Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, June 17, 1985 at 8:00 P.M. in city hall. At Council roll call the following Aldermen were present: Bolger, Lieder, Mtgs. McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Attendance staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin„ Park Director Merkel, Chief Joyce. Motion by Serritella, seconded by Lieder, to accept the minutes of the June 10, 1985 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse called a Public Hearing to order for the purpose of accepting oral or written comments regarding the proposed 1985-86 Appropriation Ordinance. Persons in attendance were Richard Duellman, Bob Rosenburger, and Tony Oliver. Mayor Busse asked if there were any written or oral comments regarding the proposed ap- propriation ordinance. There was no reply from the audience. Motion by Smith, seconded by McClatchey, to pass an ordi- nance approving the annual appropriation for the 1985-86 fiscal year as presented and to publish said ordinance in pamphlet form. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Snell, to pass an ordinance approving the annual appropriation for City of McHenry Special Service No. 1 for the fiscal year 1985-86 as presented and to publish said ordinance in pamphlet form. Bob Rosenburger, Account Executive with Motorola Communi- cations & Electronics of Schaumburg, addressed the Council and explained the Comparator Display Moduals for the Police Department communication desk console and the reason that the installation should be made. Motion by Lieder, seconded by Nolan, to authorize and approve the modification of the Comparator Display Moduals for the communication desk console at a price of $1,900. Motion carried. Dr. C.J. Ludford, of McHenry Dental Clinic, and Ken Schaefer, his architect, appeared before the Council to get the consensus of opinion regarding a professional office building being proposed for construction at the northwest corner of Front and Elm Streets. Dr. Ludford estimated that he would be requesting approximately $750,000 in Industrial Revenue Bonds to complete this project. A variation for off-street parking would have to be obtained from the Zoning Board of Appeals and the Council prior to any further action by Dr. Ludford. It was the consensus of opinion of the Council that Dr. Ludford be encouraged to proceed with this project. At the last meeting, Building Inspector Richard Rosing submitted information on Zoning Violations in two locations in the City. Richard R. Miller had construction equipment stored on property zoned R-3 at 601 N. Green Street and at. 1242 N. Green Street on property zoned B-l. Proper notices were sent by the Building Inspector advising Mr. Miller that the zoning violation should be cleared up by June 1, 1985. At the last meeting the Council granted Alderman Bolger's re- quest to allow him to meet with Mr. Miller- in an attempt to clear the property before taking legal action. Alderman Bolger reported that the construction equipment had been removed entirely from 1242 N. Green Street in the B-1 zoned district but an inoperable truck cab still remained on the residential property zoned R-3. Rather than proceed with legal action at this time, it was the consensus of opinion of the Council to instruct the Building Inspector to report back at the July 1 meeting to see if the residential property had been cleared of the inoperable cab. Monday, June 17, 1985 page 6 Mayor Busse reported that he had been in contact with John Schwartz of the Illinois Department of Transportation regarding tim- ing of the traffic signals on Elm Street at its intersection with Industrial Drive, Crystal Lake Road, Front Street, Richmond Road and Green Street. Reoccuring problems occur at these intersections for people attempting to get out to Route 120 later in the evening. Schwartz informed the Mayor that timers could be installed at these intersections to alleviate that problem. For instance, after 9:00 p.m. the timers could be activated which means that when a vehicle approaches the intersection, the green light would be triggered and remain for 30 seconds before returning to red. The cost of installing these timers at intersections was $677 with the State pay- ing a portion of that cost based on the number of State highways at the intersection. For instance, at Industrial Drive and Crystal lake Road the State would pay two-thirds of the cost and the City one- third. At the intersection of Front and Elm the State would pay three -fourths of the cost. At the intersection of Richmond Road & Elm, the State would pay the total portion and at the intersection of Green and Elm the State would pay one-half and the City would pay one-half of the cost. IDOT Motion by McClatchey, seconded by Nolan, to authorize the Mayor to contact the Illinois Department of Transportation and MFT authorize the purchase of timers at the intersections of Industrial Street Maint. and Elm, Crystal Lake Road and Elm and Green Street and Elm at a & Repair total cost to the City of approximately $789 to be paid from the Motor Fuel Tax fund. