The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Tuesday, June 28, 1988 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Smith, McClatchey, Patterson, Serritella. Absent: Teta. Plan Council Mtg. Commission members in attendance were Wilson and Toole. Absent: Osmon, Attendance Buhrman, Sheppard, Uttich, Gutierrez. City staff in attendance were Attorney Narusis, Clerk Gilpin, Public Works Secretary Anne Rodenkirch. Special Mtg. Also in attendance were Consultant John Gann, Don Gerstad of Gerstad Comp. Plan Builders and Kathy Marinangel, Chairman of the Economic Development Commission. Mayor Busse announced that the City Council had entered into an agreement with John Gann of Gann Associates for an update of the City's Comprehensive Plan. Gann was involved in the updating of the Zoning Ordinance two years ago and has recently served the City in two annexations which have come before the Council. Therefore, he will guide the Council through the updating process. Gann proposed using the method of "Key Issues Planning" which de-emphasizes traditional comprehensiveness and stresses use of readily available data and special effort to obtain only that data that appears critical to development issues. Producing cost-effective information that is useful to the Committee during the planning is stressed with the Key Issues Planning methods. According to his proposal, Key Issues Planning in McHenry would be the approach to take because of the following reasons: McHenry's Comprehensive Plan, though no longer satisfactory for making development decisions, is still relatively recent in origin and contains considerable still -usable data. McHenry is not in the same position as the typical community seeking to update a plan that is, say, 20 years old, and the City accordingly does not need the kind of work program such a community would require. 2. Data from the source of most data for traditional comprehensive planning --the decennial U.S. Census --is now eight years old, making even less useful to undertake a planning effort based heavily on such data. 3. McHenry City officials have shown a past willingness to participate in an unusually active "hands on" approach to developing their own land use policy documents in preference to letting data or expert opinion alone determine policy. 4. Because of pressing development activity,. the City has programmed a period of only four months --from June to October, 1988--to develop its new plan. This unusually tight time constraint all but completely rules out the traditional planning approach. Gann asked all of the Aldermen in attendance to present their views on development problems and the objectives of the plan so that he could provide guidance in the conduct of the work. Each Alderman expressed their concerns. The two Plan Commission members and Gerstad, Marinangel and Narusis also expressed their views on development of the updated plan. The Plan Commission had updated the community goals and objectives which had not as yet been delivered to the City Council for their review. However, Gann asked that a copy be submitted to him so that he would have some idea of the views of the Plan Commission. Attached is the schedule of work performance by Gann for the updating process. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Nolan, Lieder, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried.
