The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, June 18, 1984 at 8 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell. Absent: Serritella. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli and Park Director Merkel. Motion by Snell, seconded by Datz, to accept the minutes of the June 11, 1984 Regular Meeting as amended. Voting Aye: Bolger, Busse„ Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by McClatchey, seconded by Snell, to pass the Annual Ordinance ascertaining Prevailing Wages in the City of McHenry as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Datz, seconded by Busse, to pass a resolution concurring in the acceptance of the low qualified bid of Alliance Contractors, Inc. of Woodstock, Illinois, for construction of 1.2 miles of intermittent side- walks for an FAU project at the loin► bid price of $80,869.75. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Bolger, seconded by Nolan, to pass a resolution declaring that Sunday, June 15, 1984 be Polish Legion of American Veterans Day in McHenry. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded by Datz, to accept the May Treasurer's report as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Mayor Stanek reported that the City had been awarded a $400,000 DCCA Grant for construction of a 500,000 gallon elevated water tank and 6,400 feet of 12" water main. The tank will be constructed in Tonyan Industrial Park. Baxter & Woodman submitted a letter June 15, 1984 out- lining engineering costs for design, bidding and construction administra- tion of the water tank and main. Total estimated engineering costs came to $42,000.00. This amount did not include an allowance for resident engineer inspection in case that should be required. Motion by Bolger, seconded by Nolan, to hire Baxter & Woodman to proceed with design, bidding and construction administration for the DCCA Water Tower Grant at the estimated cost of either $42,000.00 or $41,290.00. Monday, June 18, 1984 Page 4 Alderman Nolan, Chairman of the Park Committee, reported on a committee meeting held June 7, 1984. It was a committee recommendation that the beaches in Lakeland Park be named East Beach Park and West Beach Park. Fourth Ward Aldermen were asked to submit a name for the Lakeland Park Community House. Discussion was also held on maintenance of other parks in the City. Alderman Snell, Chairman of the Purchasing Committee, reported that three price quotes were received on a new pickup truck for the Public Works Department and a new station wagon type vehicle for the Building Inspector. Quotes on the pickup truck were as follows: Buss Ford $8,400.00; Lang Chevrolet $7,801.50; Mitchell Buick $7,450.09. Quotes received on the Building Inspector's vehicle were Buss Ford $6,900.00; Lang Chevrolet $7,071.29; Mitchell Buick $7,994.00. Motion by Snell, seconded by Busse, that since there is an immediate need for a vehicle for the Building Inspector,Buss Ford the low bidder,should be given a week to produce the vehicle. If he cannot do so in one week,the second low bidder,Lang Chevrolet,should be given the option of producing a vehicle in a week. If neither one can produce the vehicle, the purchase of a the vehicle should be made from Buss Ford who had a three to five weeks delivery time. Motion by Snell, seconded by Nolan, to purchase the pickup truck for the Public Works Department from the low bidder Mitchell Buick at the price of $7,450.09. Voting Aye: Bolger, Busse, Datz, Nolan, Smith, Snell. Voting Nay: McClatchey. Absent: Serritella. Motion carried. Alderman Bolger, Chairman of the Employee Appreciation Dinner Committee, announced that a date of December 9th had been chosenfor an employee appreciation dinner at the McHenry Country Club. Further details will be announced during the course of the next several months. Motion by Nolan, seconded by Snell, to authorize and approve a tag day on July 21, 1984 as requested by Mrs. John Coughlin who was represent- ing some concerned citizens attempting to raise funds for an ill baby. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion payment of $76.50 reimbursement of Voting Voting Absent: Motion carried. by Nolan, seconded to Gary Wigman of schooling. by Busse, to authorize and approve the McHenry Police Department for Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Nay: None. Serritella. Motion by McClatchey, seconded by Snell, to grant permission to Sgt. Patrick Joyce to attend a sectional training course in Houston, Texas for FBI National Academy Graduates at an approximate cost of $600 with payment to be made from the Police Chief's Conference account. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded issuance of picnic beer permits as Voting Aye: Bolger, Buss Voting Nay: None. Absent: Serritella. The meeting reconvened at 9:40 P.M. with everyone still in attendance. Motion by Snell, seconded by Busse, to gc)into executive session at 9:41 P.M. to discuss pending litigation,acquisition of property and person- nel. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Busse, seconded by McClatchey, to go back into open session at 10:30 P.M. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Busse, seconded by Datz, to deny the request of Supt. Halvensleben for a merit increase for Richard Orton, Foreman of Public Works Department and amend and clarify the wage and benefit salary schedule to indicate that the Foreman of Public Works has a maximum of $22,600 and that job classification is not eligible for progression. The salary will be established annually along with the salaries of the Supt. of Public Works, the Water Chief Operator and the Sewer Chief Operator.
