The following aldermen were in attendance: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Absent: Datz. Also absent from the meeting were Mayor Stanek, Police Chief Pasenelli and Park Director Pete Merkel. Motion by Nolan, seconded by Wieser, to appoint Alderman Harker to act as temporary Chairman of this meeting. Voting Aye: Pepping, Nolan, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Pass: Harker. Absent: Datz. Motion carried. Motion by Adams, seconded by Schooley, to accept the minutes of the June 2, 1980 Regular Meeting as read. Voting Aye: Pepping, Nolan, Wieser, Adams, Schooley, Meurer, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan, seconded by Adams, to accept the recommendation of the Zoning Board of Appeals and pass an Ordinance granting a B-1 zoning with restrictions to the Cooney -Johnson property at the corner of Kane and Front streets. Voting Aye: Pepping, Nolan, Wieser, Adams, Schooley, Meurer, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Schooley, seconded by Pepping, to pass an Ordinance relating to the prevailing wage scale for work done on city projects. Voting Aye: Pepping, Nolan, Wieser, Adams, Schooley, Meurer, Harker. Voting Nay: None. Absent: Datz. Motion carried. Motion by Meurer, seconded by Schooley, to grant a variation on the Fence Ordinance to Thomas Jornd of 4519 W. Parkway, Lakeland Park. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Jeff Kurinsky of 5504 W. Shore Drive, Brittany Park, presented a petition to the City Council containing 31 names of Brittany Park residents who requested that stop signs be placed at the intersection of Shore and Sherman Drives to alleviate speeding in the area. The matter was referred to the Street & Sidewalk Committee for consideration. In the meantime, Supt. Meyer was asked to make sure speed limit signs were erected in the area and the Police Department was alerted to canvass the area for speeders. Motion by Schooley, seconded by Adams, to accept the Treasurer's May report as presented. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Wieser, seconded by Nolan, to accept the Clerk's May report as presented. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Motion by Adams, seconded by Schooley, that the City Council go on record approving the action to be taken by the McHenry County Board in support of the FAP 420 Proposal and the City Council go on record approving the Resolution passed by the McHenry County Municipal Association encouraging the FAP 420 proposal. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Wieser, seconded by Nolan, to refer the matter of revising the Fence Ordinance to the Building & Zoning Committee with Alderman Harker as an additional member of that Committee for this Project. Attorney Narusis reported on a public hearing held on June 16, 1980 between the ICC and City of McHenry representatives regarding the proposed Orleans Street crossing over the Chicago Northwestern Railroad tracks in McHenry Lakes Subdivision. The hearing was continued to June 24, 1980 for further testimony. Motion by Pepping, seconded by Nolan, to authorize payment to the Illinois Department of Transportation for $20,790.75 as the City's 95% share of improvement of the intersection of Richmond Road & Pearl Street, with payment to be made from Motor Fuel Tax Funds. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Schooley, seconded by Wieser, to authorize and approve payment of $7,047.50 to the First National Bank of Chicago for interest on the October 1, 1969 Sewer Improvement Bond Issue as follows: Interest $7,022.50 Bank Fees $25.00 Total $7,047.50 Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Adams,seconded by Meurer, to authorize and approve payment of $959.96 to the Home State Bank of Crystal Lake for interest on the City's $95,000 Storm Sewer Bond Issue of 1966 as follows: Interest $924.96 Bank Fees $35.00 Total $959.96. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Muerer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Adams, seconded by Wieser, to grant a limited liquor license . for sale of beer only to the McHenry Area Chamber of Commerce during the week of July 21, 1980 for selected Fiesta Day activities. Motion by Schooley, seconded by Wieser, to authorize and approve payment of Payment Estimate No. 7 to Keno & Sons in the amount of $79,012.80 for the sewer treatment plant addition as recommended by Baxter & Woodman. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Pepping, seconded by Wieser, to renew the Public Official Liability insurance from the Forum Insurance Company at a $2,000,000 liability limit for an annual premium of $4,302.00 through the Arthur J. Gallagher & Company insurance agency. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Pepping, seconded by Nolan, to authorize and approve attendance of City's Department heads at an Employee Evaluation seminar at Elgin Community College on July 10, 1980. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Meurer, seconded by Schooley, to approve the payment of Estimate No. 5 to Wexford Group, Ltd. developers of McHenry Lakes Estates, and submit the approval for payment to Elgin Federal Savings & Loan Association, in the amount of $179,776.13, said payment recommended by Baxter & Woodman, city engineers. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Monday, June 16, 1980 Page 7 Motion by Wieser, seconded by Adams, to deny permission for a tag day in August for Little City Home in Palatine. Motion by Wieser, seconded by Meurer, to amend the weed cutting Ordinance and raise mowing fees in all four categories by $10.00. Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Motion by Schooley, seconded by Meurer, to ratify action taken by the Purchasing Committee and approve the purchase of a 2 ton Pickup truck from Buss Ford Sales, low bidder for specifications submitted by the City, in the amount of $5,325.00 Voting Aye: Pepping, Nolan, Harker, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Motion by Meurer, seconded by Schooley, to purchase a 6 foot Mott Mower for $1,310.00 from George P. Freund, Inc. for use in mowing city parks.
