidewalks Motion by Smith, seconded by Nolan, to authorize the expenditure of $1,420 from the General Fund as a cost sharing program with the First United Methodist Church for replacement of 800 square feet of sidewalk along Main Street on the side of the church property. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Nolan, seconded by Bolger, to authorize the City Attorney to draft an ordinance establishing stop signs at the southwest Auth. and northeast corner of Skyway and Linda Drives. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Park Director Merkel announced that the Governor's Home Town Award Program had issued a certificate to the City of McHenry for a Parks-Misc. Certificate of Honorable Mention in recognition of the outstanding community achievement to make Illinois an ideal state in which to live work and conduct business. The plaque was presented to Park Director Merkel and representatives of the McHenry Jaycees at a ceremony on June 22, 1988 in Springfield, Illinois. Motion by Smith, seconded by Nolan, to authorize and approve issuance of picnic beer permits as presented. Parks -Beer Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Permits Patterson, Serritella. Motion by Patterson, seconded by Lieder, to send the City Attorney as an objector to attend the County Zoning Board of Appeals Hearing on June 30, 1988 and request that the Zoning Board delay action Zoning- on the matter to give the City sufficient time to study the petitioners' County request in order to make a recommendation, such objection being due to Matters the fact that three of the four parcels listed on the petition as filed with the County are specifically in violat-on of the City's Comprehensive Plan. Voting Aye: Nolan, Lieder, Teta, Patterson, Serritella. Voting Nay: Bolger, Smith. Absent: McClatchey. Motion carried. Wednesday, June 29, 1988 Page 3 Motion by Teta, seconded by Lieder, that when the City is notified of a petition before the County Zoning Board of Appeals and that petition is in violation of the City's Comprehensive Plan, then the City will file an objection if it is within the City's 1 112 mile planning jurisdiction; also, to authorize the City Clerk to determine if a petition is in violation of the Comprehensive Plan or any part thereof, and if so, the Clerk will notify the City Attorney to file an objection before the McHenry County Board of Appeals. Motion by Lieder, seconded by Bolger, to table the motion. Voting Aye: Bolger, Nolan, Lieder, Serritella. Voting Nay: Teta, Smith, Patterson. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Patterson, to go into executive session at 10:35 P.M. to discuss property acquisition. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Bolger, seconded by Nolan, to go back into open session at 10:55 P.M.