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse also reported that he had received a letter From Jim Rakow, McHenry County Supt. of Highways, informing the City that the Chicago Northwestern Railroad intends to repair eight railroad crossings in the County. Three are in the City of McHenry. Busse was told that there is, a chance that rubberized crossings could be installed instead of asphalt if the City would be willing to pay for the costs of the materials. This would mean a cost of $7,800 for the Lillian Street crossing and a cost of $10,000 for the Main Street crossing. The Bull Valley Road crossing would be paid by the County since it is a County road. The question arose as to the railroad crossing on Elm Street. Busse reported that the Elm Street crossing was not on the State's, list of crossings in need of repair because the City had been maintaining that crossing in past years. When the State made their survey as to crossings that needed repair, due to the good work the City had done, the survey stated that it was not in need of immediate repair. Busse said he will write a letter to the State and Chicago Northwestern objecting to the elimination of the Elm Street crossing as one in need of repair. Motion by Nolan, seconded by Bolger, to authorize the Mayor C & NW to inform Rakow and the Chicago Northwestern Railroad that the City would participate in installing rubberized crossings on Lillian and MFT Main Street at an approximate cost to the City of $17,800 to be paid Street Maint. from Motor Fuel Tax fund. & Repair Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Mayor Busse also reported that at the conclusion of City Cleanup pickup week which ran from June 10 through June 14, it was reported Days that 685 cubic yards of debris had been picked up from the residential areas of the City. This was a 42.7 percent increase over the debris picked up last year and an 81.2 percent increase over last year in the cost of the City clean up service. Last year the service cost $3,800 this year it would run approximately $7,000. Alderman Serritella, Chairman of the Park Committee, report- ed on a recent committee meeting. It was the recommendation of the Committee that existing doors and frames on the west and north side of the Lakeland Park Community House be replaced. Two bids were received. One from Decker Construction for $2,430 and from William Tonyan & Sons for $2,850. Motion by Serritella, seconded by Nolan, to authorize the Fiesta Days City to sponsor the Fireball Eight Dixieland Band for sidewalk sales during Fiesta Days on July 27, 1985 at a cost of $400 with payment to be made from the Fiesta Day activity budget. Mayor Busse presented his ideas for community cooperation for the celebration of Mc Henry's 150th anniversary of the founding of the City of McHenry. It was the consensus of the Council that everyone in the community should be invited to assist in coordinating a celebration that would last the whole year long during 1986. Some suggestions for celebration were involvement of the school children, Drum and Bugle Corps show, coordinate fiesta day event with the ses- quicentennial event, rededicate Pearl Street Park giving it an historical identity and renaming it possibly Veterans Memorial Park replacing the existing bandstand with a replica of the original band- stand from former years and developing a master plan for the entire Pearl Street Park. Mayor Busse said that continued publicity will be sent out so that everyone can be made aware of the upcoming celebra- tion and can volunteer to assist. Motion by Nolan, seconded by Teta, to authorize and approve reimbursement for tuition fees at McHenry County College for Thomas Beyer on the successful completion of two courses at a cost of $153. Motion by Serritella, seconded by Nolan, to authorize the Purchases -Park Park Director to accept the low price proposal for the purchase of Dept. two sprinklers, 600 feet of hose, sprinkler heads and hand sprayers provided the low price proposal does not exceed $1,800. Discussion was held on the installation of a fence around Grants the water tower in Tonyan Industrial Park which is currently under Water Dept. construction. It was the consensus of opinion not to install the Improve. fence around the tank at this time. City Clerk was instructed to write to Elgin Federal Finan- McHenry Lakes cial Center and obtain permission to sign complaints again persons Estates driving dirt bikes on their property off Orleans Street. City Clerk was instructed to check into the possibility of Census holding a special census to update the City population.
