The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, June 20, 1983 in City Hall. At roll call the following aldermen were present: Serritella, Snell, Smith, McClatchey, Datz, Busse, Nolan,, Bolger. Absent: None. Motion by Nolan, seconded by Datz, to accept the minutes of the June 6, 1983 Public Hearing and of the June 6, 1983 Regular Meeting as presented. Voting Aye: Serritella, Snell, Smith, McClatchey, Datz, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried. Council Meeting Attendance Motion by Nolan, seconded by Bolger, to authorize and approve construc- Sewer tion of sanitation facilities at the Sewer Plant at a cost of approximately $19,000. Dept. Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan, Repairs Bolger. etc. Voting Nay: Snell. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to ratify the action taken Subdivision previously and authorize Baxter & Woodman to draw up checklists for prelimi- Contr.Ord. nary and final plats according to the Subdivision Control Ordinance for use & Plats by the Plan Commission. Voting Aye:, Serritella, Smith, McClatchey, Datz, Busse, Nolan, Bolger, Snell. Voting Nay: None. Absent: None. Motion carried. Charles Ostrander of the Multi -Family Construction Advisory Committee Awards of Illinois presented a life safety award to the City of McHenry. Mayor Stanek accepted the award and expressed the appreciation of the City. Al Staub of Waste Management Inc. spoke to the Council on the need McH. Cty. for a landfill in the County. No action was taken. Misc. Mike Trgon of Clark Outdoor Spraying gave a report to the Council Mosquito on the 1982 mosquito abatement program and discussed new technology that Abatement Clark will use in future mosquito control programs. Frank Cuda of 3404 Fairway Drive requested a permit for fireworks Fireworks & display. No action was taken. Requests-Misc, Motion by Nolan, seconded by Datz, to pass an ordinance authorizing the Mayor and Clerk to sign an agreement for mobile team in-service training unit program for the police department. Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan, Bolger, Snell. Voting Nay: None. Absent: None. Motion carried. Discussion was held on forced annexations of islands of land in the City. No action was taken. Chairman Busse of the Finance Committee presented the proposed 1983-84 Appropriation Ordinance as recommended by the Finance Committee. Motion by Busse, seconded by Nolan, to set July 6, 1983 at 7:30 P.M. for Public Hearing on the Appropriation Ordinance. Voting Aye: Serritella, Smith, McClatchey, Datz, Busse, Nolan, Bolger, Snell. Motion by Smith, seconded by Busse, to grant a request: of Melahn Construction Company for reduction in the retainage for the Bull �W/S Line Ext. Valley Road Water Sanitary Sewer Extension project from 10 percent to the 5 percent level as recommended by Baxter & Woodman. Voting Aye: Bolger, Smith, Datz, Busse, Nolan, Serritella, Snell. Motion by Busse, seconded by Nolan, to authorize and approve Special final payment of the Lakeland Park Special Assessment Bonds with the Assessments money in the Public Benefit Fund which was collected for that purpose Monday, June 20, 1983 Page 7 and to transfer the balance in the fund in the Corporate General Fund. Motion by Busse, seconded by Datz, to authorize the City Attorney Bond Pymts. to draft a letter which would be sent to all delinquent Lakeland Park Special Special Assessment property owners in an attempt to effect collection of Assessments approximately $47,000.00 in delinquent Special Assessment payments. Voting Aye: Smith, Datz, Busse, Nolan, Serritella, Snell, McClatchey, Bolger. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Serritella, to award the bid for a Bid Opening chain link fence around the city property at Wells 5 & 6 to Meier's & Awarding Masterbuilt Fencing Company of Fox Lake at the low bid proposal price of $1,678.00. Motion by Busse, seconded by Snell, to authorize and approve Bond payment to First National Bank of Chicago for principal and interest due Pymts. on the 1969 Sewer Improvement Bonds as follows: Interest $1,950.00; Bank fees $25.00.
