THURSDAY, JUNE 23, 1988 8:00 P.M.
The Special Meeting of the McHenry City Council was called to
order by Mayor Busse on Thursday, June 23, 1988 at 8 P.M. at City Hall. Council
At roll call the following Aldermen were present: Bolger, Lieder, Meeting
Teta, Smith, Patterson, Serritella. Absent: Nolan, McClatchey. City Attendance
staff in attendance were Attorney Narusis, Clerk Gilpin.
The Special Meeting was called for the purpose of discussing the Special
Miller/Gerstad (Chesapeake Subdivision) annexation and the Bykowski ,qtg
(Wooded Ridge) annexation. The first matter for consideration was the
Miller/Gerstad (Chesapeake) annexation agreement. In attendance were Annexations
Attorney Sam Diamond, representing Allen Miller as well as Donald and
Roger Gerstad. The annexation agreement was reviewed in detail and
discussion was held on the number of units in the proposed subdivision as
well as the annexation fees.
Motion by Smith, seconded by Serritella, to set the annexation Ord.
fees at $500 per acre and $300 per unit and to pass an ordinance
approving the annexation agreement with the above annexation fees as Annex.

Motion by Lieder, seconded by Teta, to pass an ordinance
annexing the 9.4 acres of the Miller/Gerstad property as presented. Ord.

Absent: Nolan, McClatchey.
Motion carried.
Motion by Patterson, seconded by Serritella, to pass an
ordinance zoning the 9.4 acres of Miller/Gerstad property with an RM-1 Ord.
classification with the variation of 11 buildings per lot not to exceed ,
33 units total. Zoning

Patterson, Serritella.
Voting May: None.
Absent: Nolan, McClatchey.
Motion carried.
The Mayor recessed the meeting at 8:35 P.M. The meeting
reconvened at 8:40 P.M. with all Aldermen still in attendance.
The next matter for discussion was the Bykowski/Wooded Ridge
Subdivision annexation. In attendance were property owner Ronald
Bykowski and his attorney Daniel Curran. Steve Cuda, spokesman on behalf
of Martin Woods which adjoins the proposed new annexation, addressed the
Council and reported that all the concerns of Martin Woods residents had
been addressed by Mr. Bykowski. They were requesting a culdesac instead
of a street stub at the easterly end of the property. Discussion was
also held on annexation fees.
Motion by Smith, seconded by Lieder, to set the annexation fees
for Wooded Ridge Subdivision at $500 per acre and $300 per unit.

Voting Nay: Bolger.
Absent: Nolan, McClatchey.
Motion carried.
Motion by Patterson, seconded by Smith, to pass an ordinance Ord.
approving the Annexation Agreement incorporating the annexation fees as
stipulated above. Annex.

Motion carried.
Motion by Lieder, seconded by Teta, to pass an ordinance
annexing the 10 acres of property owned by Ronald Bykowski as presented. Ord.
Voting Aye: Bolger, Lieder, Teta, Smith,
Patterson, Serritella. Annex.

Motion by Patterson, seconded by Teta, to pass an ordinance
Ord. zoning the Bykowski property as RS-1 Single Family Residence as presented.
(The previous ordinance annexing the property also provided for amending
Zoning the McHenry City Zoning Ordinance regarding classification of the
property as RS-1).
Voting Aye: Bolger, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: Nolan, McClatchey.
Motion carried.
Motion by Smith, seconded by Serritella, to approve the
preliminary and final plats of Bykowski's Wooded Ridge Subdivision as
Plats presented.
Voting Aye: Bolger, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: Nolan, McClatchey.
Motion carried.
Mayor Busse recessed the meeting at 9:28 P.M. The meeting
reconvened at 9:34 P.M. with all Aldermen and staff still in attendance.
Motion by Teta, seconded by Smith, to go into executive session
Executive at 9:34 P.M. to discuss personnel and property acquisition.

Patterson, Serritella.
Voting Nay: None.
Absent: Nolan, McClatchey.

Motion by Teta, seconded by Lieder, to go back into open session
at 10:12 P.M.

Employees Motion by Lieder, seconded by Serritella, to grant a 30 day
leave of absence to Public Works Employee William Cunningham with the
understanding that if he so requests the use of vacation time during that
30 day period of time it is subject to the approval of the Superintendent
of Public Works.

Patterson, Serritella.

Ordinances Motion by Smith, seconded by Bolger, to pass an ordinance
amending the Subdivision Control Ordinance permitting the use of Clow
Subd. Medallion Fire Hydrants and eliminating the use of Traverse City hydrants.
