MONDAY, JUNE 22, 1981 8 P.M.
The Special fleeting of the City Council was called to order by Mayor Special
Stanek on Monday, June 22, 1981 at 8 P.M. for the purpose of discussing the Mtg.
recommendation of the Zoning Board of Appeals regarding the Plan Commission' Zoning s Ordinance
petition for amendment of the Zoning Ordinance text to add a B-lA Light Wage &
Commercial District and to discuss and possibly take action on amendments to Benefit
Ordinance
the Employee's Wage and Benefit regulations.
At roll call the following aldermen were present: Pepping, Nolan,
Harker, Datz, Wieser, Smith, Serritella, fieurer. Also in attendance were Supt. Attend--
an ce
Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli. Park Director Merkel
arrived at 9:40 P.M.
Plan Commission members present were: William Wilson, Sandra Eckstein,
Joan Schwegel, Bob Mortel, Bill Buhrman, Don Toole. Kit Carstens arrived at
9:10 P.M. Zoning Board Members present were: Suzanne Kauss, John Smith, Fred
Kupstis, Kay Halverson. Chamber of Commerce members in attendance were: Keith
Leathers, Sue Schaefer, John Huemann, Chris Wirtz.
Motion by Wieser, seconded by Harker, to concur with the Zoning Board
of Appeals' recommendation and deny the Plan Commission's petition for a B-lA
District.
Motion by Pepping, seconded by Nolan, to amend the previous motion
and allow discussion prior to taking a vote on the original motion.
Voting Aye: Pepping, Nolan, Serritella, Meurer.
Voting Nay: Harker, Wieser, Smith, Datz.
Absent: None
There being a tie vote, Mayor Stanek cast an Aye Vote and declared the motion
carried.
Remarks were then heard from members of the Plan Commission, the
Zoning Board of Appeals and the aldermen.
Mayor Stanek then called for a vote on the orginal motion.
Voting Aye: Harker, Datz, Wieser, Smith , Serritella.
Voting Nay: Pepping, Nolan, Meurer.
Absent: None.
Motion carried .
Discussion took place on Wage and Benefit Ordinance revisions.

Wage & Motion by Pepping, seconded by Nolan, to pass an ordinance amending
Benefit MC-80-183, Section 2-73.2 (a) to read as follows: "A normal work week for full-
Ordi-
nance time employees shall consist of forty (40) hours spread over not more than six
(6) work days in each calendar week".
Voting Aye: Pepping, Nolan, Harker, Datz, Serritella, Meurer.
Voting Nay: Wieser, Smith.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Pepping, to make no changes in the
ordinance pertaining to present compensatory time off regulations.
Voting Aye: Pepping, Nolan, Harker, Datz, Serritella, Meurer.
Voting Nay: Wieser, Smith.
Absent: None.
Motion carried.
Mayor Stanek called for a recess at 10:28 P.M. Meeting reconvened at
10:37 P.M. with everyone still in attendance.
Motion by Pepping„ seconded by Nolan, to pass an ordinance amending
MC-80-183, Section 2.74 (b) by adding the following sentence at the end of the
Wage section: "Performance appraisals for employees who have less than one year of
Ordi-
nances service at the start of the new fiscal year shall be conducted by the time that
employee reaches the eleventh (llth) month of service."
Voting Aye: Pepping, Nolan, Harker, Datz, Serritella, Meurer, Wieser,
Smith.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Smith, to adjourn.
Voting Aye: Pepping, Nolan, Harker, Datz, Serritella, Meurer, Wieser,
Smith.
Voting Nay: None.
Absent: None.
Motion carried.
