The special meeting of the McHenry City Council was called to order by Mayor Stanek on Thursday, June 24, 1982 at 8 P.M. in City Hall. The meeting was held for the purpose of conducting a public hearing on the proposed annexation agreement presented by William Neumann and Attorney John Lampe for 8 acres of land located about 1/2 mile north of the inter- section of Bull Valley Road and Route 81 on the east side of Route 31. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritellp. Absent: Meurer. Also in attend- ance were: Supt. of Public Works Halvelnsleben, Attorney Narusis, Clerk Gilpin, Mrs. William Neumann, John Dodge, Henry Fleming, and consulting engineer John Smith. The proposed annexation agreement was reviewed in its entirety and several revisions were made. Thr e of the most important were: (1) The water and sewer lines would be ex ended to the eastern property line of the petitioner's property so that utility services could be extended into Knox Park. Petitioners agreed to ext nd the lines to the property line and agreed to share 1/2 of the costs for �xtending the lines past the point where their service would normally en . (2) Petitioners agreed to plant a living hedge along the commercially zoned property where it abuts Knox Park property. (3) The $1,000 per acre annexation fee was to be paid as follows: $1,000 upon signing of the annexation agreement, $ 1,000 on January 1, 1983 and $1,000 each 6 months after that until total of $8,000 is paid. If pay- ment is not received on due date, the city will charge prime rate interest plus two points on the day payment is delinquent and each day thereafter until payment is made. Several other deletions and amendments were made to the proposed annexation agreement. Attorneys Naru$is and Lampe were instructed to draft a new annexation agreement incorporating all the changes suggested at this hearing and present it to the Council at a later time. Motion by Smith, seconded by Harker, to recess this public hearing to Wednesday, August 18, 1982 at 7:30 P.M. Voting Aye: Pepping, Nolanb Harker, Datz, Wieser, Smith, Serritella. Voting Nay: None. Absent: Meurer. Motion carried. Meeting recessed at 9:50 P.M.
